AN ORDINANCE relating to a pension, relief, disability, and Retirement System; making an
election to join the Statewide City Employees Retirement System pursuant to
Chapter 41.44 RCW; electing a choice of 'Prior Service Credit', Social Security
Coordination or Supplementation , and providing !for'proper notification of the
Board of Trustees of the Statewide System of such election.
BE IT ORDAINED BY THE City OF Pasco, Washington
Section 1. That the City • of Pasco has elected and
does hereby elect to participate as a member of Statewide City Employees Retirement System for
pension, relief, disability, and retirement for the employees of the City as provided by
Chapter 41.44 RCW: that all employees and officials of said City shall be included in
said System wvq*mmn;bz=MbWZM
provided that no elective official shall be included unless said official so elects and files a
written notice of such election with the Board of Trustees of said Pension System and with
the City Clerk.
Section 2. That the number of employees and officials, other than elective of-
ficials who shall be included as members of said Pension System is approximately go
Section 3. That a certified copy of this ordinance shall be transmitted to the
Board of Trustees of said Statewide: System as evidence of an election of the C I ty to
join such Pension System.
Section 4. That the basis for prior service credit shall be 1.33 per cent
of final compensation known as ' Full Prior Service Credit'.
Section S. That the basis for Social Security coverage will be coord i nat ion.

Section 6. That the basis for contribution shall be full compensation.
Section 7. This ordinance shall take effect upon its passage and publication in
the manner provided by law.

COORDINATION AGREEMENT
THIS AGREEMENT, made and entered into this day of 19
by and between the City of Pasco, Washington , a municipal corporation
created and existing under the laws of the State of Washington, hereinafter called the "City"
and Statewide City Employees Retirement System, a system authorized, created and existing
under Chapter 41.44 Revised Code of Washington, hereinafter called the " System".
WITNESSETH:
WHEREAS, the City is becoming a member city of the System and certain employees of the City
are members of the System, (and entitled to the benefits thereof under said Chapter 41.44), and
the City has heretofore made available to its employees and their survivors benefits under the
Old Age and Survivors Insurance System embodied in the Social Security Act, and it is the desire
of said City, and of its employees who are to become members of the System and who are eligible
to the benefits of the, Federal Social Security Law, to take advantage of said benefits in the
manner hereinafter provided; and
WHEREAS, Section 41.44.270 RCW, specifically provides that any member city of the System
desiring to take advantage of benefits available to its employees under the old age and survivors
insurance system embodied in the Social Security Act, and the Board of Trustees of the Statewide
System shall have the power to enter into an agreement adjusting the contributions to be made by
such city and by its employees and the benefits to be paid by the System to its employees in a
manner to permit the participation of such city as a member, with reduced benefits to its employ-
ees and reduced contributions by said city and its employees, and
WHEREAS, the federal social security law of 1954 as amended, provides specifically for the
extension of the benefits of that act to municipal employees who are members of a retirement
system in the respects and in the manner specifically set forth, and
WHEREAS, the City of Pasco has fully complied with all the pro-
visions of said federal act and with all the provisions of the laws of the State of Washington
necessary to enable it to secure the benefits of the federal act other than the execution of an
agreement with the System provided for in said Section 41.44.270 RCW.
NOW, THEREFORE, in order to carry into effect the desire of said City, its members and the
System, it is hereby understood and agreed as follows:
It is understood by each of the parties hereto that the City has entered into a valid agreement as
provided by law for the coverage of its employees by the Old Age and Survivors Insurance System
of the Federal Social Security Act, and that it is therefore necessary for the parties hereto to
enter into an agreement adjusting and reducing the contributions to be made by the City and its
employees as members of the System to the System, and adjusting and reducing the benefits to be
paid by the System to such employees as members thereof.
The City shall be responsible for making all payments due to the State under said agreement
between the City and the Employment Security Department of the State of Washington, and for
making of all necessary reports to the State required by said agreement.
The City shall furnish to the System copies of the agreement entered into between it and the
and the State, together with all amendments thereto and copies of all social security reports
made to the State.

