HomeMy WebLinkAbout1790 OrdinanceORDINANCE NO. 1790 AN ORDINANCE ADJUSTING SALARIES FOR CERTAIN CITY EMPLOYEES AND ESTABLISHING SALARIES FOR CERTAIN PROPOSED NEW POSITIONS, AND AMENDING ORDINANCE NO. 1760 and 1779. WHEREAS, the City Council has reviewed the salaries of certain City employees and finds it in the best interest of the City to raise said salaries, and WHEREAS, the City Council has reviewed certain City needs and finds it in the best interest of the City to establish certain new positions, WHEREAS, all new posi°tions must ha-ve a salary established by Ordinance prior to fil'-ling said new positions, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section I., The salary schedule. attached to Ordinance Nos..1760 and 1779 are hereby amended as shown on -the salary schedule attached hereto, and made a part thereof. Section -2. Thi's Ordinance shall be in full force and effect after its passage and publication as required by law. Monthly J05 DESCRIPTION TITLE: Inter -City Bridge Administrator DEPARTMENT: ADMINISTRATIVE SERVICES JOB SUMMARY: Under the supervision of the Finance Director. Includes reviewing and verifying all contractor documentation, preparing summary schedules and financial statements, and assisting the Project Coordinator, as needed. WORK PERFORMED: * Reviews all documents submitted to the City for payment by the Consultant and Contractor. * Verify validity and propriety of the pay request. * Prepare schedule of travel and associated costs'. * Maintain a set of manual accounts sufficient to show the project financial position at any given time. * Prepare monthly accumulative schedule comparing contractors and -consultant position in relation to contract. * Attend Bridge Committee meetings and report financial status. * Assist Project Coordinator, as needed. PERFORMANCE ABILITY: * Must have complete knowledge of Accounting Practice and Theory. * Be familiar with the construction billing process and progress payment schedules and requirements. * Ability to prepare and interpret basic financial reports. EDUCATION AND EXPERIENCE: * Bachelor of Arts in Business Administration with emphasis on accounting. Experience in construction accounting may be substituted year for year up to two -years of college work. * One year of experience in construction accounting or related field. JOB DESCRIPTION POSITION TITLE: COMMUNITY DEVELOPMENT COORDINATOR General Purpose: Under'the direction of the Director of the Department of Community Development, coordinate Pasco's Community Development Block Grant Program in a manner to meet- the City's development needs consistent with national objectives; organizing citizen involvement programs and coordinate them with the City's ongoing planning and development activities and act as the City's Equal Employment Officer. Specific Duties: 1. Prepare the annual. Community Development Block Grant Application, including: A) Formulate and update, on an annual basis, a three- year community development plan summary; B) prepare the annual community development program and recommended budget and assure that these are coordinated with other City development project's; C) update the Housing Assistance Plan as required, and D) All other aspects of the annual application for Block Grant funds. 2. Prepare and coordinate to the Documentation Requirements for: A) the annual performance report required in connection with the pro- gram, and B) activities relative to environmental reviews, A-95 Review, and other special provisions of the program. 3. Facilitate communication needed for continuity and success of Pasco's Community Development Program: A) keep the City Manager informed of progress on projects, activities of citizen groups and other aspects of the program; i3) keep informed of Department of Housing and Urban Development (H.U.D,) programs and regulation changes, and keep in reg- ular contact with li.U.D. personnel to assure mutual understanding con- cerning Pasco's program; facilitate appropriate communications between local officials and those of H.U.D. 4. Support citizen involvement in the program, including A) work with neighborhood and other citizen groups, as appropriate, including scheduling meetings, arranging for agendas 'and minutes and similar activities; B) organize, coordinate and assist in the conduct of community -wide citizens surveys and similar community involvement projects and C) serve as information aide for Pasco's community dev- elopment activities through contact with communications media, coor- dinating requests speakers and similar activities. 5. As Equal Employment Officer, the Community Development Coordinator shall: A) develop procedures for implementing the City's Affirmative Action Plan, 13) assist in the establishment of goals and timetable for accomplishing the City's Affirrnati.ve Action Goals and Objectives; C) conduct audits and evaluations to determine the extent to which goals are being achieved. 6. The E.E.O. Olney, Director of Finance SUBJECT: SALARY ADJUSTMENTS & CREATION OF NEW POSITIONS The attached Ordinance creates two new positions, provides for a $30 per month salary increase for the East Pasco Neighborhood Facility Director, and removes the "Center Director" and "Senior Citizen Coordinator" from the management salary schedule and puts them in the regular pay plan. The two new positions are: Community Development Coordinator: 1. This is the position requested to coordinate the Community Development Block Grant Program and act as the City's EEO Officer. 2. Project Administrator This position has been requested by the Bridge Committee to perform progress payment audits and do financial reporting for the project and assist Mr. Bader in his position as project coordinator. The raise for Mr. Redmond was requested by Mr. Erickson, to which he will have to speak. I am proposing to move the two positions to the regular pay plan for con- sistency is how employees are -treated from a pay standpoint. The Sen i or Citizen Coordinator will receive about $2.00 per month increase from this shift.
