AN ORDINANCE SETTING FORTH THE PROJECTS TO BE FUNDED FROM FUNDS
RECEIVED UNDER TITLE II OF THE PUBLIC WORKS ACT OF 1976 AND
AMENDING THE 1977 BUDGET TO REFLECT THESE PROJECTS.
WHEREAS, the City of Pasco is entitled to receive appro�,imately
$70,000.00 under Title II, Antirecessionary Fund, of the Public Work Act
of 1976, and
WHEREAS, the Act requires the funds be expended within six months of
the time they are received, and
WHEREAS, these funds can only be used for maintenance of existing
services, and
WHEREAS, these funds were included in the General Fund Budget for
1977, and
WHEREAS, the City Council wishes to allocate a portion of these funds
to the Street and Cemetery Funds, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. The antirecessionary funds received and anticipated to be
received under the Public Works Act of 1976 are to be expended for the following
purposes:
$25,000 1. To pay the increased cost of providing medical, dental
and State Industrial Insurance for the City employees.
$10,000 2. To renevate the old Police Department in City Hall to
provide adequate working space and conditions for the
.Community Development Department.
$20,000 3. To place asphaltic concrete surfaces on the roads leading
to and within the City Cemetery.
15,000 4. To replace worn out traffic controller and replace non -
reflective or deficient traffic signs with reflectorized
signs that conform to the new Federal and State requirements.
$70,000 Total anticipated funds.

Section 4. That additions in appropiations and expenditures
are hereby declared to exist in the above funds for the said uses
and purposes, and the appropriate city officials are hereby
authorized and directed to issue warrants in accordance with the
provisions of the.Pasco Municipal Code and this ordinance.
Section 5. That this ordinance shall be in full force and
effect after its passage and publication as required by law.

SUBJECT: ORDINANCE ALLOCATING ANTI -RECESSIONARY FUND AND
AMENDING THE 1977 BUDGET
The attached Ordinance sets forth the purposes for which the Anti -
Recessionary Funds are to be used, as set forth in your memo of
January 21, 1977. In addition, it makes the necessary budget changes
to allow for the expenditure of these funds for the prescribed pur-
poses.
As this ---is, in fact, a supplemental Budget Ordinance, it cannot be
passed at this meeting. Instead, it must be read into the record and
a public hearing set for the March 1, 1977 meeting.
While we're on the subject of the 1977 Budget, there are a couple of
transfers within the General Fund that were made which changed some of
the departmental totals, as set forth in the Budget Ordinance.
The need for these transfers came to light in preparing the final budget
document for printing.
These transfers are as follows:
1. Increase the Manager's Budget by $2,000.
2. Decrease the Community Development Budget by $900.
3. Decrease the Miscellaneous Non -Departmental Budget by $1,100.
These were the result of errors made in spreading the salary increase to
the various departments while goding from the preliminary budget to a budget
ordinance. Incidentally, the 1977 Budget will be sent to the printer this
coming week.
