AN ORDINANCE CHANGING THE ZONE CLASSIFICATION
OF CERTAIN REAL PROPERTY WITHIN THE CITY OF
PASCO FROM MEDIUM DENSITY RESIDENTIAL R-2 TO
HIGH DENSITY RESIDENTIAL R-3 AND RETAIL COMMER-
CIAL C-1
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
SECTION 1. The zone classification is hereby changed from
Medium Density Residential R-2 to High Density Residential R-3
and Retail Commercial C-1 for the following described property
situated in Pasco, Franklin County, Washington to -wit:
High Density Residential R-3
West one half of the North one half of the Northeast
quarter of the Southeast quarter of the Northeast
quarter of Section 25, Township 9 North, Range 29
East, Willamette Meridian.
Retail Commercial C-1
East one half of the North one half of the Northeast
quarter of the Southeast quarter of the Northeast
quarter of Section 25, Township 9 North, Range 29
East, Willamette Meridian.
SECTION 2. Any and all zoning maps are hereby amended to
conform to the aforesaid zone change.
SECTION 3. This Ordinance shall be in full force and effect
after its passage and publication as required by law.
PASSED by the City Council and APPROVED as provided by law,

Gentlemen:
Please be advised that at their regular meeting of September 9, 1971,
the Planning Commission took under consideration the Council's concern
for provisions of East-West access South of Henry, between Chase Avenue
and Road 22. The Commission after due consideration passed a motion
recommending that right-of-way access is not needed along the souther-
ly border of the property in question. The Commission in their motion
included provisions for a 20' utility easement along the southerly
border, hopefully 10' from the Mather property and 10' from the prop-
erty to the South.
Enclosed is a staff review from the Planning Department. °

Dear Sir:
In reference to the recent letter from the City Council regarding
East-West access in the area of a recent proposed zone change, I
submit the following information.
1. The area to the South is presently zoned retail Commer-
cial C-1, lessening the Deed for access to individual
Property.
2. The Comprehensive Plan denotes Park Street extending
Westward from Chase Avenue.
3. A 20' easement will be provided on the southerly prop-
erty line of the proposed zone change.
4. The high density residential complex will front on two
streets, Rd. 22 and. Henry Street.
