HomeMy WebLinkAbout1352 OrdinanceORDINANCE NO._�[ 3 L AN ORDINANCE PROVIDING FOR THE ANNEXATION OF CERTAIN PROPERTY TO THE CITY OF PASCO. WHEREAS, There has been filed with the City Council of the City of Pasco, a petition signed by more than 75% of the owners of the assessed valuation of the property sought to be annexed, and WHEREAS, Notice of the time and place of the annexation hearing has been posted and published as required by law, and WHEREAS, A public hearing has been held and the annexation is deemed to be for the best interests of the City of Pasco, NOW, THERFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. The following described real property, situated in Franklin County, Washington be and it is hereby annexed to the City of Pasco: That portion of southeast quarter of Section 24, Township 9 North, Range 29 East, W.M., described as follows: Beginning at a point in the center line.of Ella Street in Headlight Addition to the City of Pasco, according to plat thereof recorded in the Office of the Auditor of said county; which point is 525 feet east of the east line of Vancouver Street in said addition; thence east along center line of said Ella Street, a distance of 441 feet; thence north at right angles to center line of Ella Street, a distance of 70 feet; thence easterly at right angles to last mentioned course to center line of Sylvan Street in said addition; thence south along center line of said Sylvan Street to south line of said addition; thence westerly along said southerly line of said addition to a point which is 525 feet easterly from east line of said Vancouver Street in said Headlight Addition; thence north in a straight line to the point of beginning; EXCEPT portion thereof conveyed to State of Washington for highway purposes by instrument recorded under Auditor's File No. 153332 and EXCEPT county roads. Section 2. The Comprehensive Plan for the area herein annexed is hereby adopted. Section.3. The existing debt of the City of Pasco shall not be assumed by the property annexed herein. Section 4. The zoning classification shall be Residential R-1. Any and all zoning maps are hereby ammended to conform to this zone classification. Section 5. A certified:copy.of;this Ordinance shall be filed with the Board of County Commissioners, Franklin County, Washington, upon passage of this Ordinance. � r a • L Y � ' Section 6. The annexation of -the aforesaid property shall be effective on and after the effective date of this Ordinance. Section 7. The Engineer advised he had a request to close Schuman Lane at Chiawana Park temporarily.because of problems caused by it being used as a drag strip. He was advised to notify the Sheriff to take care of the problem rather than close the road. The prospectus on Court Street was signed by the Chairman of the Board and submitted to the State. Mr. and Mrs. Max Merrill and Fred Holmes were in to discuss the naming of the corner at Glade North and Eltopia.West and the possibility of running another election on choosing the name. They were advised that the Commissioners had no authority to do anything about it and they would have to work it out among themselves. Carroll Northrup was in on behalf of House Bill 108, utilities tax bill. Hearing on proposed Fire Protection District No. 6 was held at 2:00 P.M. Approximately, 20 people were present at the hearing. Mr. McKee explained the values of having a fire district in the area and Mrs. Bass presented a list of names of people who want their land left out of the proposed district. The Commissioners continued the hearing until next Monday, April 28th,at the same time. \ The following claims and payrolls were submitted and warrants ordered drawn for the same. Present were Jack Williams, Chairman; flax W. Brown and James Rogers, Members, and Ladine J. Davidson, Clerk of the Board. The minutes of the meeting of April 14, 1969 were read and approved. Copy of the minutes of the Mid -Columbia Regional Library Board meeting of April 14, 1969 were received and filed. Copy of liquor license for Laura Monk, monks Lumber and Supply, Eltopia was received and filed. Copy of Ordinance No. 1352 passed April 15, 1969 Was received from the City of Pasco providing for the annexation of the following properto to the City. Letter Was received from Dr. Robert J. Shearer of the State Department of institutions advising that federal funds in the amount of $440,711 for the State of Washington, are now being made available for the construction of comprehensive community mental health centers and applications must be made before June 302 1970. Letter was received from Dr. William it. Conte, Director of the State Department of Institutions advising the Commissioners of a supplemental grant in the amount of $20400 to be used as proposed in the Benton -Franklin Community Mental Health ?rogram, Which must be spent by June 30, 1969 or revert to the State General Fund. Statewide Report of District and Justice Courts for 1968 Was received from the State. Letter was received from the Pasco Chamber of Commerce commending the Commissioners and the Highway Department for the way the snow removal was taken care of this winger. Letters were received from Architects Culler -Gale -Martell -Erickson, McCue and Associates, and Pence and Stanley regarding plans for the new jail. Letter was written to the Deputy Prosecuting Attorney requesting an opinion regarding calling for bids on the purchae of equipment by various departments of the County. S.C.S. request for gravel for Farm Unit 1W, Block 20 to be furnished -by the Road Department was received from Reed Ricks, Star Route, Lou and approved by the Commissioners.
