ORDINANCE NO. 1343
AN ORDINANCE RELATED TO MOBILE HOMES AND RECREATIONAL VEHICLES
DELETING CHAPTERS 19.04, 19.08, 19.12, 19.16.19.20, 19.24 AND
SECTION 22.36.020 ITEM 4 OF THE PASCO MUNICIPAL CODE; ADDING
CHAPTERS 19.04, 19.08, 19.12, 19.16, 19.20, 22.37, 22.38 AND)' -
22.39 OF THE PASCO MUNICIPAL CODE; AND AMENDING CHAPTER 22.68
OF THE PASCO MUNICIPAL CODE.
WHEREAS, The City of Pasco has seen a substantial increase in the ownership and
use of Mobile Homes and Recreational Vehicles, AND
WHEREAS, The City of Pasco finds it is in it's best interests to revise Title 19
to take into consideration the present trends in Mobile Home and Recreational Vehicle
uses, AND
WHEREAS, The City of Pasco finding that in order to protect and promote the public
health, morals, convenience, safety and welfare and preserve the appropriate character
of residential areas within the sound principles of the zoning ordinance and -comprehen-
sive plan, it is necessary to provide for the licencing, regulation, permits and fees
for the location and operation of mobile home uses in the City of Pasco now therefore,
THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS:
Section.l. Pasco Municipal Code Title 19 is hereby expressly deleted in it's
entirety.
Section 2. Pasco Municipal Code Title 19 is hereby stipulated to read as follows:
19.04.010 Generally. Whenever used in this title, the definitions set out in this
chapter shall prevail, unless a different meaning appears from the context, (prior
code 7-8-02 part))
19.04.020 Health Officer means the Benton -Franklin Health District or it's re..
presentative -of Franklin County.
19.,04.030 Independent Recreational Vehicle means a recreational vehicle having
toilet, lavatory and bathing facilities.
19.04.040 Recreational Vehicle. A vehicular type unit designed and licensed by
.state for temporary living quarters for recreational, camping or travel use, which
either has it's own motor power or is mounted on or'drawn by another vehicle and
which has a body width of ,not :mgre� than, eight : (8). feet and �a ,body -of no.. more ..'than
thirty five (35) feet when factory -equipped for the road. The term "recreational
-vehicle" shall include, but not be limited to the following:
a. Travel Trailer - A vehicular, portable structure built on a chassis and
drawn by a motorized vehicle and which is designed to be used as a temporary
dwelling for travel, recreational and vacation uses.
b. Camper - A.structure designed to be mounted on a truck chassis for use as
a temporary dwelling for travel, recreational and vacation uses.
c. Motor Home - A portable, temporary, dwelling to be used for travel,
recreation and vacation use constructed as an integral part of•a self-
propelled vehicle.
d. Camping Trailer - A folding structure mounted on wheels and designed for
travel, recreational and vacation uses.

