I• Y ORDINANCE NO. 1516 AN ORDINANCE AMENDING SECTION 5 OF ORDINANCE NO. 1203, PASCO MUNICIPAL CODE 22.64, BEING AN ORDINANCE ESTABLISHING COMPREHENSIVE ZONING REGULATIONS FOR THE CITY OF PASCO, AND PRO- VIDING FOR THE ADMINISTRATION, ENFORCEMENT, AND AMENDMENT THEREOF IN ACCORDANCE WITH THE PROVISION OF R.C.W. 35.63. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. Section 5 of Ordinance No. 1203, Pasco Municipal Code 22.64 are hereby Amended to read as follows: Section 5-1 AIRPORT DISTRICT There is hereby created an Airport District as shown by the map attached hereto and made a part hereof labelled, Tri -Cities Airport Zoning Map dated November 29, 1971, and all lands lying within the zones therein shown lying within the city limits of the City of Pasco, Washington, and future territorial limits of the City of Pasco, Washington, are hereby subjected to the following building and use restrictions in addition to the other uses allowed under this ordinance: Section 5-2 INSTRUMENT APPROACH ZONE An instrument approach zone is established at each end of the instrument runway for instrument landings and takeoffs. The instrument approach zones shall have a width of 1,000 feet at a distance of 200 feet beyond each end of the runway, widening there- after uniformly to a width of 16,000 feet at a distance of 50,200 feet beyond each end of the runway, its centerline being the continuation of the centerline of the runway. Section 5-3 NONINSTRUMENT APPROACH ZONE A noninstrument approach zone is established at each end of for noninstrument landings and takeoffs. The noninstrument width of 500 feet at a distance of 200 feet beyond each end thereafter uniformly to a width of 3500 feet at a distance end of the runway, its centerline being the continuation of way. Section 5-4 TRANSITION ZONES all noninstrument runways approach zone shall have a of the runway, widening of 10,200 feet beyond each the centerline of the run - Transition zones are hereby established adjacent to each instrument and noninstrument runway and approach zone as indicated on the zoning map. Transition zones symmetri- cally located on either side of runways have variable widths as shown on the zoning map. Transition zones extend outward from a line 250 feet on either side of the cen- terline of the noninstrument runway, for the length of such runway plus 200 feet on each end; and 500 feet on either side of the centerline of the instrument runway, for the length of such runway plus 200 feet on each end, and are parallel and level with such runway centerlines. The transition zones along such runways slope upward and outward one (1) foot vertically for each seven (7) feet horizontally to the point where they intersect the surface of the horizontal zone. Further, transition zones are established adjacent to both instrument and noninstrument approach zones for the entire length of the approach zones. These transition zones have variable widths, as shown on the zoning map. Such transition zones flare symmetrically with either side of the runway approach zones from -the base of such zones and slope upward and outward at the rate of one (1) foot vertically for each seven (7) feet horizontally to the points where they intersect the surfaces of the horizontal and conical zones. Additionally, transition zones are established adjacent to the instrument approach zone where it projects through and beyond the limits of the conical zone, extending a distance of 5,000 feet measured horizontally from the edge of the instrument approach zones at right angles to the continuation of the centerline of the runway. Section 5-5 HORIZONTAL ZONE A horizontal zone is hereby established as the area within a horizontal plane 150 feet above the established airport elevation, the perimeter of which is constructed by swinging arcs of 10,000 feet radii from the center of each end of the primary surface of each runway of the airport and connecting the adjacent arcs by lines tangent to those arcs. The horizontal zone does not include the instrument and noninstrument approach zones and the transition zones. Section 5-6 CONICAL ZONE A conical zone is hereby established horizontal zone and extends outward zone does not include the instrument Section 5-7 HEIGHT LIMITATIONS as the area that commences at the periphery of the therefrom a distance of 4,000 feet. The conical approach zones and transition zones. No building, pipe, chimney, tower, steeple, stand, platform, pole, wire or structure or erection or object of natural growth, or obstruction of any kind or nature whatso- ever, shall be built, placed, hung, or permitted to grow or allowed to be built, placed or hung which shall at any point or part thereof exceed the heights as provided in the zone area so established. The said restrictions shall apply to the area surrounding all runways and approaches situated thereon. Such height limitations are hereby esta- blished for each zone as follows: 1. INSTRUMENT APPROACH ZONE One (1) foot in height for each fifty (50) feet in horizontal distance beginning at a point 200 feet from and at the centerline elevation of the end of the instru- ment runway and extending to a distance of 10,200 feet from the end of the runway; thence one (1) foot in height for each forth (40) feet in horizontal distance to a point 50,200 feet from the end of the runway; 2. NONINSTRUMENT APPROACH ZONES One (1) foot in height for each fifty (50) feet in horizontal distance beginning at a point 200 feet from and at the centerline elevation of the noninstrument runway and extending to a point 10,200 feet from the end of the runway; 3. TRANSITION ZONES One (1) foot in height for each seven (7) feet in horizontal distance beginning at any point 250 feet normal to and at the elevation of the centerline of non - instrument runways, extending 200 feet beyond each end thereof, and 500 feet normal to and at the elevation of the centerline of the instrument runway, ex- tending 200 feet beyond each end thereof, extending to a height of 150 feet above the airport elevation which is 408 feet above mean sea level. In addition to the foregoing, there are established height limits of one (1) foot vertical height for each seven (7) feet horizontal distance measured from the edges of all ap- proach zones for the entire length of the approach zones and extending upward and outward to the points where they intersect the horizontal or conical surfaces. Further, where the instrument approach zone projects through and beyond the coni- cal zone, a height limit of one (1) foot for each seven (7) feet of horizontal distance shall be maintained beginning at the edge of the instrument approach zone and extending a distance of 5,000 feet from the edge of the instrument approach zone measured normal to the centerline of the runway extended; 4. HORIZONTAL ZONE One hundred fifty (150) feet above the airport elevation or a height of 558 feet above mean sea level; 5. CONICAL ZONE One (1) foot in height for each twenty (20) feet of horizontal distance beginning at the periphery of the horizontal zone, extending to a height of 200 feet above the airport elevation; and 6. EXCEPTED HEIGHT LIMITATIONS Nothing in this ordinance shall be construed as prohibiting the growth, construc- tion or maintenance of any tree or structure to a height up to 75 feet above the surface of the land. Where an area is covered by more than one (1) height limitation, the more restrictive limitations shall prevail. Section 5-8 USE RESTRICTIONS Notwithstanding any other provisions of this ordinance, no use may be made of land within any zone established by this ordinance in such a manner as to create electrical interference with radio communication between the airport and aircraft, make it diffi- cult for flyers to distinguish between airport lights and others, result in glare in the eyes of flyers using the airport, impair visibility in the vicinity of the airport or otherwise endanger the landing, taking off, or maneuvering of aircraft. Section 5-9 ADMINISTRATION The provisions of this ordinance shall be administered in the same manner and by the same officials as other provisions of the zoning regulations. Section 2.
