ORDINANCE NO. 2049
AN ORDINANCE amending Chapter 22.84, Off -Street Parking, of the
Pasco Municipal Code.
WHEREAS, the City Planning Commission studied off-street parking
requirements on February 15, 1979, and March 22, 1979, and recommended
the City Council amend the off-street parking ordinance to reduce the
number of parking spaces required for one -bedroom apartments and to
provide the a percentage of the required parking spaces may be designed
for compact cars, and
WHEREAS, the City Council conducted a public hearing on April 16,
1979, and considered the recommendation of the City Planning
Commission and,. following said public hearing, deems the amendments
appropriate, NOW, THEREFORE;
THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS:
Section 1. That Section 22.84.010 of the Pasco Municipal Code be
and the same is hereby amended to read as follows:
P.M.C. 22.84.010 SCHEDULE. After the date this title becomes
effective, the following parking spaces shall be provided and
satisfactorily maintained by the owner of the property for each
building and structure erected, enlarged, or altered to forty percent
of the value of the appraised value of the building as originally
constructed, for use for any of the following purposes:
(1) Dwellings.
(a) For buildings containing three dwelling units or less,
one parking space for each dwelling unit within the building or
buildings.
(b) For buildings containing four dwelling units or more, two
parking spaces for each dwelling unit within the building or buildings;
provided, however, this requirement shall be reduced to one and one-
half (1.5) parking spaces for each dwelling unit which contains one
bedroom or less;
(2) Auditorium, stadium, theater, churches, or other places of
public assembly. At least one parking space for each eight seats
provided for its patrons, based on a maximum seating capacity, or
at least one parking space for every twelve lineal feet of seating
area of benches or pews, or for those places not having fixed seats,
one parking space for each seventy-five square feet of gross floor
area;
(3) Restaurants or other eating places. At least one parking
space for each five seats except when it is in a dwelling which
provides parking space, in which case the number of spaces already
provided may be taken to be available to the restaurant or eating
place;
(4) Hotel. At least one parking space for each three guest
sleeping rooms;

(5) Hospital, sanitarium, or nursing home. At least one parking
space for each five patients, plus one additional space for each
staff doctor, plus one additional space for each three regular
employees, including nurses;
(6) Stores. At least one parking space for each three hundred
square feet of floor area;
(7) Office buildings and banks. At least one parking space
for each three hundred square feet of office floor area on the.
ground floor and one space for each five hundred square feet of floor
space above the first floor and the same shall apply to basement
floor areas;
(8) Sports areas. Outdoor sports areas or parks without fixed
seats - subject to review by the planning commission;
(9) Industrial or manufacturing establishments. At least one
parking space for each four hundred square feet gross floor area, or
for each two working people;
(10) Bowling alleys. Four parking spaces for each alley.
(11) Motel. One parking space for each unit of lodging.
Section 2. That Section 22.84.060 of the Pasco Municipal Code be
and the same is hereby enacted to read as follows:
P.M.C. 22.84.060 COMPACT CAR ALLOWANCE. Any parking area required
by this chapter may provide parking spaces designed for compact cars,
the minimum dimensions of which shall be seven and one-half feet in
width and fifteen feet in length, provided such provision does not
exceed twenty-five percent of the total number of parking spaces
required by this chapter.
Section 3. This ordinance shall be in full force and effect after
its passage and publication as required by law.