19.04.050 Mobile Home or Recreational Vehicle Site. "Site" means a unit of
reasonably level., adequately drained ground of definite size clearly indicated
by corner markers, for the placing of a mobile home -or recreational vehicle.
19.04.060 Mobile Home. "Mobile Home", a single family dwelling, more than thirty-
five (35) feet in length and eight (8) feet or more in width, designed for trans-
portation, after fabrication, on streets and highways on its own wheels or flatbed
or other trailers, and arriving at the site where it is to be occupied as a dwelling
complete and ready for occupancy, except for minor and incidental unpacking and
assembly operations; and located on:.a permanent foundation or tied down and con-
nected to utilities, and having an insignia issued by the. Department of Labor and
industries.
19.04.070 Mobile Home Park. An area equipped to.accomodate two or more mobile
homes as individuals single family dwelling units under one ownership or management.
19.04.080 Recreational Vehicle Park. An area equipped to.accomodate recreational
vehicles for travel, recreational or vacation uses for a limited duration of'time.
19.04.090 Accessory Structure., Accessory. structure.r;means any building other than
the dwelling unit or main structure erected on the site.
19.04.100 Service Building shall mean a building having either toilet facilities
for menr:or women, laundry facilities, bathing accomodations, or maintenance
facilities or a combination of such uses.
19.04.110 Community Building- means a' facility used for the common welfare of all
persons.
19.120 Partnership Person means any person, firm, corporation, companies, tenants,
owners, lessees, or licenses, and their agents, heirs and assigns.
19.04.130 Sewer Connection means all pipes, fittings, and appurtenances from the
drain outlet of the'mobile home to the inlet of the corresponding sewer pipe of
the sewerage system serving the mobile home parks.
19.04:'140 Sewer Riser Pipe means that portion of the sewage collection line
which,extends. vertically and terminates above ground elevation to permit hook-up
with the mobile home sewer connection.
19.04.150 Water Connection means all pipes, fittings, and appurtenances from the
::. water riser pipe to the water inlet pipe of the mobile home distribution system.
19.04.160 Water Riser Pipe means that portion of the water supply system serving
the mobile home.park which extends vertically above ground elevation and terminates
at a designated point at each mobile home lot.
Section 3. Construction and Sanitary Requirements Chapter 19.08.
19.08.010 Generally. The Mobile Home or Recreational Vehicle Park shall be located
on a well drained site suitable for the purpose; shall have an entrance and exit
well marked, easily controlled and supervised; shall have surfaced roads, well
drained, plainly marked, adequately lighted, and easily accessible to all mobile
homes or recreational vehicles, adequate sanitary and utility facilities; and
recreational areas.
19.08.020 Lighting. All entrances and exits, roadways and sites shall be adequately
lighted. Spacing of light standards on roadways shall not be greater than one
hundred feet and at each major change in directions of a roadway.

19.08.030 Streets and Walkways. The street system shall be continuous with no
dead ends and with a minimum turning radius•6f.:100'. Minimum street width shall
be 44 feet from curb to curb where on street guest automobile parking is provided
and 28 feet wide where no on street parking is provided. All walkways to service
and/or community buildings shall be a minimum of three feet in width and. entrance
walks shall be provided from the street to the mobile home site. All streets shall
be paved and be provided with curbs and gutters, provided, however, that in mobile
home parks operating at the time of passage of this title, street dimensions shall
have been set by previous standards can remain. This exception shall not apply
to the paying of unpaved streets and walkways. Streets shall be paved with
asphaltic concrete.
' •19.08..040 • 'Water_,Supply
1) Each mobile home or recreational vehicle park shall receive its source of
water from an approved water.supply system.
2) Each site within a mobile home park or recreational vehicle. park shall be
provided with a water riser or risers located and arranged to permit attach-
ment to the mobile or recreational vehicle utilizing the site.
a) Water riser pipes shall extend at least four inches above ground elevation
and shall be at least 3/4 inch in diameter with a 3/4 inch gate valve.
The water outlet shall be capped when not attached to a mobile home or
recreational vehicle.
b) Adequate provisions shall be made to prevent freezing of service lines,
valves, and riser pipes and to prevent risers from the heaving and thawing
actions of ground during freezing weather. Surface drainage shall be
diverted from the location of the riser pipe.
c) Stop and wast valves shall be located so as to preclude sewage or other
contaminants from entering the stop and waste valve.
3) Plumbing shall conform to the current edition of the Uniform Plumbing Codes
as adopted by the City of Pasco.
19.08.050 Toilets - Recreational Vehicle Parks
a) The Recreational Vehicle Park shall provide flush toilets in conveniently
located service buildings not more than two -hundred feet from any Recreational
Vehicle site.
b) The buildings shall be well -lighted at all times, ventilated, and constructed
of moisture proof material. Floors of toiletJrooms and shower rooms shall
slope to floor drains connected to the sewer system. Such facilities shall
be maintained in a clean and sanitary condition. Toilet rooms shall be
designed in accordance with the Uniform Building Code requirements.
c) Recreational Vehicle Parks containing between one and ten sites shall have
a minimum of one toilet, one shower and one lavatory for each sex.
d) Recreational Vehicle Parks containing between ten and twenty-five sites shall
have a minimum of two toilets, two showers, and two lavatories for each sex.
e) Recreational Vehicle Parks containing more than twenty-five sites shall have
toilet, lavatory, and beathing facilities in the tario of at least one additional
toilet, shower, and lavatory for each sex for every twenty additional recrea-
tional vehicle sites.

