HomeMy WebLinkAbout1647 Ordinance�r1 ORDINANCE NO. 1647 AN ORDINANCE ENACTED PURSUANT TO CHAPTER 82 OF THE 1959 LAWS OF THE STATE OF WASHING- TON RELATING TO DANGEROUS BUILDINGS; DE - FINING TERMS; PROVIDING FOR THE REPAIR, CLOS- ING AND DEMOLITION OF BUILDINGS UNFIT FOR HUMAN HABITATION, AND BUILDINGS AND STRUC- TURES UNFIT FOR USE; PRESCRIBING MINIMUM STANDARDS FOR THE USE AND OCCUPANCY OF DWELLINGS, BUILDINGS AND STRUCTURES WITHIN THE CITY OF PASCO; PROVIDING FOR THE ADMINI- STRATION AND ENFORCEMENT THEREOF; AND RE- PEALING ORDINANCE NO. 1214 AND PASCO MUNICI- PAL CODE 16.20 AS IT NOW EXISTS, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. The Uniform Code for the Abatement of Dangerous Buildings, 1973 Edition, prepared by the International Conference of Building Officials, and as hereafter amended or revised, is hereby adopted by the City of Pasco as its official Dangerous Building Code, except as expressly provided herein. Section 2. Three copies of the Uniform Code for the Abatement of Dangerous Buildings, 1973 Edition, have been filed for use and examination of the public in the office of the City Clerk prior to the adoption of this ordinance. Section 3. Section 205 of the Uniform Code for the Abatement of Dangerous Buildings shall be amended to read as follows: "BOARD OF APPEALS - In order to determine the suitability of alternate materials and methods of construction and to provide for reasonable in- terpretation of the provisions of this code, there shall be and is hereby created a Board of Appeals, consisting of seven (7) members who are qualified by experience and training to pass upon matters pertaining to building construction. The Board of Appeals shall be jointly appointed by the Mayors of Pasco, Kennewick and Richland and the Chairmen of the Boards of County Commissioners of Benton and Franklin Counties, and serve at their pleasure. The Building Officials of each appointing agency shall be ex -officio members of the Board and shall serve as sec- retary of the Board on a rotating basis. The Board shall adopt reasonable rules and regulations for conducting its investigations and shall render all decisions and findings in writing to all the Building Officials with a duplicate copy to the appellant and may recommend to the City Councils and/or Boards of County Commissioners such new legislation as is con- sistent therewith. " L Ordinance No. -2- Date: Section 3. Ordinance No. 1214 and Pasco Municipal Code 16.20 as it now appears are hereby repealed, as well as all ordinances or parts of ordinances in conflict herewith. Section 4. This ordinance shall be in full force and effect after its passage and publi- cation as required by law. PASSED by the City Council and APPROVED by the Mayor this May , 1974.
