HomeMy WebLinkAbout1268 Ordinancet ORDINANCE NO. 1268 AN ORDINANCE ADDING A NEW SECTION TO ORDIN- ANCE No. 1024, PASCO CITY CODE CHAPTER 8-6, TO BE SECTION 118 RELATIVE TO SPEED LIMITS ON STATE HIGHWAYS WITHIN THE CITY OF PASCO AND BEING AN ORDINANCE RELATING TO AND RE- GULATING MOTOR VEHICLES, TRAFFIC, TRAVEL, AND TRANSPORTATION AND THEIR INCIDENTS UPON THE PUBLIC STREETS, BICYCLE PATHS, AND OTHER WAYS OPEN TO THE PUBLIC; PRESCRIBING THE POWERS AND DUTIES OF OFFICERS AND OTHERS IN RELATION THERETO; DEFINING OFFENSES AND PRO- VIDING PENALTIES. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. Pursuant to the provisions of R. C. W. 46. 61. 400, 46. 61. 415, and 46. 61. 420, a new Section to be Section 118 is hereby added to Ordinance No. 1024, Pasco City Code Chapter 8-6, which shall read as follows: "Section 118 Speed limits on State Highways within the City of Pasco. It is hereby determined upon the basis of an engineering and traffic investigation that thespeed limits are designated by the Washington State Highway Commission on the following described parts of highways are less than is reasonable and safe speed under the conditions found to exist on such parts of highways, and that the speed limits established thereon by the Washington State Highway Com- mission should be adopted by the City of Pasco as the reason- able and safe maximum limit thereon: a. Empire way from center of Columbia River to center- line of Henry Street - 50 mph. b. Centerline of Chase Avenue to East City Limits - 50 mph. Section 2. This ordinance shall be in full force and effect after its passage and publication is required by law. L State Highway Commission Yakima,, Washington Attn: "Buzz" Mattoon Dear Mr. Mattoon: CITY MANAGER FEBRUARY 9, 1967 Enclosed are three (3) copies of an Ordinance adopted Tuesday evening by the Pasco City Council concerning speed limits on the State Highway inside the City limits. We would like for you to review this Ordinance with the State Highway Commission and approve these limits if you agree with our Ordinance. The purpose of the Ordinance was to establish the present State speed limits in the City to allow violators arrested within the City limits to be cited into Police Court. Further, in discussion on the Ordinance, the City Council would like for you to advise the City what procedure is. necessary for a study by the Highway Commission to reduce the speed limit on U.S. 395 from the Empire Way By-Pass'to the North City Limits from 70 miles per hour to some limit enforceable under City Ordinance. We would recommend south- bound traffic inside City Limits be reduced from 70 miles per hour to 45 miles per hour, then, down to 30 miles per hour as traffic approaches the stop sign at U.S. 395-410 inter- section. North -bound traffic from the 410 intersection could be posted at 60 miles per hour inside the City limits, and, therefore, the enforcing by City Police Officers in Pasco Police Court.