(f) Toilet rooms shall be provided with toilet paper.
(g) Aandwashing facilities shall be provided with soap and single service towels,
or other approved drying methods and equipment.
(h) All exterior openings from toilet rooms shall be covered with screen during
fly season. Toilet rooms shall be provided with self-closing doors.
19.08.070 Sewage Disposal.
1) All sewage and waste water from mobile homes, recreational vehicles, service
buildings and community buildings shall be drained to a sewage collection
system and discharged to a public sewage system. All sewer collection lines
and side sewers shall be designed and installed in accordance with the
Uniform Plumbing Code as adopted by the City of Pasco. All private disposal
systems shall comply with state and local codes, regulations and ordinances.
2) All sewer lines shall be located in trenches of sufficient depth .to insure
that it is free from breakage from vehicular or other traffic and shall be
seperated from the park water supply system at a distance, as provided by
the health officer. Sewers shall be at a grade which will insure a velocity
of two feet per second when flowing full. All sewer lines shall be constructed
of materials approved by the health officer and/or building inspector, shall
be adequately vented, and shall have watertight joints and appropriate cleanouts.
3) Each mobile home and/or self contained recreational vehicle site shall be
provided with a sewer riser pipe which is at least four inches in diameter.
The sewer riser pipe shall be so located on each site that the connection
to the mobile home or self contained recreational vehicle drain outlet will
approximate a verticle position.
4) The sewer connection (see definition) shall have a minimum diameter of at
least three inches, and a slope of any portion thereof shall be at least
1/4 inch per foot. The sewer connection shall consist of one pipe line only
without any branch fittings. All joints shall be watertight.
5) The sewer riser pipe shall be plugged when not attached to a mobile home or
recreational vehicle. Surface drainage shall be diverted away from the
riser. The rim of the riser shall extend above ground elevation.
6) Recreational vehicle parks shall provide means approved by the health officer
for disposal of accumulated sewage and waste from self contained vehicles.
19.08.080 Refuse Disposal
1) The storage, collection and disposal of refuse in the mobile.home park or
recreational vehicle park shall be conducted so as to prevent health hazards,
rodent harborage, insect breeding areas, accidents, fire hazard or air
pollution.
2) All' refuse shall be stored in watertight, insect -proof, rodent -proof containers.
Refuse containers shall be located not more than 1150 feet from any mobile
home or recreational vehicle site. Refuse containers shall be provided in
sufficient number, and capacity to properly store all refuse.

3) Where suitable collection service is not available from municipal or private
agencies, the person responsible for operation of the mobile home park or
recreational vehicle park shall provide this service.
4) All refuse shall be collected and transported in covered vehicles or covered
containers to an approved disposal site or disposed of by other methods
approved by the health officer.
19.08.090 Additions and Improvements - Mobile Home Parks
Building permits shall be required to erect, construct, enlarge, alter or repair
any additions, carport, patio, utility shed, fence or site screen on a mobile
home site. All such work shall be accomplished in accordance with the Pasco
Building Code. No permanent additions shall be made to any mobile home parked in
a mobile home park without written approval of the Washington State Department of
Labor and Industries and the mobile home park management. No portion of any
structure shall be permitted to encroach the required front, side or rear yards of
any mobile home site. `
19.08.100 Street Names.,
Every private street within the mobile home park or recreational vehicle park shall

