ONTO CONSUMERS' PROPERTY EXTENDING FROM THE POINT OF DELIVERY
TO THE POINT OF CONSUMPTION, AND RELATING TO INSTALLATION, CON-
STRUCTION,' OPERATION, AND MAINTENANCE OF A GAS TRANSMISSION AND/'
OR DISTRIBUTION SYSTEM WITHIN THE CITY; PROVIDING PENALTIES FOR THE
VIOLATION OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES OR PARTS ---
THEREOF IN CONFLICT THEREWITH.;
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 1. Section 3 of Ordinance No. 868 and Pasco City Code
5»15.12 are hereby amended to read as follows:
Definitions: The following definitions are provided for the
sole purpose of proper interpretation and administration of this ordinance.
1. Approved shall mean accepted by reason of the satisfactory
results of thorough investigations and tests conducted by the inspector, or by the
reason of accepted principles, or tests by recognized authorities, technical or
scientific organizations.
2. Certificate of Approval shall mean a document issued and
attached to the material, piping or appliance inspected, completely filed out, to-
gether with date, address of the premises or consumer and signed by the inspector.
3: City Supervisor -Engineer shall mean the City Supervisor -
Engineer or his duly authorized representative.
4. Consumer shall mean any person, persons, customer,
firm, association, municipal corporation and/or corporation that uses
gas, including residential, commercial and industrial users.
5. Construction or Construct shall mean constructing, laying ,
maintaining, testing, operating, extending, renewing, removing, replacing,
repairing and using a gas distribution system.
6. Distribution System, System and�or Lines used either in
the singular or plural shall mean and include the'gas pipes, pipe lines,
mains, laterals, conduits, feeders, regulators, meters, fixtures, con-
nections, and all attachments, appurtenances, and appliances necessary
and incidental thereto or in any way appertaining to the distribution and
use of gas.
7. Gas shall mean natural, artificial and -or mixed gas.
8. Gas Appliancesshall mean any appliance or device used for
burning gas.
9. Gas Company shall mean any person, firm or corporation
holding and exercising a franchise or permit to distribute gas within the
corporate limits of the City.
10. Gas Company Service Line shall mean the gas piping leading
from the gas main to the property line, or to the point of delivery.
11. Gas Fitter shall mean any person who does any gas fitting
work, installs, repairs, or remodels and piping or appliance which would
be subject to supervision and inspection under the provisions of this Ordin-
ance.
12. Industrial and Commercial Gas Fitter shall mean any person
who does gas fitting work on any gas system or gas appliance in excess of
400, OOOBTU input per hour. This license will also entitle the holder to
work on domestic appliances.
13. Maintenance, Maintaining and -or Mairtained shall mean and
include the relaying, repairing,_ replacing, examining, testing, inspecting, re-
moving, digging, excavating and restoring operations incidental thereto.

by this ordinance or his duly authorized representative.
19. Roadway shall mean the paved improved or proper driving
portion of a public right-of-way designed or ordinarily used for vehicular travel.
20. Transmission System shall mean a pipe line installed for the
purpose of transmitting gas from a source or sources of supply to one or more
distribution centers or to one or more large volume customers.
21. Unit shall mean the construction of not over one mile of disc
tribution or transmission system or as determined by the City Supe rvisor-Engineer
by excavation of public properties.
Section Z. Section 4 of Ordinance No. 868 and Pasco City Code 5-15.16
are hereby amended to read as follows:
Board of Examiners. A board of examiners is hereby created for
the purpose of examining applicants for a gas fitters and industrial and commercial
gas fitters license and shall consist of the building inspector who shall be the clerk,
the chief of the fire department and three members to be appointed by the Mayor
and confirmed by the City Council. One of the appointees shall be a represen-
tative of the distributing gas company and two competent persons. These three
appointed members shall serve for three years except for the first term, when
one shall be appointed for three years, one for two years and one for one year.
