AN ORDINANCE OF THE CITY OF PASCO REVISING THE WATER DISTRIBUTION SYSTEM EXTENSION AND CONNECTION RATES AND AMENDING PASCO MUNICIPAL CODE SECTIONS 13.36.010, 13.36.020, 13.36.030, 13.36.0.40, 13.36.050 AND 13.36.060, DELETING SECTION 13.36.031 AND ADDING SECTIONS 13.36.070 AND 13.36.080. THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS: Section 1. Pasco Municipal Code Section 13.36.010 is hereby amended to read as follows: 13.36.010 NEW SERVICE LINES INSIDE CITY. For each water water connection inside dhethe city, there shall be a charge of $90.00 for each three-fourths inch water meter. When it becomes necessary to open a paved street, the actual cost of labor and material will be charged for all size meters in replacing pavement. For meters larger than three-fourths inch the actual cost of labor and material in making such installation shall be charged. Section 2. Pasco Municipal Code Section 13.36.020 is hereby amended to read as follows: 13.36.020 CONNECTION TO EXISTING LINES. When it is desired by a property owner and in any case requisite to having a City water service installed to serve a parcel(s) of land a fee shall be paid to the City Treasurer in the amount as determined as follows: � 6.00 per front footage of the parcel(s) of property served, plus $ 0.02 per fiquare foot of the parcel(s) of property served. The City Engineer shall have on file with the City Clerk diagrams and documents outlining the assignment of square footage and front footage charges. Section 3. Pasco Municipal Code Section 13.36..030 is hereby amended to read as follows: 13.36.030 EXTENSION OF LINES - CITY INSTALLATION. When an extension of the City system is required and such is requested of and agreed to by the City and it is furthur requested and agreed that the City will make the extension in addition to those fees associated with the parcel(s) of property to be served which must be paid in accordance with Section 13.36.020 of the Pasco Municipal Code a fee shall be paid to the City Treasurer in the amount determined asofollows: $ 10.00 per foot of 21me required for the extension less a deduction in the amount of front Footage and square footage charges paid by the parcel(s) of property being served by the extension and assigned (if any) to pay for the line(s) being installed. In those cases where asphalt cutting and patching is required there shall be a charge of $25.00 plus $9.00 per square yard of patch required. The City Engineer shall have on file with the City Clerk diagrams and documents outlining the assignment of square footage and front footage charges. Section 4. Pasco Municipal Code Section 13.36.031 is hereby deleted. Section 6. Pasco Municipal Code Section 13.36.040 is hereby amended to read as follows: 13.36.040 EXTENSION OF LINES - INSTALLATION BY REQUESTING PARTY. when an extension of the City system is required and such is requested of and agreed to by the City and it is further agreed that the requesting party will extend the line(s) in lieu of the $10.00 per foot of line installed, as described in Section 13.36.030 a fee shall be paid to the City Treasurer in the amount determined as follows: $0.02 per square foot of the parcel(s) being•served by the extension less a deduction in the amount of front footage and square footage charges paid for parcel(s) of property being served by the extension (if any) assigned to pay for the line being installed. In some cases the deduction may be sufficient to result in a cash payment from the City to the party makingtthe extension. The City Engineer shall have on file with the City Clerk diagrams and documents outlining the assignment of square footage and front footage charges. Section 6. Pasco Municipal Code Section 13.36.050 is hereby amended to read as follows: 13.36.050 INSTALLATION COSTS - REFUND. if within an eight (8) year period after the completion of a line installed pursuant to Pasco Municipal Code Sections 13.36.030 or 13.36.040 and other parties pay connection fees (front footage and/or square footage) for parcel(s) of land served by said line(s) installed pursuant to Pasco Municipal Code Sections 13.36.030 or 13.36.040, that portion of those fees assigned to pay for said lines shall be refunded to the party who originally paid or installed the line(s). However, in no case shall a party(s) who originally paid or installed lines be eligiable for a fefund on land served by the line if said land was sold subsequent to the installation, nor shall the refund apply in the case of individual or small groups who install substandard line(s) at their own expense. The City Engineer shall have on file with the City Clerk diagrams and documents outlining the assignment of footage and front footage charges. Section 7. Pasco Municipal Code Section 13.36.060 is hereby amended to read as follows: 13.36.060 LOCAL IMPROVEMENT DISTRICT METHOD. In addition to the two methods of extension outlined in Pasco Municipal Code Section 13.36.030 and 13.36.040, water line extensions may be accomplished by Local Improve- ment Districts in which case the cost shall be the same as calculated pursuant to Pasco Municipal Code Section 13.36.030 plus an additional 15%. The City Engineer is hereby empowered to modify such cost if his cost analysis of a particular extension would warrant a change. Section B. Pasco Municipal Code Section 13.36.070 is hereby added as a new section to the Code to read as follows: 13.36.070 OUT OF CITY RATES. Rates for water and sewer service outside the corporate limits of the city will be computed as set forth in Sections 13.20.020 and 13.20.030, with the addition of a sixty percent surcharge on the basic monthly billing. Section 9. Pasco Municipal Code Section 13.36.080 is hereby added as a new section to Code to read as follows: 13.36.080 NEW SERVICE LINES OUTSIDE CITY. Charges for new service lines outside the corporate limits of the City shall be as set forth in Pasco Municipal Code Section 13.36.010 with the addition of a 15% surcharge. Section 10.