shall have a number which will b6. -.clearly visible from the roadway at all times:
19. 08.11.0 Buffering or .Screening
A planting strip, not less than twenty (20) feet in width shall be located along all
lot lines of a mobile home or recreational vehicle park not bordering a public
street. Except that distance may be.reduced to 10'feet if a solid.wall or fence
is provided. Such planting strips shall be composed of one (1) row of deciduous and/
or evergreen trees, spaced not more than forty (40) feet apart and not less than
three (3) rows of shrubs, spaced not more than eight (8) feet apart of which the
trees will grow to a height of five (5) feet or more after one (1) full growing
season and of which the shrubs will eventually grow to a height of not less than six
(6) feet. The setback areas of a mobile home park or recreational vehicle park
adjoining a public street shall be planted in grass or shrubbery. All such required
landscaping shall be maintained in a healthy living condition for the life of the
mobile home park or recreational vehicle park.
19.08.120 Recreational Area
1) in the RMH-2 zone a central recreational area shall be established in each mobile
home park created pursuant to the provisions of this chapter. The size of each
area shall be at least 200 square feet per mobile home site—The recreation area
may contain community club houses, swimming pools, shuffle board courts and
similiar facilities. The City Planner may permit decentralization of the re-
creational facilities in accordance with principles of good planning, provided
that the total recreational areas meets the above stated minimum size. The
recreational areas shall be easily accessible, improved and maintained in such
a manner so as to provide adequate recreational facilities for the residents
of a mobile home park.
2) In the'RMH-3 zone no less.than ten (10) percent of the total site area shall be
provided as defined recreational area. The recreational area shall be easily
accessible and shall be improved and maintained in such a manner so as to pro-
vide adequate recreational facilities for the residents of the mobile home or
recreational vehicle park.
19.08.130 Fire Flow
1) Mobile home parks and recreational vehicle:_.parks shall have an adequate public
fire flow system as determined by the Director of Community Development and
Fire Chief.

2) Mobile home parks and recreational vehicle parks shall comply with local and
state electrical".and fire prevention and fire protection regulations.
3) Any natural gas or liquified petroleum gas petroleum gas piping systems shall be
installed and maintained in accordance with the Uniform Plumbing Code as adopted
by the City of Pasco or the current standards as adopted by the State Fire
Marshal, who shall be responsible for the enforcement of those standards.
Section 4. Permits and Licenses
19.12.010 Building Permit - Licenses. Any person wishing to construct a mobile home
park or recreational vehicle park shall apply to the building inspector for a
building permit,'•supplying plans and specifications as hereinafter provided.
The building inspector shall not issue the permit until after receival of notifi-
cation in writing from the health officer, city engineer, city planner and fire
chief that the plans and specifications meet the requirements of this title.
No mobile home park or recreational vehicle park shall be occupied by a mobile
home or recreational vehicle until a Certificate of Occuaancy has been issued by
the building inspector and a business license has been issued by the City Clerk.
The City Clerk shall issue a business license only•.upon presentation of a copy of
a valid Certificate of Occupancy from the building inspector and'a valid health
permit from the health officer as evidence that facilities have been constructed
as provided in this title.
19.12.020_ License Required. It is unlawful for any person to permit a mobile
home or recreational vehicle park to be established, operated or maintained upon
any property owned or controlled by him within the city limits, without having
first secured a business license from the City Clerk. Such business license shall
expire December 31st of each year, and shall be renewed upon the written permit
of the health officer and shall be in lieu of all other city licenses.
19.12.030 Fee For License•- Transferability - Renewal. The application for such
business license, or renewal therefo, shall be accompanied by an inspection fee
of twenty dollars which shall be retained by the city, and at the same time the
applicant shall deposit with the City Clerk a fee for such business license in
a sum as determined by the following table:
1) Two to twenty-five mobile home or recreational vehicle sites inclusive, fifty
dollars per year;
2) Twenty-six mobile home or recreational vehicle sites and over, seventy-five
dollars per year;
Application for a license or the renewal thereof is rejected, the license fee shall
be returned. Application for a business license must be made within thirty days of
the renewal date. The business license shall be displayed in the mobile home park
or recreat.i.6nal vehicle park office along with the health department permit and
Certificate of Occupancy. The aforesaid business license is not transferable.
A new business license shall be applied for thirty days beofre any change in fee
ownership of the land or license or lessee of the mobile home or recreational
vehicle park if he is other than the fee owner.
19..12.040 Application for License - Form. The application for a business license
shall be made on forms prepared;lby•the City Clerk and shall include the following:
1) The name and address of the owner in fee of the mobile home or recreational
vehicle park. If the fee is vested in some person other than the applicant,
a duly verified statement by that person:•:stipulating that the applican ' is
authorized by him to construct or maintain the mobile home or recreational
vehicle park and made the application, must accompany the application;
2) Such legal description of the premises as will readily identify and locate
the premises;
3) Name and address of the operator or lesses of the premises.

