AN ORDINANCE AMENDING SECTIONS 55, 56, 57, 58, 59, 61, 62 and 63 OF ORDIN-
ANCE NO. 1024 and PASCO CITY -CODE NOS. 8-.28. 08, 828. 12, 8-28.16, 8.28. 20,
8-28. 24, 8-28. 32, 8-•28. 36 and 8-28. 40 AS THEY NOW EXIST AND' ADDING -A NEW
SECTION RELATING TO THE KEEPING OF BICYCLE LICENSING RECORDS AND
BEING AN ORDIANCE RELATING TO AND REGULATING MOTOR VEHICLES,
TRAFFIC, TRAVEL, AND TRANSPORTATION AND THEIR INCIDENTS UPON THE
PUBLIC STREETS,' BICYCLE PATHS AND OTHER WAYS OPEN TO THE PUBLIC;
PRESCRIBING THE POWERS AND DUTIES OF OFFICERS AND OTHERS IN RELA-
TION THERETO; DEFINING OFFENSES AND PROVIDING PENALTIES.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. Section 55 of Ordinance No. 1024 and Pasco City Code 8.28. 08 as
it now exists is hereby amended to read as follows: Section 55. License Required.
No person, who resides within this City, shall ride or propel a bicycle on any street
or upon any public path set aside for the exclusive use of bicycles unless such bicycle
has been licensed and a license plate or decal is attached thereto as provided herein.
Section Z. Section 56 of Ordinance No. 1024 and Pasco City Code 8-28.12 as
it now exists is hereby amended to read as follows: Section 56, License Application.
Application for a bicyble license and plate or decal shall be made upon a form pro-
vided by the City and shall be made to the Fire Chief. A license fee of $1. 00 shall be
paid to the City before each license is granted. Duplicate license plates or decals
may be supplied'for the same cost as the original plate or decal in the event of loss
or destruction.
Section 3. Section 57 of Ordinance No. 1024 and Pasco City Code 8-28.16 as
it now exists is hereby amended to read as follows: Section 57. Issuance of License.
a) The Fire Chief upon.receiving proper application therefore is authorized
to issue a bicycle license which shall be valid for the life of the bicycle for which
they were issued unless the City of Pasco shall otherwise direct.
b) All bicycle licenses numbered for the year of 1962 number 1 through 1500
inclusive, are hereby declared valid for the life of the bicycle for which they were
issued, unless the City of Pasco shall otherwise direct. After the 1962 plates number
1 through 1500 inclusive are exhausted, the licenses will be a suitable numbered decal.
c) The Fire Chief shall not issue a license for any bicycle when he knows or
has reasonable ground to believe that the applicant is not the owner of, or entitled
to the possession of such bicycle.
d) The Fire Chief shall make a record of the number of each license, the
date issued, the name and address of the person to whom issued, the number on the
frame of the bicycle for which issued, and a record of all bicycle license fees collected
by him. All, license fees are to be remitted to the City Treasurer.
Section 4. Section 58 of Ordinance No. 1024 and Pasco City Code 8-28. 20 as
it. now exists is hereby amended to read as follows: Section 58. Attachment of
License Plate.
a) The fire Chief upon issueing a bicycle license shall also issue a license
plate or decal, bearing the license number assigned to the bicycle and the name of
the City.
b) The Fire Chief shall cause such license plate or decal to be attached
firmly to the bicycle for which issued.
c) No person shall remove a license plate or decal from a bicycle except in
the event the bicycle is dismantled and no longer operated upon the street in this City.
Section 5. Section 59 of Ordinance No. 1024 and Pasco City Code 8.-28. 24 as
it now exists is hereby amended to read as follows: Section 59. Inspection of Bicycle.
The Fire Chief, or fireman assigned such responsibility, shall inspect each
bicycle before licensing the same and shall refuse a license for any bicycle he deter-
mines is in unsafe mechanical dondition.
Section 6. Section 61 of Ordinance No. 1024 and Pasco City Code 8..28. 32 as
is now exists is hereby amended to read as follows; Section 61. Transfer of Ownership.
Upon the sale or other transfer of a licensed bicycle, the licensee shall notify
the Police Department of said change of ownership without payment of additional fee.
The bicycle license remains with the bicycle for which it was issued.
Section 7. Section 62 of Ordinance No. 1024 and Pasco City Code 828. 36 as
it now exists is hereby amended to read as follows: Section 62. Rental Agencies.
A rental agency shall not rent or offer ary bicycle for rent unless the bicycle
is licensed and a license plate or decal attached thereto as provided herein and such

bicycle is equipped with the lamps and other equipment required in this Article.
Section 8. Section 63 of Ordinance No. 1024 and Pasco City Code 8-28. 40 as
it now exists is hereby amended to read as follows: Section 63. Bicycle Dealers.
Every person engaged in the business of buying or selling new or secondhand
bicycles shall make a report to the Chief of Police of every bicycle purchased or sold
by such dealer, giving the name and address of the person from whom purchased or
to whom sold, a description of such bicycle by name or make, the frame number
thereof and the number of license plate or decal, if any, found thereon.
Section 9. There is added to Ordinance No. 1024 and Pasco City Code
Chapter 8-28 a new section to read as follows; Section 118. Keeping of Records.
After completion of bicycle licensing records, they; are to be turned to the Police
Department and will be kept in a permanent file.
Section 10. This ordinance to be in full force and effect after its passage:and
publication as required bylaw.
PASSED by the City Council and APPROVED by the Mayor this 7th day of
May, 1963.
