AN ORDINANCE DECLARING All EMERGENCY IN THE WATER AND SEWER
FUND, AND APPROPRIATING $50,000 TO PARTIALLY MEET THE
REQUIREMENTS OF EMERGENCY BUDGET ORDINANCE NO. 13169 AND
MAKING CERTAIN ADJUSTMENTS AND ADDITIONS IN CERTAIN BUDGET
ITEMS TO ACCOMPLISH THE USES AND PURPOSES HEREAFTER SET
FORTH.
WHEREAS, The City of Pasco, in order to be consistent with the emphasis
placed on "Crime on the Street" by the Federal Government, and
WHEREAS, The City of Pasco has undertaken to conduct a Study to
evaluate the efficiency of the'Pasco Police Department, and
WHEREAS, The City of Pasco considers it vital to the best interests
of the citizens of this City to implement programs consistent with the views
expressed in the Police Study, and
WHEREAS, The City Council declares that an emergency exists in the
Water and Sewer Fund, and
WHEREAS, A Public Hearing was held on november 19, 1968, to consider
whether or not an emergency exists pursuant to law, and
WHEREAS, Pursuant to R.C.W. 35.33.090, an emergency is deemed to
exist, requiring changes and adjustments of certain items in certain funds as
set forth herein, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section.l. That in order to provide sufficient funds in the Current Expense
Fund to meet the requirements of the emergency declared to exist, the following
changes in line items of the !later and Sewer Fund, of the 1968 Budget, of the
City of Pasco, are hereby ordered:

Mater & Sewer Fund
Unappropriated Surplus $50,000
Transferred To:
Mater & Sewer Fund
Taxes, Other
$50,000
Section 2. This Ordinance shall be in full force and effect after passage and
publica on in the official newspaper of the City of Pasco as required by law.

NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that a Public Hearing will be held by the
City Council of the City of Pasco, Washington, on Tuesday,
November 19, 1968, at the hour of 8:00 P.M., in the Council
Chambers of the City Hall, declaring an emergency in the
Water and Sewer Fund, and appropriating $50,000.00 to
partially meet the requirements of Emergency Budget
Ordinance No. 1316.
THEREFORE, LET ALL CONCERNED take notice of the time, place,
and purpose of such Public Hearing so that they may appear
to present their objections or support for the proposed
emergency.