19.12.050 Park Plan to Cccompany Application. Each application for a permit
to construct a mobile home or recreational vehicle park shall be accompanied
by a neat, accurate, reproducable set of plans drawn to a definite scale upon=
which shall be shown the following:
1) Legal description of the property to be included in the mobile home or
recreational vehicle park;
2) Name and address of the mobile home park or recreational vehicle park;
3) Scale and north arrow;
4) Name of person who prepared the plans;
5) Boundaries and dimensions of the mobile home or recreational vehicle park
6) Location and dimension of each mobile home or recreational vehicle site
and designation of each site by number, letter or name;
7) The number, location, and size of all automible parking lots;
8) Location and dimension of each existing or proposed building;
9) Location and number of proposed sanitary conveniences, including proposed
toilets, washrooms, laundries, laundry drying facilities and utility rooms
(recreational vehicle park only).
10) Method and plan of heating shower, laundry and toilet rooms;
11) Location and width of park streets;
12) Location and width of walkways;
13) Location of each lighting fixture for lighting a mobile home park or
recreational vehicle park;
14) Location of recreational areas and buildings and area of recreational space;
15) Location and type of landscaping, fence, wall or combinations of any of these,
or other screening materials;
16) water supply system including location of point where system connects to
public system;
17) Sewage disposal system including location of point where system connects to
public sewers;
18) Location of fire hydrants or irrigation hydrants,
19) Location of public telephone service, if any;
20) Enlarged plot plat of typical mobile home or recreational vehicle site, drawn
to scale and dimensional, plus improvements such as the slab, patio, storage..
space, parking, sidewalks, utility connections and landscaping
21) Method and plan of garbage removal;
22) Plan of electrical service, including lighting.

19.12.060 Scope of License.. Business licenses issued under the terms of this
title convey no right to erect any building, to do any plumbing work or do any
electrical work.
19.12.070 Applicability of Other Codes. All -plumbing, electrical, building under
this title shall began only after obtaining a building permit and shall be in
accordance with the ordinance of the city regulating such work unless the ordinance
are specifically made inapplicable under the terms of this title.
19.12.080 Revocation of Permit - Suspension of License.
1) The building inspector is authorized to revoke the Certificate of Occuapncy
issued pursuant to the terms of this title :if after due investigation it is
determined that the holder thereof has violated any of the provisions of
this title.
2) The health officer is authorized to revoke the health department permit
if any mobile home park or recreational vehicle park is being maintained
in an unsanitary condition. Such revocation of the health department permit
shall automatically suspend the mobile home park or recreational vehicle
park business license.
Section 5. Parking Regulations..
19.16.010 Parking Mobile Homes Outside Park. It is unlawful to park a mobile
home or travel trailer outside a licensed park except as provided in this chapter.
19.16.020 Emergency Parking. Temporary parking or stopping of mobile homes
either occupied or unoccupied shall be limited to emergency parking on any street,
alley or highway in the city and limited to no more than two (2) hours, subject
to any other and further prohibitions, regulations or ordinances for that street,
alley or highway.
19.16.030 Temporary Parking of Occupied Mobile Home or Recreational. Vehicle.
Temporary parking of an occupied home or recreational vehicle shall not be allowed
on private property for more than 48 hours.
19.16.040 Parking Unoccupied Mobile Homes or Recreational Vehicles on Sales Lots.
It is unlawful to park any mobile home or recreational vehicle on any sales lot
within ten feet of any permanent structure either on the same lot or on any
adjoining lot.
19.16.050 Parking Occupied Mobile Homes or Recreational Vehicle on Sales Lot.
Two mobile home or recreational vehicle coaches occupied.by caretakers may be
located on a sales lot provided that two thousand square feet of unobstructed
space is provided for each such coach.
19.16.060 Parking Mobile Home Site. A minimum of two (2) off-street parking spaces
shall be provided for each mobile home site. They shall be located within the
mobile home site area. The guest parking spaces shall be distributed evenly
throughout the park.

