ORDINANCE NO. /,51'
AN ORDINANCE AMENDING SECTION 6-1 OF ORDI-
NANCE 1203, PASCO MUNICIPAL CODE 22.68.020;
BEING All ORDINANCE ESTABLISHING COMPREHEN-
SIVE ZONING REGULATIONS FOR THE CITY OF PASCO,
AND PROVIDING FOR THE ADMINISTRATION, ENFORCE-
MEiVT, AND AMENDMENT THEREOF IN ACCORDANCE WITH
THE PROVISIONS OF R.C.W. 35.63.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. Section 6-1 of Ordinance 1203, Pasco Municipal Code 22.68.020 are hereby
amending to read as follows:
Section 6-1 USES
(a) Accessory Uses, Garages. In residential districts, the number of motor vehicles
which space may be provided for as accessory to an authorized use shall not exceed the
following:
(1) In an R-1 suburban or R-1 low density residential district, two motor vehicle
spaces and for each five thousand square feet of which the lot area exceeds five thou-
sand square feet, one space for one additional motor vehicle may be provided;
(2) In the R-2 district, two motor vehicle spaces for one family or a two family
dwelling. In the R-3 district, garage space may be provided for one motor vehicle for
each family for which such residence is designed.
(b) Accessory Uses, Motor Vehicle Repair Shops. Motor vehicle repair shops shall not
be permitted as an accessory use in a C-1 retail business zone. In a C-3 general busi-
ness zone, a motor vehicle repair shop shall not be permitted as an accessory use un-
less the plan to such accessory use shall have been submitted to the board of adjust-
ment. In passing upon a request for approval, the board may consider the type of
machinery and equipment to be used and the methods of operation to be employed.
(c) Garages and Service Stations. In a C-1, C-2, C-3, or C.I.D. business zones or
in a I-1 or I-2 industrial zones, plans for the erection or structural alterations of
any public garage or public gasoline filling station shall be approved by the Planning
and Engineering departments. Any ruling by said departments is subject to appeal to
the Planning Commission. The review and approval may require changes relative to yards
location of pumps, buildings and construction of buildings as may be best suited to
insure safety to minimize traffic difficulties and to safeguard adjacent properties.
(d) Signs. Any sign pertaining to the use of business conducted on the lot on which
the sign is to be located shall be permitted providing it complies with the sign code,
Title 17.
(e) Stripping of topsoil. No person, firm, or corporation shall strip, excavate or
otherwise remove topsoil for sale or for use other than on the premises from which the
same shall be taken, except in connection with the construction or alteration of a
building or such premises, in which an excavation could be incidental thereto.
(f) Natural Production Uses. There may be permitted in any zone, except a business
zone, on approval of the board of adjustment and as provided in this title, the excava-
tion and sale of sand and gravel, clay, shale, or other natural mineral deposits
(except topsoil) for the quarrying of any kind of rock formation subject to the fol-
lowing conditions:

(1) In the case of an open excavation, there shall be a substantial fence with
suitable gates completely enclosing the portion of the property in which the excava-
tion is located and such fence shall be located at all points forty feet or more from
the edge of the excavation;
(2) In the case of a quarry or other excavation or rock, there shall be a sub-
stantial fence with suitable gates and said fence shall be at all points a distance of
forty feet or more from the face of any quarry wall;
(3) No rock crusher, cement plant, or other crushing, grinding, polishing or
cutting machinery, or other physical or chemical process for treating the product of
such quarry shall be permitted except by permission of the board of adjustment;
(4) Whenever production in any area used as a gravel pit, sand pit, clay pit, or
quarry shall have been completed, then all plants, buildings, structures and equipment
shall be entirely removed from such!.property and stockpiles shall be removed or back-
filled into the pit within one year after such completion. When production shall have
been completed, then the owner shall take such measures to rehabilitate the area as
deem d reasonable by the city engineer.
Section 2. This Ordinance shall be in full force and effect after its passage and
publication as required by law.
PASSED by the City Council of the City of Pasco, Washington this

Gentlemen:
The Planning Commission, at their regular meeting of January 13, 1972,
passed two motions recommending changes to the zoning ordinance.
The first change would add two definitions to the zoning ordinance. It
would also allow certain types of sign shops within the C-1 zone. The
definitions are as follows:
"Commercial Sign Shop - means any shop producing signs
except electrical signs."
"Electrical Sign Shop - means any shop producing signs
that are illuminated internally."
It was further recommended that the commercial sign shop be a permitted
use in the C-1 zone and the electrical sign shop be a permitted use in
the C-2 zone.
The second change deals with the site review requirements as defined in
Title 22, Chapter 68, Section 020, Subsection 2-c of the zoning ordinance.
The recommended change is as follows:
