HomeMy WebLinkAbout1154 Ordinance. —i;J - n ORDINANCE NO.5�� AN ORDINANCE DEFINING THE DUTIES AND RESPONSIBILITIES OF THE CITY MANAGER: OF THE CITY OF PASCOAND PROVIDING A SALARY THEREFOR: THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. The City Manager 'shall be the chief administrative officer of the general City government and shall supervise and be responsible for the effective management of the administrative affairs of the City and shall supervise all City departments and offices except as otherwise provided by the general laws or ordinances of the City of Pasco. He shall be responsible for the proper execution of the policies set by the City Council and the enforcement of all laws and ordinances. He shall be responsible to the City Council for the efficient and economical conduct and operation of all City departments and offices under his jurisdiction. Section 2. Powers and duties of the City Manager shall be: 1. to have general supervision over the administrative affairs of the City of Pasco. 2. to appoint and remove at any time all department heads, officers and employees of the City of Pasco except members of the City Council and subject to the provisions of any applicable law, rule or regulation relating to Civil Service provided that the Council may provide for the appointment by the Mayor subject to the confirmation of the Council' of the City Planning Commission and other advisory citizens' committee's, commissions and boards advisory to the City Council, and provided furtshler that the City Manager shall appoint the Police Judge subject to confirmation by the Council. The Council may cause an audit to be made of any department or office of the City Government and may select the persons to make it without the advice or consent of the City Manager. 3. to attend all meetings of the Council at which his attendance may be required by that body. 4. to see that all laws and ordinances are faithfully executed subject to the authority which the Council may grant. the Mayor to maintain law and order in times of emergency. 5. to recommend for adoption by the Council such measures as he may deem necessary and expedient. 6. to prepare and submit to the Council such reports as may --be required by that body or as he may deem it advisable to submit. 7. to keep the Council fully advised on the financial condition of the City and its future needs. 8. to prepare and submit to the Council a tentative budget for the fiscal year. 9. to perform such other duties as the Council may determine by ordinance or resolution. Section 3. The City Manager shall receive an annual salary to be fixed by the City Council from time to time, and he shall file a bond acceptable to the City Council conditioned upon the full and faithful performance of his in duties andkhe penal sum of $10, 000.00. Section 4. This Ordinance shall be in full force and effect after its passage and publication as required by law. PASSED by the City Council and APPROVED by the Mayor this day of August, 1964.
