AN ORDINANCE RELATING TO CONSTRUCTION CODES OF THE CITY
OF PASCO; CREATING A CONSTRUCTION CODE REVIEW BOARD;
DESIGNATING THE DUTIES OF THE BOARD, THE CITY MANAGER
AND THE BUILDING INSPECTOR WITH RESPECT TO THE BOARD;
PRESCRIBING REVIEW PROCEDURES FOR PROPOSED CONSTRUCTION
CODES OF THE CITY OF PASCO; AND REPEALING RESOLUTION 633.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. CONSTRUCTION CODE REVIEW BOARD CREATED.
There is hereby created and established a review board, to be known and desig-
nated as the Construction Code Review Board of the City of Pasco, which shall
consist of a minimum of three (3) members to be appointed as needed by the City
Manager. Such members shall be selected from persons qualified by training
and experience to pass upon matters pertaining to construction codes. Members
shall be appointed whenever the need arises to consider changes in any construc-
tion code adopted by the city and shall serve until the proposed code change
has been resolved. The members of said Board shall serve without compensation.
The City of Pasco shall provide such clerical help to the Board as may be
required. The Building Inspector shall be an Ex -Officio member of the Board
and shall serve as Secretary.
Section 2. DUTIES OF THE CONSTRUCTION CODE REVIEW BOARD.
The Construction Code Review Board shall:
1. Upon receipt of a notice of proposed changes to construction code
regulations, conduct a meeting, or series of meetings, to consider the proposed
changes.
2. Resolve all matters submitted within sixty (60) days from the date of
the initial hearing, including the making of findings of fact based upon evidence
presented, and submit a decision and/or recommendation to the City Council for
legal action.
Section 3. DUTIES OF THE SECRETARY.
Upon finding that any Construction Code needs review or upgrading, the Secretary
shall notify the City Manager of such fact, including the proposed changes and a
list of persons qualified to consider said proposed changes, and request that
appointments be made to create a Board for the purpose of evaluating the specific
proposed changes. After the appointments have been made, the Secretary will set
a hearing date and notify all members. The Secretary will keep the minutes and
notify the City Council in writing of the decision and/or recommendation of the
Board.
Section 4. REPEAL OF CONFLICTING REGULATIONS.
Resolution 633 is hereby repealed.
