DESIGN CONCEPT
The concept: for a first -stage reservoir of off-street parking includes three surface

The location of: tlies e'pa�rki:ng lots adjacent to, the minipark and pedestr.i°an spaces
suggests that design of all these spaces'should employ similar or complementary,
decorative materials, pavi'nq, landscaping, linhting, signing, etc. In turn,, the

From an o'peratJonal cost s'tandpo'int, several Large aggregations of off-street parking
are: preferable to numberous small ones. From a psyc4ol:ogical stand point, drivers

through many small ones.. This spatial arrangement' also reduces the tendency of
shoppe=rs to, return to and move their cars between retail destinations, especially

The largest of the three parking &real, near the 4th and Col=umbia Street inte=rsection,
may ,serve occasionally as part of an outdoor exhibit area, i:n conjunction with the
proposed park space just north of it..
QUANTI;TY Or PARKIN a
Objective measures of parking need are apnroximat:io.ns at best-. There are many
variaf,les affecting a customer''s Willingness to walk a given distance from his car

One of these inducements is the feeling that a par'kinq area of sufficient size offers

For this reason, the proposed CED parking distribution concept entails the displace-
ment of approximately 81 on -street parallel parki°ng spaces to ,provide space for
special street heaut-ifintTon me'asures. T,4e off-street, parl:'.ng lots provide,, on
the other hand, approximately 114, new public park; bio spaces.. The net increase 'of
116 spaces will meet a major part of foreseeable demand aristna from reoccunancv'
of vacant retail space. When additional business uses are attracted to the CED,
expaosio;n of the initial peripheral parking areas `will be required.
LIGHTING
Lighting f'i,Xtures should complement the overall CRD design theme, particularly tK
adjacent park area. This means they should }gave a Mexican/Southwest duality about
them, while st 11 providing the necessary height and 1i.ght intensity for safe
vehi.cula,r maneuvers i;n the lot after dark:.
Lighting design should be the same in all three parking lots.

Since the. off-'stree't parking concentrations afire; not served directly- by Lewis Street,
di recti.onal signs wi'l l be especial l'y important to new vi si tors . These should 'be
prominent on Lewis Street, with harder signs encoura;gi`ng eastbound moterists to
turn ri',gilt or Teft on .5th Avenue ane westbound moteri,sts to turn on 3rd Avenue to
reach parking areas S mi'tar' signs would be used on 4th Avenue encouraging use of
peripheral lots. Thts is intended to lessen the number of motorists cruising a.l ong
Lewis and fina'lly raking turns through the 4t'h/-Lewis intersection itself.
The train directional signs should :be designed to make their color and configuration
t1er in w,it_h the, "GBD therile, while :s't-ill standing. out from private business s'79ns wi°l1
typically be mounted at a lower level. The adjoining d'4agram su;gdests frames of dark'
wood or iron and a distinctive lettering style to establish some common .design elements.
ACCESS

the alleyway for cfrcul,ati.on within and, froh the 1'.ot. Current traffic: p1,a'ns indicate
that alley traffic will be limited to one-way westward movement. It is recommended'
that traffic be restrained., or at least slowed, eastward across the pedestrian valkcway
slTown in the diagram. Entry to parking lot ,Numher 2 would therefore be from Clark
Street only, w;hit_hi should be sufficient fo'r�,,a lot of t1 is moderate stze..
In parking lot Number 3 Qwest of City 1:111, only minor changes are advisableto make
it more full a part of the off-street business parking system.
SERVICE ENTRANCE
The need. to get vehicles close to, the. back doors of businesses may still be.
accommodatedwith the, p4,ttern indi':cated above, although somewhat compromidse.d.
Scheduling of early iJiorninq derliveries where possible. will reduc`c the number of
conflicts between pedestrians and vehicles. Voluntary efforts to park employees'
ca°rs in CBD fringe areas will facilitate c.i rcul ati on and parking of those vehicles.

It is understood that since meters have ,been :removed from CBD street parking spaces,