19.20.010 Office Required. ln••eyery:..mobile ,home.park, or.-recreati•.ona3':veh •c1-e..;park
an office shall be designated in which shall be located a copy of the park business
license, health department permit and Certificate of Occupancy. Every mobile home
park or recreational vehicle park owner or manager shall maintain a -register
containing a record of all mobile home or recreational vehicles and occupants
using the park. Such register shall be available to any authorized personnel
for inspection.

19.20.020 Managers Duties. it is the duty and responsibility of the attendant
or person in charge together with the licensee to:
1) Keep at all times a register of occupants showing
a) Names and addresses;
b) The make, model and license number of the mobile home or recreational
vehicle;
c) The state and county issuing the mobile home or recreational vehicle
license;
d) Date of arrival and depart.ure.
2) Notify park occupants of all applicable provisions of the regulations and
inform the occupants of their responsibilities.
3) Supervise the placement and removal of each mobile home or recreational
vehicle on its site, and shall in particular be responsible for the connection
of the mobile home or recreational vehicle to sewer and water connections.
4) See that the provisions of this title are complied with and enforced and
report promptly to the proper authorities any violations of this title or
any other violations of ordinances or laws which may come to his attention.
5) Prevent the running loose of dogs, cats or other animals or pets belonging
to residents of the park.
6) Maintain the park in a clean, orderly and sanitary condition at all times
and prevent the accumulation of combustible materials, equipment or weeds
adjacent to or under the mobile home or recreational vehicle.
7) Refuse the rental of space to mobile homes or recreational vehicles which
are dilapidated or are in fire or health menance.
8) Maintain in designated places fire extinguishers approval by the fire
department.
9) Prohibit the use of any mobile home or recreational vehicle by a greater
number of occupants than that which it is designed to accomodate.

10) Prohibit the parking of any mobile home or recreational vehicle so that it
will obstruct a walkway or roadway.
11) Prohibit the parking of an occupied mobile home or recreational vehicle in
a park when a site is not available.
Section 7. RMH-1 Residential Mobile Home District
.A new Chapter 22.37 entitled RMH-1 Residential Mobile Home Zone is hereby -.added
to Title 22 of the Pasco Municipal Code.
22.37.010 Descriptifon: and Inten e."12. Th& Residential. Mobile_r.H.ote -.District; =RMH=1
is established to provide for residential areas which would be compatible for the
development of a mobile home residential use, and to prohibit the development of
incompatible uses that are detrimental to the residential environment. It is to
provide a zoning district for mobile homes on platted Mobile Home Subdivision lots.
Certain essential and compatible public service facilities and institutions are
permitted in this district.

22.37.020 Permitted Uses. The following uses shall be permitted in the RMH-1
Residential Mobile Home Zone:
1) Mobile Home;
2) Public and private elementary schools, high schools, colleges, universities,
public parks and playgrounds;
3) Fire department station houses;
4) Churches where off-street parking is provided as set forth in Section
22.84.010(2);
5) Nothing contained in this section shall be deemed to prohibit the uses of
vacant property for gardening or fruit raising.
22.37.030 Permitted Accessory Uses. The following uses set forth under R-1
Suburban Zone regulations shall be permitted in the RMH-1 Mobile Home Zone:
1) All accessory uses set forth under R-1 Surburban Zone regulations shall
be permitted in the RMH-1 Mobile Home Zone;
2) All accessory buildings shall be constructed in conformance with the City
of Pasco Building Code and placed upon the lot in accordance with the required
yard setbacks of this zone.
22.37.040 Permitted Conditional Uses. The following uses are permitted upon
issuance of a special permit as provided in Chapter 22.80:
1) Uses permitted upon issuance of a special permit as set forth under R-1
Suburban Zone regulations shall be permitted in the RMH-1 Residential
Mobile Home Zone.
22.37.050 Building Heights. The building heights restrictions are the same
as those set forth under the R-1 Suburban Zone.
22.37.060 Lot Area. In the RMH-1 Residential Mobile Home Zone, the minimum
lot area is seven thousand two hundred, (7,200) square feet for each dwelling
unit thereon constructed.
22.37.070 Lot Coverage. All structures, including a mobile home, accessory
buildings, covered breezeways, covered parking or loading spaces, shall not cover
more than thirty percent of an interior lot nor more than forty percent of a corner
lot.
22.37.080 Minimum Floor Area. The minimum floor area of the primary living unit
shall be seven hundred twenty square feet.
22.37.090 Yard Requirements
1) Front Yards: The front yard for mobile homes shall have a depth of not
less than twenty(20) feet which shall be measured from the right of way
line. Where a building or structure exceeds twenty (20) feet in height,
the front yard shall be increased at a five to one height of the building
front yard ratio. That is for each five feet in excess of the twenty (20)
feet the front yard shall be increased one foot.
2) Side Yard: The minimum side yard shall be ten feet for any mobile home
and shall be measured from the side property line.
3) Rear Yard: The minimum rear yard shall be ten (10) feet and small be
measured from the rear lot Zine.
4) Mimimum Distance between structures: There shall be an open space between
any two buildings on a lot not less than ten feet in width.

