ORDINANCE NO. 1643
AN ORDINANCE REGULATING THE ERECTION, CON-
STRUCTION, ENLARGEMENT, ALTERATION, REPAIR,
MOVING, REMOVING, CONVERSION, DEMOLITION,
OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA,
AND MAINTENANCE OF BUILDINGS OR STRUCTURES
IN THE CITY OF PASCO; PROVIDING FOR THE ISSU-
ANCE OF PERMITS AND COLLECTION OF FEES THERE-
FORE; PROVIDING PENALTIES FOR THE VIOLATION
THEREOF; AND REPEALING ORDINANCE NO. 1470
AND PASCO MUNICIPAL CODE 16.04 AS IT NOW EXISTS,
AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. The Uniform Building Code, with Appendix, 1973 Edition, prepared by
the International Conference of Building Officials, and as hereafter amended or re-
vised, is adopted by the City of Pasco, and all buildings hereafter erected or con-
structed, enlarged, altered, repaired, removed, demolished or converted shall be
done in conformity with the provisions of said Uniform Building Code, except as ex-
pressly provided herein.
Section 2. Three (3) copies of the Uniform Building Code, with Appendix, 1973 Edi-
tion, have been filed for use and examination of the public in the office of the City
Clerk prior to the adoption of this Ordinance.
Section 3. Section 204 of the Uniform Building Code shall be amended to read as
follows:
"BOARD OF APPEALS - In order to determine the suitability of alternate
materials and methods of construction and to provide for reasonable in-
terpretation of the provisions of this code, there shall be and is hereby
created a Board of Appeals, consisting of seven (7) members who are
qualified by experience and training to pass upon matters pertaining to
building construction. The Board of Appeals shall be jointly appointed
by the Mayors of Pasco, Kennewick and Richland and the Chairmen of
the Boards of County Commissioners of Benton and Franklin Counties,
and serve at their pleasure. The Building Officials of each appointing
agency shall be ex -officio members of the Board and shall serve as Secre-
tary of the Board on a rotating basis. The Board shall adopt reasonable
rules and regulations for conducting its investigations and shall render
all decisions and findings in writing to all the Building Officials with a
duplicate copy to the appellant and may recommend to the City Councils
and/or Boards of County Commissioners such new legislation as is con-
sistent therewith. "

Section 4. Section 301 (c) of the Uniform Building Code shall be amended -to read as
follows:
"PLANS AND SPECIFICATIONS - With each application for a building
permit, and when required by the Building Official for enforcement of
any provisions of this code, two sets of plans and specifications shall
be submitted. The Building Official may require plans and specifications
to be prepared and designed by an engineer or architect licensed by the
state to practice as such.
EXCEPTION: When authorized by the Building Official plans
and specifications need not be submitted for the following:
1) One-story buildings of Type V conventional woodstud
construction with an area not exceeding 600 square feet.
2) Group I and j, Occupancies.
3) Small and unimportant work. "
Section 5. Section 303 (a) and (b) of the Uniform Building Code shall be amended to
read as follows:
"BUILDING PERMIT FEES - A fee for each building permit shall be paid to the
Building Official as set forth in Table No. 3-A.
The determination of value or valuation under any of the provisions of
this code shall be made by the Building Official. The valuation to be
used in computing the permit and plan -check fees shall be the total value
of all construction work for which the permit is issued, as well as all fin-
ish work, painting, roofing, electrical, plumbing, heating, air-conditioning,
elevators, fire -extinguishing systems and any other permanent work or per-
manent equipment.
Where work for v�hich a permit is required by this code is started or proceeded
with prior to obtaining said permit, the fees specified in Table No. 3-A shall be
doubled, but the payment of such double fee shall not relieve any persons from
fully complying with the requirements of this code in the execution of the work
nor from any other penalties prescribed herein.

All fees above enumerated shall be rounded off to nearest dollar.
PLAN -CHECKING FEES - When the valuation of the proposed construction ex-
ceeds $1,000.00 and a plan is required to be submitted by Subsection (c) of
Section 301, a plan -checking fee shall be paid to the Building Official at the time
of submitting plans and specifications for checking.
Plan -checking fees for all buildings, other than Group I and J, Occupancies, shall
be 65% of the building permit fees as set forth in Table No. 3-A.
Where plans are incomplete, or changed so as to require additional plan -check-
ing, an additional plan -check fee shall be charged at a rate established by the
Building Official. "
Section 6. Section 2305 (c) of the Uniform Building Code shall be amended to read as
follows:
"SNOW LOADS - Snow loads full or unbalanced shall be considered in
place of loads set forth in Table No. 23-B, where such loading will re-
sult in larger members or connections.
Potential accumulation of snow at valleys, parapets, roof structures,
and offsets in roofs of uneven configuration shall be considered. Snow
loads shall be 30 pounds per square foot."
Section 7. Section 2308 (a) of the Uniform Building Code shall be amended to read as
follows:
"WIND PRESSURE - GENERAL - Buildings or s'truc'tures shall be designed
to withstand the minimum horizontal and uplift pressures set forth in
Column 25 of Table No. 23-F and this Section allowing for wind from any
direction. The wind pressures set forth in Table No. 23-F are minimum
values and shall be adjusted by the Building Officials for areas subjected
to higher wind pressures. When the form factor, as determined by wind
tunnel tests or other recognized methods, indicates vertical or horizontal
loads of lesser or greater severity than those produced by the loads herein
specified, the structure may be designed accordingly."
Section 8. Section 2907 (a) of the Uniform Building Code shall be amended to read as
follows:
"FOOTINGS - GENERAL - Footings and foundations, unless other-
wise specifically provided, shall be constructed of masonry or
concrete and in all cases extend below the frost line which shall
be determined to be no less than 24 inches. Footings shall be con-
structed of solid masonry or concrete. Foundations supporting wood
shall extend at least 6 inches above adjacent finish grade. Footings
shall have a minimum depth below finish grade as indicated in Table
No. 29-A unless another depth is recommended by a foundation in-
vestigation.

Section 9. Section 4902 of Chapter 49 of the Appendix of the Uniform Building Code
shall be amended to read as follows:
"DESIGN LOADS - Patio covers shall be designed and cons'truc'ted to
sustain, within 'the stress limits of this Code, all dead loads plus a
minimum vertical live load of 20 pounds per square foot. Such covers
shall be designed to resist the minimum horizontal wind loads set forth
in this Code, except that where less than 12 feet high the horizontal
wind load shall be as indicated in Table No. 49-A. In addition, 'they
shall be designed 'to support a minimum wind uplift equal to the hori-
zontal wind load acting vertical upward normal to the roof surface, ex-
cept that for structures not more than 10 feet above grade the uplift may
be three-fourths (3/4) of thelhorizontal wind load. When enclosed with
insect screening or plastic, wind loads shall be applied to the struc-
ture assuming it is fully enclosed."
Section 10. Ordinance No. 1470 and Pasco Municipal Code 16.04 as it now appears
are hereby repealed, as well as all other ordinances or parts of ordinances in con-
flict herewith.
Section 11. This Ordinance shall be in full force and effect after its passage and
publication as required by law.