Section 3. Section 7 of Ordinance No. 868 and Pasco City Code
5..15. 32 are hereby amended to read as follows;
License required - industrial and commercial gas fitters license -
gas fitters license. No person shall do any gas fitting work on any gas appliance
or gas system in excess of 400, OOOBTU input per hour within the corporate
limits of the City unless such a,person.has first applied in writing for and pro-
cured an industrial and commercial gas fitter's license in accordance with the
provisions of this ordinance. There must be at least one licensed industrial and
commercial gas fitter on each such job.
No person shall install, extend, alter or repair any gas appliance
or piping pertaining to or in connection with gas service on a consumerls pre-
mises with less than 400, OOOBTU input per hour within the corporate limits of
the City unless such a person has first applied in writing for and procured a gas
fitterlis license therefore in accordance with the provisions of this ordinance.
There must be at least one licensed gas fitter on each such job.
Provided that nothing herein shall prohibit any person from
personally installing gas pipes, gas appliances or making alterations and: repairs
on gas pipes. and gas appliances or from doing any other work permitted by this
ordinance on his own premises under the following terms and conditions:
1. He shall apply for' and secure a permit
2. Pay the required permit fee
3. Personally do the work in the manner required by this
ordinance subject to the inspection and approval of the inspector.
Provided, However, that a person who is not a licensed gas
fitter may obtain a permit or permits for only one residence which he occupies
each year.
Provided, Further, that qualified employees of the person,
firm or c•orporation. who. is' the'. grantee of 'a. franchise from.the City may engage
in the work and. activitie s mentioned in this section without obtaining a'gas- fitter' s
license.
Section 4. ' Section •8 or grdinance No.- 8,68:.and .Pasco ,City '
Coae 5-15A6 are hereby amended "to read as follows;
License Application.. Applicants of a license as required
in this ordinance 's'hall make.applic_ation to. the. gas inspector, who shall at that
time notify there" of the date on which they will bel examined.
Provided that no one, shall be entitled to take the examination
for a gas fitter's license with less than one year of experience as an apprentice.
Provided, Further.,, .that no one, shall,be entitled to take the
examination for an industrial'and,commerical gas fitter's license unless the
applicant shall have at least -four years experience in gas. fitting work. or has
satisfactorily completed a course in industrial gas engineering. .
Section -5. Section. 9: of' Ordinance- No. 868 in -Pasco City Code
5-15. 40 are -hereby amended to read as,follows:
License and permit fees. The annual fee for the gas iinstalla
tion license shall.:be$5b. 00 for the first ,year :and.$12, 5G per'year thereafter., .
The license 'sha-ll be.. renewed on or'before January"1, of'each year.
The annual fee for a. gas fittei.s.licens.e.shall, be $5. 00 for the
first year, and $2. 00 for each year thereafter: ,The license' shall.be renewed on
or before January 1, of.each year, If the licenser -is not renewed by .January 1.5th
of each year, the renewal fee -shall be $5..00 instead of $2 . 00. If the -,gas fitters,
license is not .renewed for two years, re-examination shall be required. Unless
revoked or suspended; the gas ,fitter's license shall' continue, in force from.January 1
of one year- to January 1 of the succeeding year .and 'shall 'not. be transferable.
The annual fee for an industrial and commercial gas fitter's
license shall be $5. 00 for the first year and..$Z. 00 •for each year. thereafter: The
license shall be renewed on or before January 1, of each year. If the license is
not renewed by January 15, of each year, the renewal fee shall be $5. 00 instead
of $2. 00. If. an industrial and commercial gas fitter's license is not renewed for
two years, re-examination shall be required. Unless revoked or suspended the
industrial and commercial gas fitter's license shall continue in force from
January f of one year to January 1 of the succeeding year and shall not be
transferable.
License Not Required. The requirements contained herein
shall not be construed to limit the right of the gas utility and its authorized
employees to render necessary service in the event of an emergency.
Sect -ion 6. Section 20 of Ordinance No. 868 in Pasco City Code
5-15. 88 are hereby amended to read as follows:
Piping Dimensions.
