HomeMy WebLinkAbout1095 Ordinance1p ORDINANCE NO. � AN ORDINANCE DESIGNATING THE MAYOR OF THE CITY OF PASCO TO ACT AS PURCHASING AGENT FOR THE CITY FOR THE PURCHASE OF SUPPLIES AND EXPENDITURES FOR NECESSARY AND PROPER MAINTENANCE WORK, ESTAB- LISHING AN ASSISTANT PURCHASING AGENT, ESTABLISHING PURCHASING RULES, PROVIDING PENALTIES AND REPEALING SECTION 4 OF ORDINANCE NO.' 337, SECTION 3 OF RESOLUTION NO,' 319,' PASCO CITY CODE 2-8.04, 2-8.08 AND 2-8.12 AS THEY NOW EXIST, THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS; Section 1. The Mayor of the City of Pasco is hereby designated purchasing agent for the City of Pasco. Section 2. The purchasing agent shall appoint an assistant purchasing agent to act in his behalf during those times when the purchasing agent is not available. The assistant purchasing agent shall be vested with the same powers and authority as the purchasing agent when called upon to act during the purchasing agent's absence. It being the intent of the City Council that the purchasing agent shall designate some employee of the City who will be readily available to handle pur- chasing problems defined in this ordinance. Section 3. Purchases, as used in this ordinance shall relate solely to the purchase of supplies or expenditures for necessary and proper maintenance %u rk. Section 4. The following rules shall govern the purchase of supplies or ex- penditures for necessary and proper maintenance work; a) The various department heads of the City of Pasco may, in their discretion, make necessary purchases or expenditures up to $10. 00 without the approval of the purchasing agent. b) The purchasing agent must approve all purchases or expenditures in excess of $10. 00. c) The City Council reserves the right to make the final determination in the event of disputed expenditures or purchases. Section 5. The Mayor shall set up by written directive, the administrative practice concerning the purchase of supplies or expenditures for necessary and proper maintenance work. All requests for capital outlay expenditures shall be referred to the City Council for approval. Section 6. The purchasing agent and the assistant purchasing agent shall receive no additional compensation for performing their duties under this ordinance. Section 7. Willful disregard of the policies outlined by this ordinance will be cause for dismissal or demotion. Section 8. Section 4 of Ordinance No. 337, Section 3 of Resolution No. 319 and Pasco City Code 2-.8. 04, 2-8. 08 and 2-8.12, as they now exist, are hereby repealed. Section 9. This Ordinance to be in full force and effect after its passage and publication as required by law. PASSED by the City Council and APPROVED by the Mayor this day of May, 1963. i Attest; Gity.
