WHEREAS, the City of Kennewick and the City of Pasco undertook a project for the construction of a new bridge across the Columbia River between the two cities; WHEREAS, said bridge constitutes an arterial street in the City of Pasco; WHEREAS, a portion of the cost of constructing said bridge was financed through the issuance of councilmanic bonds in 1976 issued by the cities of Kennewick and Pasco; and WHEREAS, the cities of Kennewick and Pasco have agreed to an allocation of the repayment of said bonds pursuant to City of Pasco Resolution No. 1255, NOW, THEREFORE, THE'CITY'COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS: Section 1. That Section 3.53.010 of the Pasco Municipal Code be and the,same is hereby enacted to read as follows: P.M.C. 3.53.010 DISPOSITION OF CERTAIN SPECIAL REVENUES RELATING TO MOTOR VEHICLES. Pursuant to Resolution No. 1255 passed on the 18th day of June, 1979, the City of Pasco has an understanding with the City of Kennewick regarding the allocation of the repayment of certain councilmanic bonds issued by the cities in 1976. In accordance with this understanding, the City of Pasco shall make payments to the City of Kennewick solely and exclusively from the revenues received pursuant to Article II, X40, Amendment 18 of the Washington State Constitution as provided .for in R.C.W. 46.68.100(l) and (2) or as hereafter amended. In any given budget year, any amounts paid to the City of Kennewick for the purpose described above shall first come from revenues received from R.C.W. 46.68.100(2) or as hereafter amended and next shall come from revenues received from R.C.W. 46.63.100(1) or as hereafter amended and from no other revenue sources. This ordinance shall expire on January 1, 1998, or as soon as the city manager shall report to the council that the 1976 councilmanic bonds issued by the cities of Kennewick and Pasco for the construction of the Inter -City Bridge have been paid in accordance with the under- standing contained in Section 3 of Resolution No. 1255. Section 2. This ordinance shall be in full force and effect after its passage and publication as required by law. PASSED by the City Council of the City of Pasco this 16 day of July 1979.
