HomeMy WebLinkAbout2024 OrdinanceORDINANCE NO. 2024 AN ORDINANCE dealing with the subject of personnel and setting salaries for city employees and amending Section P.M.C. 2.42.030(9), 2.42.120, 2.42.590, and 2.42.600. THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS: Section 1. That all non-union represented employees (Exhibit I and II) shall receive a seven and one-half (7.5%) percent rate of pay increase effective January 1, 1979, with the exception of those employees who upon certification by the Public Employees Relation's Commission will be represented for collective bargaining purposes by I.U.O.E. Local 280 which employees will receive whatever wages and benefits achieved by the bargaining process provided that with prior council approval, the city manager and the union may agree to an interim raise pending the outcome of negotiations. Section 2. Based on formal performance evaluations, to be completed by July 1, 1979, those employees in the top 50% of the regular full-time non-union represented staff of each department shall be eligible for a three (3%) percent merit increase. Department heads (those shown in Exhibit II) are not included in determining the number of employees on a staff. Whenever one-half of the number of persons on a staff is a fractional number, the number may be rounded to the next larger whole number. `Based on formal performance evaluations made by the city manager, no later than July 1, 1979, department heads shall be eligible to receive up to a three (3%) percent merit increase. Any increases permitted by this section cannot exceed the maximum rate of pay established for the position or job classification the employee is"in. Section 3. Performance evaluations shall be conducted in a professional manner and will establish a numerical rating which shall determine which persons qualify for a three (3%) percent merit increase effective July 1, 1979. Section 4. That subsection P.M.C. 2.42.030(9) (Ordinance No. 1458 §1 (9) 1971) be and the same is hereby amended to read as follows: P.M.C. 2.42.030 DEFINITIONS ... (9) "Probationary Employee" means any employee who is serving his/ her probationary period of six months of continuous service .prior to being permanently appointed to a position. "Probationary Period" as used in P.M.C. 2.42.600 refers to the time an employee's salary is at the entrance level and does not effect the status of being a probationary employee as used elsewhere in this code. Section 5. That Section P..M.C'. 2.42,-:120 .(Ordinance No. 1306 §29 1968) be and the same is hereby amended to read as follows: P.M.C. 2.42.120 TRANSFERS, PROMOTIONS, DEMOTIONS, AND REINSTATEMENTS. When an employee is transferred, promoted, demoted, or 'reinstated, his/her rate of pay for the new position or job classification shall be as follows: (1) Transfers: An employee will transfer at his same rate of pay when transferred to another position or job classification in the same pay grade; -2- (2) Promotions: An employee promoted to a position or job classification in a pay grade having a higher rate of pay shall receive the entrance level rate of pay or the same as his/her present rate of pay whichever is greater unless the city manager expressly approves otherwise; (3) Demotions: An employee demoted from a position or job classification in one pay grade to a lower pay grade shall receive (a) his/her present rate of pay if such a rate is within the lower pay grade, or (b) the highest rate of pay in the lower pay grade if such is lower than his/her present rate of pay unless the city manager expressly approves otherwise; (4) Relocations: An employee transferred from a position or job classification in one pay grade to a position or job classification in another pay grade at his/her own volition, because of a reduction in force, etc., shall transfer at a rate of pay based on his/her experience and qualifications, such rate to be set by the city manager; _ (5) Reinstatements: An employee who is reinstated to his/her position or job classification, after an authorized leave of absence without pay, or a suspension, or a layoff, shall be paid at the same rate of pay with any adjustment for cost of living made in the interim that he/she was receiving before leaving service for the reasons above; (6) Reemployments: An employee who has resigned from his/her position or job classification in the city service and is subsequently reemployed, shall be paid in accordance with the rules governing original appointments to a position or job classification in the city service. Section 6. That Section P.M.C. 2.42.590 (Ordinance No. 1458 §11 1971) be and the same is hereby amended to read as follows: P.M.C. 2.42.590 CLASSIFICATION AND SALARIES. Position, title, pay grades, or classes, and annual or monthly rate of pay salary arrangements or other rates of pay may be included in the annual budget or they may be set forth in a separate ordinance. Section 7. That Section P.M.C. 2.42.600 (Ordinance No. 1916 as amended by Ordinance Nos. 1949, 2001, and 2014) be and the same is hereby amended to read as follows: P.M.C. 2.42.600 CURRENT SALARIES AND BENEFITS. (a) The current salaries of employees of the city shall be as set forth below. Any reference to an exhibit or a contract incorporates the same by reference: Exhibit I Other Non -Union Represented Employees Exhibit II Department Heads Exhibit III Part-time Employees Employees covered by a contract with the following organizations: Operating Engineer's, I.U.O.E. Local 280 Police Benefit Association Fire Fighter's, I.A.F.F. Local 1433 -3- (b) The salary schedule.as set forth in Exhibit I"and II shall be known as the "Modified Open -Range Pay Plan". New employees shall begin at the first level for their position or job classification to be known as the entrance level, except in cases where the new employee's capabilities are such that he/she is fully prepared to take over a particular position without further experience. The city manager shall have the authority to decide when such exceptions will be permitted. The next level shall be known as the competent level and a new employee shall be placed at that level following a probationary period after his/her initial employment. This probationary period will generally be for a minimum of six -months, depending upon the learning cycle required for the incumbent to become fully acquainted with the full range of job responsibilities and duties. The city manager shall have the authority to reduce or lenghten the probationary period. The maximum probationary period shall be for one year. The highest rate of pay for an employee shall be the maximum level as set forth for his/her position or job classification. The city manager shall have the authority to place an incumbent at a higher rate of pay than the competent level during the term of his/her employment up to the maximum rate of pay as set forth for the position or job classification. (c) In addition to the salaries set forth in subsection (a) of this section, all regular full-time and regular part-time employees shall be entitled to the insurance benefits listed below: 1. Medical Insurance; 2. Dental Insurance; 3. Life Insurance - $2,500; 4. State Industrial Insurance, Medical Aid and Pension, as provided for in the Revised Code of Washington. The cost of Medical Aid and Pension are to be shared equally by the city (the employer) and the employee or as other- wise required by state or federal law. Except as otherwise provided herein or as provided in union agreement, all benefits shall be provided by insurance carriers selected by the city; and, except as otherwise provided by union agreement, all premiums for said benefits shall be paid by the city. Section 8. This ordinance shall become effective upon its passage and publication as required by law.
