AN ORDINANCE setting salaries for certain city officers and
personnel, and amending Section 2.42.600 of the Pasco
Municipal Code entitled "Current Salaries".
WHEREAS, the City Council has reviewed the salaries of City
employees and finds it in the best .interest of the City to raise said
salaries, and
WHEREAS, the City Council finds it advisable to set salaries
for certain City officers and personnel by an Ordinance separate from
the City Budget Ordinance; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. Section 2.42.600 of the Pasco Municipal Code is
hereby amended to read as follows:
2.42.600 CURRENT SALARIES. The current salaries of certain
employees of the City shall be as set forth in the following
exhibits attached hereto:

Section 2. In addition to the salaries set forth in Section 1,
all regular full-time and regulak.part-time employees shall be entitled
tc:_the,insurance benefits listed below:
1. Medical Insurance
2. Dental Insurance
3. Life Insurance - $2,500
4. State Industrial Insurance, Medical Aid and Pension,
as provided for in the Revised Code of Washington, Title
51. The cost of Medical Aid and Pension are to be shared
equally by the employer and employee.
Except as otherwise provided by union agreement, all benefits
shall be provided by insurance carriers selected by the City; and,
except as otherwise provided by union agreement, all premiums for said
benefits will be paid by the City.
Section 3. That this Ordinance shall become effective upon its
passage and publication as required by law.
PASSED by the Council.of.the City of Pasco this 19 day of
December 1977.

SALARY SCHEDULE
In addition to other compensation, all Department Directors and City Manager
shall be eligible for merit payments not to exceed ten (10) days. Such merit
payments shall be made upon an evaluation and recommendation of the City Manager
and confirmation by the Citv Council, with the exception of the City Manager who
will be evaluated by the City Council. Such payments shall be made to eligible
Department Directors in December of each year.

SUBJECT: Salary Schedules
The salary schedule attached to the
knowledge conform to the guidelines
with the proposed Union Contract.

Salary Ordinance to the best of my
set by the Council or in conformance
EXHIBIT I: Management schedule. The Management salaries were increased
approximately 5% over the 1977 schedule. No "merit" pay has been in-
cluded.
EXHIBIT II. Non -represented schedule. This schedule includes all other
employees not included in a bargaining unit as well as those secretarial/
clerical employees that have requested representation.. This schedule includes
both a horizontal and vertical gradiant. The entry level step has no in-
crease over 1977 and the top step has an eight percent increase at the low
ranges and gradually decreases to a six percent increase at the top level.
The ranges with an "A" behind them contain those classifications which
would reasonably fall within the group that has requested representation
and reflects no increases. The City has been advised by Mr. Liebold that
Mr. Sherky of the Public Employees Relations Commission stated that if an
increase were given to these employees at this time, another unfair labor
practice could be filed against the City. This happened to a water district
up the valley in a similar situation and the Commission upheld the suit. For
that reason, no increase is being included for this employee group.
EXHIBIT III AND IV. Police and Fire. These exhibits reflect the increase
proposed in the contract you will be asked to approve on December 19, 1977.
EXHIBIT V. Operating Engineers. This is the 1977 schedule. When negotiations
are concluded, a new schedule will be presented for approval,
EXHIBIT VI. Part Time Employees. This includes all part time employees. Most
of these are Recreation employees. This schedule averages about five percent.
This year, a "Miscellaneous Hourly Employee" category. This will assist in
covering those instances where none of the specific job titles fit.
