AN ORDINANCE PROVIDING MINIMUM REQUIREMENTS FOR THE PROTECTION OF LIFE, LIMB,
HEALTH, PROPERTY, SAFETY, AND WELFARE OF THE GENERAL PUBLIC AND THE OWNERS AND
OCCUPANTS OF RESIDENTIAL BUILDINGS; PROVIDING FOR THE ISSUANCE OF PERMITS AND
COLLECTION OF FEES, WHEN APPLICABLE; AND PROVIDING PENALTIES FOR THE VIOLATION
THEREOF.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. The Uniform Building Code, Volume III, Housing, with Appendix, 1967
Edition, prepared by the International Conference of Building Officials, and as
hereafter amended or revised, is hereby adopted by the City of Pasco as its off-
icial housing code.
Section 2. Three copies of the Uniform Building Code, Volume III, Housing, with
Appendix, 1967 Edition, have been filed for use and examination of the public in
the office of the City Clerk prior to the adoption of this ordinance.
Section 3. Ordinance No. 1173 and Pasco City Code 5-4 as it now appears are
hereby repealed.
Section 4. This ordinance shall be in full force and effect after its passage
and publication as required by law.
PASSED BY the City Council and APPROVED by the Mayor this 1st day of
July 196.

Meeting called to order at 8:00 P.M. by 0. R. Elvrum.
Members present were: Absent:

James McCurry and Henry Crust, Building Inspectors, were also present.,
Minutes of the meeting of December 12, 1966 read and approved.
Following items were brought up for discussion with the recommendations of the board
as listed:
Item #1 — Uniform Mechanical Code, Volume II of the Uniform Building Code, 1967
Edition, Ordinance #1029.
Motion made by Randolph, seconded by Pence, that the fee schedule, Section
304, be deleted from the Mechanical Code and the fee schedule in the Uni—
form Building Code, Section 303(a), be used in its place when issuing per—
mits. Motion Carried. ,
Item U2 — Pasco Gas Code, Ordinance # 868.
Motion made by Pence, seconded by Randolph, that all references pertaining to
appliances in -Chapter 5-15.196 of the Pasco City Code be deleted and the Stan—
dards for installation of Gas Appliances and Gas Piping; Domestic Gas Con—
version Burners; and Equipment in Excess of 100,000 BTU/hour Input, written
by the Inland Empire Natural Gas Association, dated 1965, be adopted in their
place, and further that the appliance inspection fee in Chapter 5-15.76 of
the Pasco City Code be deleted and referred to the Uniform Building Code fee
schedule. Motion Carried.
Mr. Crust was also instructed to check with the Cascade Natural Gas Company
to determine if and what methods are used by them to check their distribution
lines for leakage prior to use.
Item #3 — House Mover's Fee Schedule.
Motion made by Pence, seconded by Randolph, that a fee schedule of $25.00 per
building be set for moving buildings into or within the City limits (Chapter
8-3.01 of the Pasco City Code Ordinance # 303). Motion Carried.
Item # — Fence:Permit Fees.
After discussion it was decided to leave the fee schedule as is and charge
the minimum building fee schedule per fence.

Item #5 - National Plumbing Code, Ordinance # 1174•
Motion made by Randolph, seconded by Pence, to adopt the Western Plumbing Code
in place of the National Plumbing Code now in effect. Motion Carried.
Item #6 - Sidewalks, Ordinance # 688.
Motion made by Pence, seconded by Randolph, to change the wording in Chapter
9-1.48 of the Pasco City Code, line 7, to read as follows: "and that in
business zones, such sidewalks extend from the PROPERTY line". Motion
Carried.
Item #7 - Swimming Pool Code.
Discussion was made to the fact that the City does not have a code governing
private swimming pools. However, we are working with the Benton -Franklin
Counties Health Department in obtaining various codes to see which one would
most fit our needs. This item was tabled until our next meeting in hopes of
having something more definate to work with.
Item #8 - Regular meeting Schedule - \
It was decided that meetings should be held within at least 60 day periods.
Future meetings set for the second Wednesday of every other month.
There being no further business, the meeting was adjourned at 9:201P.M .

Re: Uniform Building Code, Volume III, Housing
Dear Mr. Menasco:
This is the 1967 edition of the Minimum Housing Code. The only
item changed in this manual concerns ceiling heights in hallways.
This code allows a 7' ceiling height in hallways whereas the 1964
edition called for 7'6" ceiling height.
