ORDINANCE NO. 1209 {
AN ORDINANCE DECLARING AN EMERGENCY TO EXIST
REGARDING CHAPTER 1749 LAWS OF 19659 EXTRA-
ORDINARY SESSION, AND DIRECTING THAT THE CITY
MANAGER SUBMIT THE QUESTION OF CONTINUING THE
REGULAR PROPERTY TAX LEVY TO THE VOTERS OF THE
CITY OF PASCO AT AN ELECTION TO BE HELD ON
NOVEMBER 2, 1965.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. The City Council of the City of Pasco hereby declares an
emergency to exist regarding the regular property tax levy as limited
by Chapter 174, Laws of 19659 Extraordinary Session; and as said limita-
tion may affect future budgets of the City of Pasco, without prior
voter approval.
Section 2. The City Council hereby directs the City Manager to sub-
mit the question of continuing the regular property tax levy permis-
sible by law notwithstanding the limitation contained in Chapter 174,
Laws of 19659 Extraordinary Session, to the voters at an election to
be held on November 2, 1965.
Section 3. The ballot proposition shall be entitled as follows:
"FIXING CEILING ON TAX REVENUE
Shall the regular tax levy of not to exceed 16
mills on property within the city of Pasco con-
tinue to be made by, and for, said city notwith-
standing the limitations of Ch. 174, Laws of 1965
Ex. Sess. and subject to the 40 mill limitation of
the constitution of the State of Washington.; Provided,
That no levy for city purposes shall be made upon
real property based on an assessed valuation deter-
mined by the county assessor that exceeds 25 per cent
of true and fair value.
(This shall not be construed to be an excess levy.)"

Section 4. This ordinance shall be in full force and effect after its
passage and publication as required by law.
PASSED by the City Council and APPROVED by the Mayor this
day of October, 1965.
