ORDINANCE NO. 1123 AN ORDINANCE ESTABLISHING TEMPORARY REGISTRATION FACILITIES, PROVIDING FOR THE APPOINTMENT OF DEPUTY REGISTRARS AND IN- STRUCTION IN REGISTRATION PROCEDURE AND PROVIDING PENALTIES FOR FRAUDULENTLY REGISTERING UNQUALIFIED PERSONS, AND REPEATING ORDINANCE NO. 1003 BEING AN ORDINANCE PROVIDING FOR ADDITIONAL TEMPORARY REGISTRATION FACILITIES IN ACCORDANCE WITH THE PROVISIONS OF R. C. W. 29. 07.105. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: )14' ` Section 1. There is hereby established temporary registration facilities at the Franklin County Courthouse and the Masonic Temple, 1718 West Sylvester, Pasco, Franklin County, Washington, during the fifteen - day period, excepting Sundays, prior to the last day to register in order to be eligible to vote at a State Primary Election, or., municipal primary election, . and during the fifteen -day period, excepting Sundays, prior to the last day to register in order to be eligible to vote at a State general election or municipal general election. The City Clerk may also establish additional temporary registration facilities other than those named above if such are necessary., and shall submit the number of such additional facilities and their location to the City Council for approval at a regularly scheduled Council meeting prior to the date such additional facilities are to be operated. Each additional temporary registration facility shall be open from 9:00 a. m. to 5:00 p.m. and shall be manned by no less than two deputy registrars to be selected by the City Clerk from the registered voters of the City of Pasco. Deputy registrars shall hold office at the pleasure of the City Clerk. Section 2. In addition to the temporary registration facilities provided for in Section 1, the City Clerk shall appoint deputy registrars to conduct door to_.door registration in the City of Pasco during the time period prior to both State and municipal primary elections and State and municipal general elections as set forth in Section 1. These registrars shall be selected from a list of persons qualified to act as registrars and certified to -and submitted by the chairman of the County Central Committee of each a- major political party. All such registrars must be registered voters of the City of Pasco and shall hold office at the pleasure of the City Clerk. Each ---- -- - - major political parity shall be equally represented and no more than six persons shall be selected from any one major political party.' In the event a major political party fails to submit a list of persons qualified to act as registrars, the City Clerk'shall then have the right to select those persrns to conduct door to door registration from a list of the registered voters of the City of Pasco. Section •3: The City Clerk shall hold a training class to,instruct persons selected -to serve as_ deputy^registrars under both section 1 and section 2 of this ordinance in. registration procedure not more than 90 days prior to the elections set forth in this ordinance. These persons shall then be qualified to act as registrars for a two year Iperiod. Section 4. If any section or provision of this ordinance shall be held void or unconstitutional, all other sec -tions and all other provisions of the ordinance which are not so held to be void or unconstitutional shall continue in full force and effect. Section 5. Every deputy registrar who shall fraudulently register an unqualified person shall be guilty of a gross misdemeanor and upon conviction thereof shall be punished by a fine not exceeding three hundred dollars ($-300.'00) or by imprisonment in the City jail for a period of not exceeding ninety (90) days, or by both such fine and imprisonment. Section 6.. Ordinance No. 1003 is hereby repealed. Section 7. This ordinance shall be in full force and effect after its passage and publication as required by law.
