ORDINANCE NO.
AN ORDINANCE DIVIDING THE CITY OF PASCO
INTO FIVE VOTING DISTRICTS FOR THE ELEC-
TION OF FIVE COUNCILMEN, PROVIDING FOR
TWO AT -LARGE COUNCIL POSITIONS AND PRO-
VIDING FURTHER FOR FUTURE RE -DIVISION,
RE -CALL PETITIONS, APPOINTMENT TO VA -
CANCIES OR UNFILLED COUNCIL POSITIONS," ._r
ANNEXATION, VOTING PRECINCTS, AND THE
FIRST ELECTION.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. The city of Pasco is hereby divided into five voting districts. Each
district shall contain registered voters as nearly as practicable equal in number
to those in every other district. The City's permanent voter registration list
shall be used for calculating the number of voters in making the initial and any
subsequent division of the City into districts.
Section 2. District One is described as follows:
"Beginning at the northeast corner of the city limits of the City of
Pasco which is the northeast corner of the south half of Section 8,
Township 9 North, Range 30 East W. M. ; thence westerly along north
line of the South a of said Section 8 and of Section 7, Township 9
North, Range 30 East W. M. to the centerline of North 4th Avenue;
thence southerly on the centerline of North 4th Avenue to the center-
line of West Bonneville Street; thence westerly on centerline of West
Bonneville Street to centerline of North 7th Avenue; thence southerly
on centerline North 4th Avenue and its extensions to the centerline of
the Incline Track of Burlington -Northern Railroad; thence easterly
along centerline of said Incline Track to the centerline of South 5th
Avenue; thence southerly on the centerline of South 5th Avenue and
its extensions to the Columbia River; thence easterly along the Colum-
bia River to the intersection of the extended west line of 5th�Stre'et of
Gray's East Riverside Addition; thence northerly along the extended
west line of 5th Street to the north -south centerline of Section 32,

southerly along the east line of the Church of God Plat to the south
line of the Church of God Plat; thence westerly along the south line
of the Church of God Plat to the centerline of Road 24; thence southerly
on the centerline of Road 24 to the centerline of Marie Street; thence
westerly on the centerline of Marie Street to the west line of the east
half of the west half of the northeast quarter of the northwest quarter
of the northeast quarter of Section 25 Township 9 North, Range 29
East W. M. ; thence northerly along said west line to the centerline
of Court Street; thence westerly on the centerline of Court Street

thence northeasterly along said highway right-of-way to the centerline
of vacated Ella Street; thence east along the said centerline of vacated
Ella Street to a point which is 966 feet east of the east line of said va-
cated Vancouver Street; thence north at right angles to the centerline
of said vacated Ella Street a distance of 70 feet; thence east at right
angles to the last mentioned course to the centerline of Road 24; thence
northerly along the centerline of Road 24 to the point of intersection with
the south right-of-way line of P.S.H. #3; thence easterly along said
highway right-of-way to the point of intersection with the centerline
of Chase Avenue; thence northerly along the centerline of Chase Avenue

line of Mead Avenue; thence northerly on the centerline of Mead Avenue
to the centerline of Octave Street; thence westerly on the centerline of
Octave Street to the centerline of Illinois Avenue; thence southerly on
the centerline of Illinois Avenue to the centerline of Henry Street; thence
westerly on the centerline of Henry Street to the centerline of Chase
Avenue which is the point of beginning. "
Section 7. There shall hereafter be elected from each district one councilman
who shall be elected by the qualified voters resident in each district. In addi-
tion, two 'councilmen, designated Councilmen -at -Large, shall be elected by
general vote of the whole city.

Section 8. Councilmen elected from districts shall be residents of the district
from which they are elected. Removal of a councilman from the district from
which he was elected shall create a vacancy in that office.
Section 9. The Council shall re-establish district boundaries whenever the
number of registered voters in any district exceeds by twenty-five (25%) per-
cent or more the number of registered voters in any other district, Provided,
that no change in the boundaries of any district shall be made within sixty (60)
days next before the date of a general municipal election, nor within twenty (20)
months after the districts have been established or altered.
Section 10. When additional territory is added to the city, it may, by act of the
City Council, be annexed to contiguous districts or attached to any other district
as the Council may determine without affecting the right to re -district at the ex-
piration of twenty months after the last previous division.
Section 11. Any registered voter shall be eligible to sign a petition for the re-
call of any Councilman.
Section 12. If a vacancy in the Council occurs or if a district office is not filled
by the election process, the remaining members of the City Council shall appoint
a person to fill such office until the next regular general municipal election, at
which time a .person shall be elected to serve for the remainder of the unexpired
term. Persons appointed to fill district offices shall be the residents of that dis-
trict .
Section 13. Voting precincts within the five districts shall be established by the
City Manager or under his direction and shall be submitted to the County Com-
missioners, Franklin County, for approval. No voting precinct shall be located in
more than one district.
Section 14. At the first election the following shall apply:
District One: Office open, four year term.
District Two: Office held by Hilda Campbell for remainder of
her unexpired term. Four year term thereafter.
District Three: Office held by M. R. Denney for remainder of
his unexpired term. Four year term thereafter.
District Four: Office held by Sam Hunt for remainder of his
unexpired term. Four year term thereafter.
District Five: Office open, four year term.
First Councilman -at -Large: Office open, two year term, four
year term thereafter.
Second Councilman -at -Large: Office open, four year term.
Section 15. This ordinance shall be in full force and effect on May 11, 1971.

Bid opening was held at 10:00 A.M. for two Used_roadgraders. One bid from Inland Machinery
was received in the amount of $18,700.50 each and was accepted.
The County Commissioners signed an extending agreement with the Union Pacific railroad to
utilise the existing private grade crossing at railroad Mile Post 38.90 - Connell Branch, in

Dear Mrs. Towne:
Attached hereto, please find a copy of our Ordinance No. 1472 on
redistricting for City Council elections. More specifically, we
request your assistance in making necessary changes in Precincts
3, 4 and 24. The legal description of the changes in these three
districts are as follows:
