HomeMy WebLinkAbout1854 OrdinanceORDINANCE NO. 1854 AN ORDINANCE OF THE CITY OF POSCO ADOPTING THE 1976 EDITION OF THE UNIFORM PLUMBING CODE WITH APPENDIXES A THROUGH H AND THE I.A.P.M.O. INSTALLATION STANDARDS, TOGETHER WITH APPROPRIATE AMENDMENTS AND S7i2STITUTIONS THERETO BY ADDING A NEW CHAPTER TO THE PASCO MbNICIPAL CODE, CHAPTER 16.04 ENTITLED "PLUMBING CODE", AND REPEALING CHAPTER 16.04 OF THE PASCO MUNICIPAL CODE AS IT NOW EXISTS. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. There is hereby added to the Pasco Municipal Code a new Chapter 17.08, entitled "Plumbing Code, which Chapter shall read as follows: Chapter 16.08 PLUMBING CODE 16.08.010 Adoption of Uniform Plumbing Code. The Uniform Plumbing Code, 1976 Edition, with Appendixes A through H and the I.A.P.M.O. Installation Standards, prepared by.the International Association of Plumbing and Mechanical Officials, is adopted by reference as the plumbing code of the City of Pasco, except as hereinafter amended. Three (3) copies of the Uniform Plumbing Code, 1976 Edition, with Appendixes A through H and I.A.P. 14.0. Installation Standards, have been filed for use by the public in the office of the.Pasco City Clerk. 16.08.020 PERMITS FLIES. The schedule of fees contained in Part- 1, Adminis- tration, Paragraph 20.7, of the Un -form Plumbing Code is hereby deleted and the fee schedule as set forth in Chapter 16.04.040 of the Pasco Municipal Code is hereby adopted in its place. 16.08.030 BOARD OF APPEALS. Paragraph 20.14, Part 1, Administration, of the Uniform Plumbing Code, is hereby deleted from the Uniform Plumbing Code and the Board of Appeals as set forth .n Chapter 16.04.020 of the Pasco Municipal Code is hereby adopted in its place:. 16.08.040 Amendment to Table A of Chapter 2 of the Uniform Plumbing Code. Table A of Chapter 2 of the Uniform Plumbing Code, "Plumbing Material Standards", is amended by deleting t:e following: Deletions: "Nonmetallic Piping" Homogenous bi.tuminized fiber -drain and.sewer�pipe with standards and footnotes. 16.08.050 Amendment of Table 4-1 of Chapter 4 of the Uniform Plumbing Code. Table 4-1, Chapter 4, Uniform Plumbing Code, is amended by adding the following. Food waste Disposal (Residential) Food waste Disposal (Commercial) 2" trap arm 2 units 3" trap arm 6 units 16.08.060 SIZE OF DRAINAGE PIPIiiG. Section 403(a) of the Uniform Plumbing Code is amended to read as follows: 403(a) The minimum sizes of vertical and/or horizontal drainage piping shall be determined from the total of all fixture units connected thereto, and additional, in case of vertical drainage pipes, in accordance with their length. IR 16.08.070 SHOWER COMPARTMENT SIZE. Section 909(d) of the Uniform Plumbing Code shall be amended to read as follows: No shower stall or receptor shall have a finished interior dimension which is less than thirty-two (32) inches, and each shower compartment shall be of a finished size capable of completely encompassing a thirty-two (32) inch circle when the door or curtain is closed. No shower -compartment shall have a hori- zontal cross sectional area of less than one thousand twenty-four (1,024) square inches. 16.08.080 FIXTURE REQUIREMENTS. Section 910 of the Uniform Plumbing Code, shall be amended to read as follows: PLUMBING FIXTURES REQUIRED - Each building shall be provided with sanitary facilities as prescribed by the local or state department having jurisdiction. in the absence of local requirements a recommended list of minimum facilities for various occupancies is given in Appendix C of this code. Every basement shall be provided with at least one (1) floor drain, located in either the utility room, bathroom or furnace room. 16.08.090 FUEL GAS PIPING. Chapter 12 of the Uniform Plumbing Code is hereby deleted in its entirety. 16.08.100 VIOLATIONS -- PENALTIES. It shall be unlawful for any person, firm, or corporation to violate any of the provisions of this Chapter. Every person convicted of a violation of any provision of this Chapter shall be guilty of a misdemeanor and shall be punished by a fine or not more than $500, or by imprisonment for not more than 90 days, or by both such fine and imprisommnet. Each firm or corporation convicted of a violation of any provision of this Chapter shall be punished by a fine of not more than $500. For any violation of a continuing nature, each day's violation shall be con- sidered a separate offense and shall subject the offender to the above penalties for each'offense. 16.08.010 SAVINGS CLAUSE. Nothing contained in any provision of this code shall apply to an offense charged at any time before the day when this code shall become effective. Any suce offense shall be punished according to the provisions of the ordinances or other Laws existing when such offense was charged in the same mariner as if this code had not been enacted. 16.08.120 SEVERABILITY. The invalidity of any article, section, subsection, provision, clause, or portion thereof, or the invalidity of the application thereof to any person or circumstance, shall not affect the validity -of the remainder of this chapter -or the validity of its applica.tion to other persons or circumstances. Section 2. Ordinance No. 1645 and Chapter 16.08 of the Pasco Municipal Code as it now exists is hereby repealed. Section 3. EFFECTIVE DATE.
