HomeMy WebLinkAbout2032 OrdinanceORDINANCE NO. 2032 AN ORDINANCE dealing with the transfer of funds to the claims fund by amending Section P.M.C. 3.48.020 and providing for the issuance -.6f warrants from the claims fund by amending Section P.M.C. 3.48.040. THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS: Section 1. That Section P.M.C. 3.48.020 (prior code §2-17.51) be and the same is hereby amended to read as follows: 4 P.M.C. 3.48.020 TRANSFER OF FUNDS. Whenever the city manager or his designee deems it necessary, such person is authorized, empowered, and directed to transfer from the appropriate funds of the various departments and offices to the claims fund sufficient monies to pay the claims against the various departments and offices of the city. Nothing herein shall be'i:nterpreted as authorizing anyone to change the appropriations to particular funds as set forth in the budget ordinance. Section 2. That Section P.M.C. 3.48.040 (prior code §2-17.52) be and the same is hereby amended to read as follows: P.M.C. 3.48.040 ISSUANCE OF WARRANTS. The city manager or his designee is authorized, empowered, and directed to issue warrants on and against the fund in payment of materials furnished, services rendered, or expenses or liability incurred by the various departments and offices of the city. The warrants shall be issued only after there has been filed in the office of the city's financial director proper vouchers, approved by the city council (except as set forth below), stating the nature of the claim, the amount due or owing and the person, firm or corporation entitled thereto. All warrants issued on or against the funds shall be solely and only for the purposes herein set forth and shall be payable only out of and from the fund. Each warrant issued under the provisions of this section shall have printed upon its face and words, "Claims Fund." Prior approval by.-the.City Council for the issuance of warrants against the claims fund shall not be required when their issuance is authorized by the city manager or his designee for the following purposes: 1) In order to obtain purchase discounts; 2) To pay monies owed a city fund from the appropriate city fund(s) in order to maintain a positive fund balance; and 3) To avoid tax payment penalties. Any issuance of warrants from the claims fund prior to the passage of this ordinance that fit within the guidelines of Section 2 above is hereby ratified and confirmed. Section 4.