5) Reduce side and rear yards: An accessory building not used for human
habitation may be constructed to within five feet of a side or rear lot
line, provided said building is not closer than 50 feet to the front
property line.
Section 8.
A new Chapter 22.38 entitled PMH -2 Mobile Home Park Zone is hereby added to Title
22 of the Pasco Municipal Code.
22.38.010 Discription and Intent. .The mobile home park district, RMH-2 is estab-
lished to provide for medium density residential areas which would be compatible
for the development of a mobile home park use, and to prohibit the.development
of incompatible uses that are detrimental to the residential character. It
is also to provide protection from hazards, objectionable influences, building
congestion and lack of light, air and privacy. Certain essential and com-
patible public service facilities and institutions are permitted in this district.
22.38.020 Permitted Uses.. The following uses shall be permitted in the RMH-2
Mobile Home Park Zone;
1) Mobile home parks which are licensed for the placement of individual
residential mobile homes within the approved park boundaries and subject to
the standards as set forth in this chapter and Title 19;
2) Community recreation facilities, clubhouse, park office, laundry, storage
and similar uses appurtenant to the mobile home park residents only;
22.38.030 Permitted Accessory Uses. The following uses._•shall be permitted as
accessory in the RMH-2 Mobile Home Park Zone:
1) Accessory uses and structures incidental to the convenience needs within
the park and related to any permitted use;
2) All ,accessory buildings shall be constructed in conformance with the City
of Pasco Building Code and placed upon the individual site in accordance with
the required dimensional regulations of this zone.
22.38.040 Conditional Uses. The following uses are permitted subject to approval
of a special permit as provided in 22.80:
1) Home occupations;
2) Public and quasi - public uses related to the district;
3) Nursery schools and day care centers.
22.38.050 Building Heights. The maximum building height in the RMH-2 zone shall
be two stories or twenty-five (25) feet except that building heights greater than
two stories or twenty-five (25) feet may be allowed by special permit. Accessory
buildings shall not exceed one story nor 13 feet in height.
22.38.060 Lot Area. The minimum area in,square feet for a mobile home park shall
be 3,000 square feet•;time the number of individual mobile home sites to be provided.,
with a minimum mobile home park size of 5 acres.
22.38.070 Lot Coverage. All structures, including mobile homes, accessory building
covered parking or loading spaces shall not cover more than forty (40) percent of
a mobile home park.

1) No individual mobile home site shall be closer than twenty (20) feet to any
park boundary or street right of way nor closer than ten (10) feet to an
interior private street except that the setback dimension may be reduced by
half if a solid fence or wall is provided at the park boundary or street
right of way.
2) There shall be a minimum side to side dimension of twenty (20) feet between
mobile homes and. a minimum end. to end dimension of ten. (10) feet between
mobile homes.
3) There shall not be less than 10 feet between any mobile home and any ..

4) No recreational vehicle sites for occupancy purposes shall be allowed within
any mobile home park in the RMH-2 Zone. A suitable area shall be provided
and fenced for the storage only of recreational vehicles, boat trailers or
other similar recreational devices.

parking.;or loading spaces shall not cover more than sixty (60) percent of a

2) No individual mobile home or recreational vehicle site shall be closer than
twenty(20) feet to any park boundary or street right of way nor closer than

3) There shall be a minimum side to side dimension of twelve (12) feet between
living units and a minimum end-to-end dimension of ten (10) feet between
living units.
4) There shall not•::be less than ten (10) feet -between a mobile home or recreational
vehicle and any detached accessory -structure nor less than ten feet between
accessory structures.

