HomeMy WebLinkAbout1101 OrdinanceORDINANCE NO. 1101 AN ORDINANCE RELATING TO PERSONNEL PRACTICES AND RULES. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. Pay Periods. The City of Pasco hereby creates the following two pay periods: and a) The first day of each month to the 15th day of the same month, b) The 16th day of each month to the last day of the same month. Section 2. Compensation. Salaries and wages shall be paid semi- monthly on the' 5th and 20th day of each month. Payment on the 5th of each month shall be for the pay period ending on the last day of the preceding month. Payment on the 20th day of each month shall be for the pay period ending on the 15th day of the same month. Provided that when the 5th or 20th falls on a Saturday or Sunday; salaries will be paid on the preceding Friday. When the 5th or 20th falls on a legal holiday, salaries will be paid 'on the preceding business day. Section 3. Other Employment. No regular full-time employee shall engage in any occupation or outside activity which is incompatible with his employment by the City. An employee engaging in any occupation or outside activity for compensation shall inform his department head of the time required and the nature of such activity. The department head shall determine whether or not the outside employment is incompatible with the employee's City duties. If the department head decides that the outside employment is incompatible, he shall request that the employee discontinue such employment. Failure to discontinue after request shall result in the employees s discharge by the City. An employee engaging in any occupation or outside activity for compen- sation who fails to inform his department head of such occupation or activity may be subject to disciplinary action. It is the City's intent that the employee shall at all times be physically and mentally capable. Section 4. Employment of Members of Same Household. A department head shall not employ two members of the same household unless unusual con- ditions exist, and unless approved by the Mayor, who shall determine whether such employment shall be beneficial to the City. Section 5. Travel Expense. Except where otherwise provided by law, any officer or employee of the City in performance of his duty shall not receive compensation for expenses of transportation, meals, lodging or incidentals unless such expenses are incurred under one of the following circumstances; a) Such officer or employee is required to attend a meeting out of town at which a meal is served. b) Where any officer or employee is authorized by the Council to attend any school, conference, convention or meeting at which representa- tion or participation will benefit the City. c) Such officer or employee is required to travel away from his regularly established headquarters in,.performance of his specific duties. d) The Mayor shall.approve budgeted travel expenses; the Council must approve of travel expenses not budgeted. All requests must be presented to the Mayor in writing._ As to budgeted expenses, the Mayor shall report his decision to the Council. As to expenses not budgeted, the Mayor shall refer the request to the Council for action. The Council shall predetermine the necessity of an employee's partic- ipation in such events. Section 6. City Vehicles. City vehicles will be driven home only by those officers or employees who are subject to emergency call. All other vehicles will be parked in department storage areas. The Mayor or City Supervisor -Engineer shall be the approving authority as to which employees are subject to emergency call. 11 No vehicle will be allowed beyond the boundaries of Franklin and Benton counties without authorization by either the Mayor or City Supervisor -Engineer. Vehicles of the fire and police department shall not -2- be subject to the boundary restrictions contained in the preceding sentence, while being driven in the performance of the duties of either department. Section 7.' Monthly Employees -- basis for determining compensation. Whenever any employee who is paid on a monthly basis is absent from duty and the absence is non -compensable, or hires out,- or terminates at other than the beginning �r the end of a pay period, compensation for services performed shall be determined as follows: The monthly employee's annual salary shall be divided by the number of hours the. employee has been hired to work during the year which shall establish his hourly wage. The hourly wage shall then be multiplied by the number of hours the monthly employee actually worked. Section 8. Coffee breaks. Each employee shall be entitled to two . coffee breaks per eight hour shift of not more than 20 minutes per break, the time to be at the discretion of the department head. Section 9. Age of Retirement. The age of retirement shall be 65 years of age, except on the recommendation of the Mayor and approval of the Council, extensions may be granted annually. Section 10. Appeal. Any City employee shall have the right of appeal. Section 11.- This ordinance shall be in full force and effect after its passage and publication as required by law.
