HomeMy WebLinkAbout1597 OrdinanceORDINANCE NO. 1597 AN ORDINANCE AMENDING SECTION 21 OF ORDINANCE NO. 13 84 , PASCO MUNICIPAL CODE 5.44.2 10 FARE SCHEDULE; BEING AN ORDINANCE RELATING TO CONVEYING OF PAS- SENGERS AND BAGGAGE FOR HIRE, PROVIDING LICENSES FOR OPERATORS AND DRIVERS, REGU- LATING OWNERSHIP, LIMITING NUMEER OF TAXI- CABS TO PUBLIC CONVENIENCE AND NECESSITY AND REGULATING FARES IN THE CITY OF PASCO, WASHINGTON, AND REPEALING ORDINANCE NOS. 566, 578, 647, 683 and PASCO CITY CODE CHAPTER 3-3. WHEREAS, it has been determined that the cost of providing taxi service has in- creased to the extent that fares should be higher; and WHEREAS, it is not in the public interest for the City to establish a single rate, but should establish a maximum rate; NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. Section 21 of Ordinance 1384 and Pasco Municipal Code 5.44.210 are hereby amended to read: "Section 2 �1 . Fare Schedule: It is unlawful for any operator or driver in charge of any taxi cab to receive any greater fare than is specified in the following schedule: The fares to be charged herein shall be based on time and mileage as follows: (1) For one passenger, for the first 1/5 mile or fraction thereof, eighty-five cents (85�) . (2) For each 1/5 mile or fraction thereof after, ten cents (100. (3) For each additional passenger over one person, twenty- five cents (25�) . (4) Waiting time after the first three (3) minutes, shall be computed and charged at the rate of six dollars ($6.00) per hour. (5) For children under five years of age when accompanied by an adult, no charge. " Section 2. This ordinance shall be in full force and effect after its passage and publication as required by law. For each additional 1/4 mile, or fraction thereof .10 For each additional passenger .10 Waiting time after first three minutes computed at hourly rate 4.00 Children under 5, when accompanied by an adult, no charge Ordinance No. 1384, Passed September 2, 1969 $.50(1/4 mi.) .10 .25 6.00 Presently Proposed Charging Rates $.50' (1/5 mi.) $.85 -(1/5 mi) .10** .10** .25 .25 6.00 6.00 **Presently charging and proposed rates are based on the first 1/5 of a mile or fraction thereof, instead of 1/4 mile as the Ordinance sets forth. **Further, in reviewing the council minutes for the passage of Ordinance No. 1384, there was no mention made of 1/4 mile versus 1/5 mile for a basic charging increment. No operator or driver shall place additional passengers in a taxicab without first securing the consent of the person by whom it was first en- gaged. A charge of $.25 may be made for each additional passenger on each such trip with a same destination. A charge as indicated in the fee schedule in 5.22.200 may be made for passengers with destinations other than that of the person first engaging the taxicab. 5.22.1-00 SchQdule of Fares Disnlaved. There shall be conspicuously displayed in each taxicab, and at such other places as may be required by the City, a schedule of fares to be charged for conveying passengers within the City. 5.22.200 Fares. A licensee shall charge no more than the schedule fare within the City of Richland $.75 for the first half mile or fraction thereof and $.25 for each additional half mile or fraction thereof. The licensee may charge a sum prorated at $8.00 per hour for waiting time in excess of three minutes. No charge shall be made for children under five when accompanied by an adult. Failure to observe the above schedule shall be cause for revocation of license. 5.22.210 Records. Each taxicab shall keep a record of every trip made while carrying passengers for a fare. The trip record shall contain date, time, origin of trip, and destination. These records shall be kept on file for 0 a period of three years and be available to the City at all times 5.22.220 Taximeters. Taxicabs shall be equipped with taximeters and put into service only after being duly .inspected, approved., and sealed'by the City. Operating taxicabs shall have taximeters installed within 90 days after this ordinance takes effect. 5.22.230 Limousine Service Route. Limousine`s operating to o r from area passenger travel terminals shall be deemed scheduled express service and limousines shall not be used in lieu of' taxicabs. 5.2.2,624`0 Limousine Service- Operator's License. Limousine operators shall obtain an operator's license as set "forth in 5.22.050. 5.22.250 Limousine Service -- Use. Motor vehicles usedas limousines shall be.subject to 'the inspection and insurance requirements of 5.22.160 and 5.22.170. -5. 22-260 Limousine .Service -- Rate. A schedule of rates for conveying passengers to and from passenger ter- minals shall be conspicuously displayed for the convenience of passengers. 5.22.270 Revocation. The Di-re.ctor of Finance may revoke any driver's permit if he has reason to believe that the driver (1) has been convicted of an offense of such nature -a§ to 'indicate that he is unqualified or unfit to hold a driver's permit, (2) is guilty of two or more offenses -which mandatory inator . 5 revocation of the driver s license is provided by law, (3) has been convicted of.