Pasco Municipal Code Section 22.68.020 is hereby amended to read as follows:
22.68.020 Uses.
a) Accessory,uses, garages. In residential districts, the number of motor
vehicles which space may be provided for as accessory to an authorized use
shall not exceed the following:
1) In an R-1 Suburban )R-1 Low Density Residential or RMH-1 residential mobile
home district, two motor vehicle -.spaces and for each five thousand square
feet of which the lot area exceeds five thousand square feet, onespace
for one additional motor vehicle may be provided;
2) In the R-2 District, two motor vehicle spaces for one family or a two
family dwelling. In the R-3 District, garage space.may be provide for
one motor vehicle for each family for which such residence is designed.
b) Accessory uses, motor vehicle repair shops. Motor vehicle repair shops shall
not.be permitted as an accessory use in a C-1 retail business zone. In a
C-3 General Business Zone, a motor vehicle repair shop shall not be permitted
as an accessory use unless the plan to such accessory use shall have been
submitted to the -Board of Adjustment. In passing upon a request for approval,
the board may consider the type of machinery and equipment to be used and the
methods of operation to be employed.
c) Garages and service stations. in a C-1, C-2, C-3 or C.I.D. business zone or in
a I-1 or I-2 industrial zone, plans for the erection or -structural alterations
of any public garage or public gasoline filling station shall be approved by
the planning and engineering departments. Any ruling by said departments is
subject to appeal to the Planning Comiid ssion. The review.and approval may
require changes relative to yards, location of pumps, buildings and construction
of buildings as may be best suited to safeguard adjacent properties.

d) Signs. Any sign pertaining to the use of business conducted on the lot
on which the sign is to be located shall be permitted providing it complies
with the sign code, Title 17.
e) Stripping of Topsoil.. No person, firm or corporation Shall strip, excavate
or otherwise remove topsoil for sale or for use other than on the premises
from which the same shall be taken, except in connection with the construction
or alteration of a business or such premises, in which an excavation could
be incidental thereto.
f) Natural Production Uses. They. may-,bb-�permi;.tted��in any zone, except a business
zone, on approval of the Board of Adjustment and as provided in this title,
the excavation and sale of sand and gravel, clay, shale, or other natural
mineral deposits (except topsoil) for the qurrying of any kind of rock
formation subject to the following conditions:
1) In case of an open excavation, there shall be a substantial fence with

the excavation is located and,.such fence shall be located at all points
forty feet or more from the edge of the excavation;

substantial fence with suitable gates and said fence shall be at all
points a distance of forty feet or more from the face of any quarry wall;
3) No rock crusher, cement plant, or other crushing, grinding, polishing or
cutting machinery, or other physical or chemical process for treating
the product of such quarry shall be permitted except by permission of
the Board of Adjustment;
4) Whenever production in any area used as a gravel pit, sand pit, clay pit, or
quarry shall have been completed, then all plants, buildings, structures
and equipment shall be entirely removed from such property and stockpiles
shall be removed or backfilled into the pit within one year after such
completion. When production shall have been completed, then the owner
shall take such measures to rehabilitate the area as deemed reasonable
by the city engineer.
g) Restrictions. The following restrictions must be observed:
1) 'Permanent foundations shall be constructed under a mobile home located
in a•RMH-1 District. Said foundation shall be constructed in accordance
with the Pasco Building Code.
2) Skirting of mobile homes is permissable, but areas enclosed by such
skirting shall be maintained so as not to provide a harborage for
rodents or create a fire hazard.
3) No additions shall be built onto or become.a part of any mobile home
unless it is of the type which is built by the manufacturer of the
mobile home, or if built by the individual, will be compatible to
design of the mobile home.
4) A mobile home must bear a valid, current Washington State Mobile Home
Insignia.
h) In the RMH-2 district all mobile homes must be tied down per factory
specifications.

Section 11. This ordinance shall be in full force and effect immediately upon
it's passage and publication as required by law.