The City shall further furnish upon its payroll required to be furnished to the System, such in-
formation as the Board may deem necessary for the proper recording and accounting essential to
carry out the terms of this agreement. Nothing herein contained shall be construed as creating
any liability on the part of the System, either for the payment of any moneys due to the State or
for making of any reports required by the State in connection with the contract between the City
and the State, excepting as to any payments which may be due from the System on account of the
receipt of the same prior to the coverage date adopted by the City.
In consideration of the mutual benefits to be obtained by the City, its eligible employees and the
System, the contributions to be made by the City and by the individual members of the Statewide
System to said System, shall be each reduced in such a manner that the City and the individual
members shall pay as contributions to the System a sum equal to those provided for in Chapter
41.44 RCW, less an amount equal to 2% of the monthly salary in each individual case upon
which the individual salary is computed, in place and in stead of the contributions required in
said Chapter. The Board of Trustees of the System may permit level monthly payroll deductions
in order to avoid fluctuations in the employees' total contributions, except in those cases where
the employee's social security deductions exceed his normal contributions to the System. The
reduction in contributions hereinabove provided for shall constitute the only reduction in contri-
butions herein or hereafter to be granted and the City and the employees shall be responsible for
the payment of any additional cost to them by reason of having taken advantage of the benefits of
the federal social security act, and having subsequently elected to become members of the
System.
In the event the City has adopted or does adopt the commonly called discount matching plan for
matching employees' contributions, authorized in Section 41.44.090 RCW, such plan shall apply
only to those contributions actually paid to and retained by the System.
In the event that the City has adopted or does adopt any plan for level payment amortization of
minimum pension and prior service liability, there shall be no reduction in such level payments
until the next actuarial survey by the System, when a new scale of level payments will be deter-
mined.
Interest shall be credited to employees and the City's accounts only on moneys received and
retained by the System.
That in order to equalize the benefits to be received by the parties hereto and by the employees
of the City on account of the City's prior participation in the social security system, and to
compensate the City and the System for the loss of contributions hereinabove agreed to, the
benefits to be paid by the System shall be and hereby reduced as hereinafter set forth.
All benefits which are due because of accumulated contributions of a member shall be computed
only on the actual accumulated funds received and retained by the System, which are standing to
the credit of the member at the time of his retirement, notwithstanding any other provision of the
Statewide City Employees Retirement System law as amended, or any other provision of this
agreement.
The minimum pensions for any employees of the City provided for in Chapter 41.44 RCW shall
not be applicable except as hereinafter specifically set forth.
Prior service credits shall be computed at 100 per cent of the full prior service provided for in
said Chapter 41.44 RCW, except as hereinafter provided.

Regardless of the provisions hereinabove contained, any member of the System who is fully
insured and entitled to the benefits under the social security act as amended, in the event that
the benefits received by him from social security, including any benefits received by his or her
spouse as such, but not including any .benefits received by said spouse in his or her own right,
are less than the benefits to which the member would have been entitled under the provisions of
the Statewide City Employees Retirement System law, immediately prior to the effective date
of this agreement, shall be entitled to and shall receive the retirement allowance herein provided
for, increased by the contributions of the City to the retirement system in an amount which when
added to the social security benefits will equal the retirement allowance which he or she would
have received if the same were calculated under the provisions of the law immediately prior to
the effective date of this agreement.
This agreement shall not be construed in 'any manner to increase or decrease the pension to
which any member now retired or hereafter retiring for disability is entitled.

Regardless of the provisions hereinabove contained, any member of the System who is fully
insured and entitled to the benefits under the social security act as amended, in the event that
the benefits received by him from social security, including any benefits received by his or her
spouse as such, but not including any .benefits received by said spouse in his or her own right,
are less than the benefits to which the member would have been entitled under the provisions of
the Statewide City Employees Retirement System law, immediately prior to the effective date
of this agreement, shall be entitled to and shall receive the retirement allowance herein provided
for, increased by the contributions of the City to the retirement system in an amount which when
added to the social security benefits will equal the retirement allowance which he or she would
have received if the same were calculated under the provisions of the law immediately prior to
the effective date of this agreement.
This agreement shall not be construed in 'any manner to increase or decrease the pension to
which any member now retired or hereafter retiring for disability is entitled.
