AN ORDI14ANCE DECREASING THE SPEED LIMIT 024 U.S. HIGHWAY 395
FROM BY-PASS HIGHWAY (U.S. 410) TO NORTH CITY LIMITS, A
STATE HIGHWAY LOCATED WITHIN THE CITY LIMITS OF THE CITY OF
PASCO.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. It is hereby determined on the basis of an engineering
and tra f cinvestigation that the maximum speed permitted under the laws of
the State of Washington is greater than is reasonable and safe unc_ the
conditions found to exist upon the following described highways or pars of
highways and it is hereby declared that the speed limit shall be 45 r,;p:. on

45 MPH At all times
U.S. 395 from By -Pass
Highway (U.S. 410) to

Section 2. This Ordinance shall be in full force and effect upon

Dear Sir:
We wish to acknowledge your letter of July 24 relative to the existing
speed limit on the above referenced section of highway and the city's con-
sideration of a formal proposal to lower the speed limit to 45 miles per
hour.
The average motorist tends to travel at a speed which he feels reasonable
and prudent under the existing conditions regardless of posted speed limits.
This section of limited access highway has excellent alignment and grade,
is wide, provides virtually unlimited sight distance and traverses com-
pletely undeveloped land. We do not feel that lowering this speed limit
would be effective and in fact would tend to breed non-compliance and dis-
respect for speed restrictions in general.
The accident frequency at the intersection of SR 395 and SR 410, Empire Way
and Oregon Street, has been reduced greatly by the measures we have taken
to alert the approaching drivers to the stop. We doubt that the driver who
is not aroused by the array of buttons, pavement lettering, flashing lights,
and signs now existing at the intersection would be effected by speed limit
signs. The access road to the railroad yard is well marked and visibility
is virtually unlimited. Accidents here are apparently the result of the
failure to realize that there is an intersection involving turning movements
ahead and are caused by northbound vehicles passing cars turning left. We

again feel that the driver who ignores the "Caution - Left Turns Ahead"
sign, the standard intersection symbol sign, and the "no -passing stripe"
will not be apt to respond to speed limit signs.
We cannot recommend to the Highway Commission that a speed reduction be
approved. We will submit a City Ordinance requesting a speed reduction if
it is tendered by the City Council after we have made speed studies and
observations on the section but would recommend against its adoption.

Dear Mr. Shahan:
In the continuing discussion about the Hump Yard Access'Road on 395,
I would like to call your attention to my letter of. October 31st, 1967 --
in it I said that the City will "go along* with" the 70 -mile an hour. pro-
posal suggested by the information you left at my office.
Because I thought the ,action was up to the S6dto at this point, no further
action has been taken on this by the City but we do plan to reactivate dis-- •
cussion on this proposal.
The Council will review the information left by you and probably will make
a counter -proposal with respect to the speed limit on 395; however, be-
cause the Council has already passed one ordinance, would it be possible
to get from you a letter explaining the position of the State, so that we
may keep our file in order.

Dear Mr. Mattoon:
July 24, 1967
The City Council at its regular meeting of July 18th indicated it wishes to initiate
a formal request of the HighwVy Commission to reduce the speed limit on High-
way 395 North of the Empire Way intersection to the North city limits. A recom-
mended speed of 45 M.P.H. is suggested for your formal consideration.
This reduction in speed limit is requested for the following two reasons:
First: With the temporary stop intereection at the Empire Way intersection, it is
believed to be necessary in the interest of safety to introduce a reduced speed
zone prior to confrontation of the stop intersection. While the Highway Commis-
sion has added many attention -attracting features on the highway prior to the
stop signs, it is felt that the reduction in speed limit would further contribute to
improving the safety conditions at this intersection.
Second: The access road to the railroad classification yards generates consider-
able turning and holding movements and the reduced speed is felt to be necessary
to provide an additional measure of shfety for both the highway traveller and local
residents. A left -turn stacking lane and a right -turn acceleration lane would also
greatly improve the safety characteristics of this access road.

With the above reasons in mind, the City Council at their regular Council meeting
of August Ist will consider an Ordinance reducing this speed limit within the City
limits to 45 M.P.H. The Council feels the concurrence of the Highway Commis-
sion in this speed redaction to be essential to the safety of the motoring public.
If you would advise us by letter before the August first meeting of your reaction
and/or scheduling for consideration by the Highway Commission, it would be ap_
preciated .
