ORDINANCE NO. 1965
AN ORDINANCE relating to circuses, carnivals and street shows by amending
Section 5.16.010 of the Pasco Municipal Code.
THE COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS:
Section 1. That Section 5.16.010 of the Pasco Municipal Code be
and the same is hereby amended to read as follows:
5.16.010 CIRCUS AND CARNIVAL DEFINED. "Carnival", as set out
in this chapter, means every device, institution or assemblage of devices or
institutions the purpose whereof is that of providing entertainment, amusement,
sport, pastime, or merriment for the patrons thereof, and includes roller coaster,
merry-go-round, swing, ferris wheel and kiddie rides.
The following types of amusement games may be employed:
(a) Glass Pitch: Glass merchandise set on table in center of stand
pitch dime into glass to win glass;
(b) Spot Pitch: Table in center of stand with different color spots, coin
must touch or stay inside spot to win prize;
(c) Coke Pitch: Coke_ type bottles in center of stand, toss curtain ring
over bottle to win prize;
(d) Bean Bags: Six pop or beer type cans in pyramid on shelf, toss bean
bag to tip cans over and win prize;
(e) Milk Cans: 10 gallon can on table, toss soft ball in mouth of can to
win prize;
(f) Apple Darts: Painted apples on board in back of stand, throw dart
which sticks in apple to win prize;
(g) Basket Ball: Basket ball hoop in back of stand, make a basket to win
prize;
(h) Balloon Darts: Balloons hang on board in back of stand, break balloon
with dart to win;
(i) Bottles: Aluminum milk bottles in pyramids of three or six, knock over
with soft ball to win; and
(j) Foot Ball: Throw foot ball through car tire hung 10 to 15 feet from
counter to win.

Similar games involving shooting, throwing or pitching skills may be used
to substitute for the aforementioned provided that the permission of the police
chief is obtained in advance of the granting of the license by the City Clerk.
Games should be such as to give the public a fair chance of winning.
Prizes should have intrinsic value and either money or tickets for rides should
not be given to winners.
"Circus", as set out in this chapter, means any institution whose general
occupation is that of exhibiting wild animals, feats of horsemanship, animal
stunts and acrobatic or aquatic sports, to which a fee is charged for admission.
Section 2. That this Ordinance shall be in full force and effect after its
passage and publication as required by-law.
