AN ORDINANCE PROVIDING MINIMUM REQUIRE-
MENTS FOR THE PROTECTION OF LIFE, LIMB,
HEALTH, PROPERTY, SAFETY AND WELFARE OF THE
GENERAL PUBLIC AND THE OWNERS AND OCCU-
PANTS OF RESIDENTIAL BUILDINGS; PROVIDING
FOR THE ISSUANCE OF PERMITS AND COLLECTION
OF FEES, WHEN APPLICABLE; PROVIDING PENALTIES
FOR THE VIOLATION THEREOF; AND REPEALING
ORDINANCE NO. 1370 AND PASCO MUNICIPAL CODE
16.16 AS IT NOW EXISTS, AND ALL OTHER ORDIN-
ANCES OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. The Uniform Housing Code, 1973 Edition, prepared by the International
Conference of Building Officials, and as hereafter amended or revised, is hereby
adopted by the City of Pasco as its official Housing Code; except as expressly
provided herein.
Section 2. Three copies of the Uniform Housing Code, 1973 Edition, have been filed
for use and examination of the public in 'the office of the City Clerk prior to the adop-
tion of this ordinance.
Section 3. Section 203 of the Uniform Housing Code shall be amended to read as
follows:
"BOARD OF APPEALS - In order to determine the suitability of alter-
nate materials and methods of construction and to provide for reason-
able interpretation of the provisions of this Code, there shall be and
is hereby created a Board of Appeals, consisting of seven (7) members
who are qualified by experience and training to pass upon matters per-
taining 'to building construction. The Board of Appeals shall be jointly
appointed by the Mayors of Pasco, Kennewick and Richland and the Chair-
men of the Boards of County Commissioners of Benton and Franklin
Counties, and serve at their pleasure. The Building Officials of each
appointing agency shall be ex -officio members of the Board and shall
serve as Secretary of the Board on a ro'ta'ting basis. The Board shall
adopt reasonable rules and regulations for conducting its investigations
and shall render all decisions and findings in writing to all the Building
Officials with a duplicate copy to the appellant and may recommend to
the City Councils and/or Boards of County Commissioners such new
legislation as is consistent 'therewith."
Section 4. Ordinance No. 1370 and Pasco Municipal Code 16.16 as it now exists,
and all other ordinances or parts of ordinances in conflict herewith are hereby repealed.

Section 5. This ordinance shall be in full force and effect after its passage and publi-
cation as required by law.
