AN ORDINANCE REGULATING AND CONTROLLING
THE DESIGN, CONSTRUCTION, INSTALLATION,
QUALITY OF MATERIALS, LOCATION, OPERATION,
AND MAINTENANCE OF HEATING, VENTILATING,
COMFORT COOLING, REFRIGERATION SYSTEMS,
INCINERATORS AND OTHER MISCELLANEOUS HEAT
PRODUCING APPLIANCES WITHIN STRUCTURES IN THE
CITY OF PASCO; PROVIDING FOR THE ISSUANCE OF
PERMITS AND COLLECTION OF FEES THEREFOR; AND
PROVIDING PENALTIES FOR THE VIOLATION THEREOF;
AND REPEALING ORDINANCE NO. 1471 AND PASCO
MUNICIPAL CODE 16.32 AS IT NOW EXISTS, AND ALL
OTHER ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. The Uniform Mechanical Code, with Appendix, 1973 Edition, prepared
by the International Association of Plumbing and Mechanical Officials, and as here-
after amended or revised, is adopted by the City of Pasco, and all heating, ventilat-
ing, comfort cooling, refrigeration systems, incinerators and other miscellaneous
heat producing appliances hereafter installed, altered, repaired, relocated, added
to, used or maintained shall be done in conformity with the provisions of said Uni-
form Mechanical Code, except as expressly provided herein.
Section 2. Three (3) copies of the Uniform Mechanical Code, with Appendix, 1973
Edition, have been filed for use and examination of the public in the office of the
City Clerk prior to the adoption of this Ordinance.
Section 3. Section 203 of the Uniform Mechanical Code shall be amended to read
as follows:
"BOARD OF APPEALS - In order to determine the suitability of alter-
nate materials and methods of construction and to provide for reason-
able interpretation of the provisions of this code, there shall be and
is hereby created a Board of Appeals, consisting of seven (7) members
who are qualified by experience and training 'to pass upon matters per-
taining to building construction. The Board of Appeals shall be jointly
appointed by the Mayors of Pasco, Kennewick and Richland and the
Chairmen of the Boards of County Commissioners of Benton and Franklin
Counties, and serve at their pleasure. The Building Officials of each
appointing agency shall be ex -officio members of the Board and shall
serve as Secretary of the Board on a rotating basis. The Board shall
adopt reasonable rules and regulations for conducting its investigations
and shall render all decisions and findings in writing to all the Building

Officials with a duplicate copy to the appellant and may recom-
mend to the City Councils and/or Boards of County Commissioners
such new legislation as is consistent therewith."
Section 4. Section 304 of the Uniform Mechanical Code shall be amended to read
as follows:
"PERMIT FEES - Any person desiring a permit required by this code,
shall, at the time of filing an application therefore, pay a fee as re-
quired in Section 303 (a) of the Uniform Building Code, 1973 Edition."
Section S. Section 2212 of the Uniform Mechanical Code, Appendix B, shall be
amended to read as follows:
"MATERIAL FOR GAS PIPING - All pipe used for the installation, exten-
sion, alteration, or repair of any gas piping shall be standard weight
wrought iron or black steel, yellow brass (containing not more than 75
percent copper), or internally tinned or equivalently treated copper of
iron pipe size.
All such pipe shall be either new, or shall previously have been used
for no other purpose than conveying gas; it shall be in good condition
and free from internal obstructions. Burred ends shall be reamed to
the full bore of the pipe.
All fittings used in connection with the above piping shall be of mal-
leable iron or yellow brass (containing not more than 75 percent copper) .
All valves and appurtenances used in connection with the above piping
shall be of a type designed and approved for use with fuel gas. "
Section 6. Ordinance No. 1471 and Pasco Municipal Code 16.32 as it now appears
are hereby repealed; as well as all other ordinances or parts of ordinances in con-
flict herewith.
Section 7. This Ordinance shall be in full force and effect after its passage and pub-
lication as required by law.
