WHEREAS the City of Pasco, Franklin County, Washington, is con-
templating the issuing of bonds for the purpose of installing a fil-
tration plant; and Whereas the City contemplates calling an election
to authorize the issuance of said bonds to be financed by a special
levy; and Whereas the City Council deems it advisable to procure the
services of a fiscal agent to assist in preparing the proper notices,
issuing and sale of the bonds and such other matters as may pertain
to the financing of said filtration plant:
NOW THEREFORE:
Be it resolved by the mayor and council of the City
of Pasco, that,upon the executing the necessary contract setting out

the duties and compensation,as heretofore verbally agreed upon,that
Richards & Blum Inc. of Spokane, Washington, be employed by the City
of Pasco,as fiscal agents for said City in assisting the financing
and installing of said filtration plant and such other matters as
are proper duties of fiecal agents for said rurpose.
