AN ORDINANCE RELATING TO AND REGULATING THE. BUSINESS
.OF PLUMBING; PROVIDING REGULATIONS AND STANDARDS FOR
THE INSTALLATION OF PLUMBING IN CONNECTION WITH ANY
BUILDING IN THE CITY OF PASCO;PROVIDING FOR THE
ISSUANCE OF PERMITS FOR WORK TO BE DONE AND THE FEE
TO BE CHARGED THEREFOR; PRESCRIBING PENALTIES FOR THE
VIOLATION THEREOF; AND REPLACING ALL ORDINANCES OR
PARTS OF ORDINANCES IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS. FOLLOWS:
Section 1, Code Adopted: The Uniform Plumbing Code, with appendix,
copyrig t� 9�'i-67, and as it is hereafter amended or revised, prepared by the
International Association of Plumbing and Mechanical Officials, and as
amended by this ordinance, is hereby adopted by the City of Pasco as its
official plumbing code.
Section 2. Copies on File: Three copies of the Uniform Plumbing
Code, with appendix and amendments, copyright 1967, have been filed for use
and examination by the public inthe office of the City Clerk prior to the
adoption of this.ordinance.
• Section 3. Amendments to the Uniform Plumbing Code:
PART ONE
Sec. 1.1 - Administrative Authority and Assistants
Fill in blank space to read "Code Enforcement Official".
Sec. 1.2 - Assistants .
Fill in blank space to read "Building Inspector".
Sec. 1.3 - Department Having Jurisdiction
Fill in blank space to read "Community Development".
Sec: 1.7 - Violations, and Penalties
Fill in blank spaces to read 1300.00 "City" "three (3)
months in jail".
Sec. 1.10 - To Whom Permits May Be Issued
Delete Paragraph (a).
Sec. 1.12 - Cost of Permit
SCHEDULE OF FEES - Refer to Uniform Building Code, Section 303A,
Table No. 3-A.
• PART TWO Qualification of Plumbers
Delete entire chapter.
Chapter 7 - TRAPS AND INTERCEPTORS
Add following section to code:
Sec. 713 - Travel Trailer. Sanitary Dumps
Travel trailer sanitary dumps at service stations or other
convenience facilities shall comply with current State of
Washington Department of Health rules and regulations.

Chapter 11 - BUILDING SEWERS AND PRIVATE SEWAGE DISPOSAL SYSTEMS
Delete Sections 1111, 1112, 1113, 1114, 1115, 1116, 1117, and 1118.
Add following section to code:
Sec. 1120 - Private Sewage Disposal (General)
ALL septic tanks, disposal fields, seepage pits and cesspools
are to be constructed in accordance with current regulations
established by the State of Washington Department of Health.
Drawings.and specifications shall be submitted for approval
before a permit is issued for a private sewage disposal
system.
Chapter 12 - FUEL GAS PIPING
Delete entire chapter.
Chapter 13 - WATER HEATERS AND VENTS
Delete all references to gas fired equipment.
APPENDIX E - TRAILER PARK PLUMBING AND DRAINAGE SYSTEMS.
Delete entire section.
APPENDIX F - MEDIUM PRESSURE GAS PIPING SYSTEMS
Delete entire section.
• APPENDIX G - SWIMMING POOLS.
Delete entire section.

Section IV. Repeal: All ordinances or parts of -ordinances in
conflict herewith be and the same are hereby repealed.
Section V. Effective Date: This ordinance shall take effect
five (5) days from and -after its passage and publication.

CONSTRUCTION CODE REVIEW BOARD
REGULAR MEETING 8:00 p.m. 9-25-68
Members Present: Members Absent:

Also present were James McCurry and Henry Crust, City Building Inspectors.
Meeting called to order by Chairman Elvrum.
Minutes of the Regular Meeting of November 11, 1967 read and approved.
The following items were discussed with the recommendations as indicated.
SWIMMING POOL CODE: After discussion of various items of the proposed ordin-
ance, motion was made by Bob Randolph, seconded by Mark Pence, that this code
be forwarded to the City Council with recommendation for approval. Motion
carried by majority vote.
SIDEWALK ORDINANCE: Following discussion, Section 6 (Fee Schedule) was changed
to adopt the Uniform Building Code fee schedule; Section 11 (number of driveways)
was changed to allow one private driveway for each fifty fbot of the parcel;
Section 8 (Width & Materials) was changed to include an expansion joint each 40
feet rather than each 20 feet; Section 11 was also changed to delete the Board
of Adjustment and place this under the jurisdiction of the Building Appeals
Commission. Motion was made by Mark Pence, seconded by Bob Randolph, that this
code be forwarded to the City Council with recommendation for approval as amended.
Motion carried by majority vote.
AUTOMATIC SPRINKLER SYSTEMS IN BASEMENTS (FIRE ZONE #1): After much discussion, .
pro and con, it was decided to table this proposed ordinance for further study,
and to call a Special Meeting on October 16, 1968, to discuss it. It was felt
that all Board Members should be present at this meeting as this is bound to be
a controversal ordinance.
UNIFORM PLUMBING CODE: Recommendation is that the Uniform Plumbing Code be adopted
in p ce of -Elie National Plumbing Code, with some amendments and deletions. These
amendments were discussed and all approved with the exception of the Fee Schedule,
which Ill felt should be in line with the Uniform Building Code. This change was
Trade and a motion was made by Bob Randolph, seconded by Mark Pence, that this code
be forwarded to the City Council with recommendation for approval. Motion carried
by a majority vote.
There being no further business, the meeting was adjourned at 10:35 P.m.

Re: Uniform Plumbing Code
Dear Mr. Menasco:
The present plumbing code adopted by the City is the National Plumbing
Code, 1955 edition, published by the American Society of Mechanical
Engineers. This code is outmoded as it hasn't been revised in the past
14 years and there is no present thought to revision.
The Uniform Plumbing Code, 1967 edition, published by the International -
Association of Plumbing and Mechanical Officials, is in national use, has
been adopted (formerly the Western Plumbing Code) by several states as a
State Code. It is revised and updated every three -years and is more
easily understood by those using it. This organization also conducts
tests on new materials and their installations and sends notices to sub-
scribers as to their recommended use. This code has been adopted by the
cities of Kennewick and Richland within the past year, and they feel that
it is more beneficial to the code enforcement program than the National
Code.
The fee schedule contained in this edition should be changed to utilize
the cost value type schedule as set forth in the Uniform Building Code:.
This would be in keeping with changes in permit fees for all work regu-
lated by City Code to the use of the U.B.C. fee schedule.
All gas piping would be deleted from this code as it is covered in the gas
code which utilizes standards published by ASA (American Standards Associa-
tion). Swimming pools are.also deleted as they are regulated more thoroughly
under a separate code being proposed to the Council.