1. All gas outlets shall extend through the floor or base board
not less than two and one-half (21) inches.
2. All outlets shall not be less than one-half (z) inch pipe.
3. The size of house piping not otherwise provided for in
this section shall be approved by the Inspector.
4. Where gas meters are installed above ground at the house,
each consumer's service line shall be provided by the gas company with a
suitable stop cock located in an accessible place and at the inlet of the meter.
5. Where an underground meter is used, each consumer's
house line shall be provided with a suitable stop cock (sill cock) at a point above
ground where the gas line enters the building.
6. Where more than one meter is supplied through one
service line, a stop cock shall be installed at each meter inlet in addition to the
service line stop.
7. Any underground gas service line prior to entering any
building without rising first above ground shall pass through a vented pit or
. encasement directly adjacent to the building or vented by means of a curb box.
8. Any gas line entering a building underground shall be
sealed gas tight at the building line, in a manner approved by the inspector.
9• No person shall install a gas service line on consumer's
premises in the same ditch as the water service line without written permission
of the superintendent of the Water Department,
10. All pipe used for the installation, extension, alteration, or
repair of any house gas piping shall be of standard weight and standard dimension
black wrought iron or black steel pipe. The use of bushings or street fittings in any
house or consumer's line is prohibited. The use of gate and globe valves are
prditbited.
11. All gas ranges in restaurants and in all other public places
shall be connected to the gas line with solid pipe.
12. All flexible tubing used shall bear the stamp of AGA approval.
13. All piping from meters shall be at least 1-�—, inch size for
the first fifteen feet inside of the building.
Section 7. Section 21 of Ordinance No. 868 in Pasco City Code
5-15. 92 are hereby amended to read as follows:
Meter Location. A meter location shall be provided by the
consumer for the building or premises to be served, and the location shall be
such that the meter connections are easily accessible in order that the meter
may be read or changed. No gas meter shall be hereafter installed under a
stoop, stairway, show window, or porch or in any unventilated or confined
space, and shall be a safe distance from a furnace, boiler or other heating
appliance. No meter shall be placed in any location where it will be inaccessible
or exposed to injury such as driveways, or where it will be subjected to excessive
corrosion. All meters installed in alleys or where subject to damage by cars
or trucks shall be protected by a suitable barrier.
Section 8. Section 30 of Ordinance No. 868 as amended by Ordinance
No. 917 and Pasco City Code 5-15.128 are hereby amended to read as follows;
Condition of vents, piping and appliances.
1. All domestic appliances must be vented to the extent required
by this ordinance. No person shall install or use any gas fired hot water or room
heater without a vent, except for laboratory apparatus. (Ref. 5. 1. L d and 5. 1. 2. d
NBFU No. 54)
2. All gas pipings, vents, vent connections and appliances
shall be maintained in good condition; Provided however, that no gas piping, vent,
vent connection, fixture, or appliance not conforming to the requirements of this
ordinance shall be used or maintained, except in case they were installed prior to the
effective date of this ordinance and shall have been approved by the inspector.
3. No gas fired equipment shall be installed in a basement,
bathroom or under buildings or within any other enclosed space unless adequate
provisions have been made to admit to the space sufficient fresh air to support
combustion. The minimum cross sectional area of ventilation required shall
be fifty square inches of free area or equal to one (1) square inch for every
thousand BTU of total input of all appliances installed or operating within the room
or enclosure, whichever is greater.
4. No fitter or individual shall install or cause to be installed
in the same room with a vented appliance, a ventilating fan in a residence,
apartment, hotel, or commercial cooking establishment until the following
provisions are complied with; There shall be a permanently opened ventilator
or opening or series of openings at least equal in area to the total square inches in the
exhaust opening of the fan or fans.
5. No existing flue shall be used to vent gas appliances unless
it will deliver the products of gas combustion to the outer atmosphere in
accordance with this ordinance.
6. No person shall install any black flue pipe for the purpose
of venting products of combustion from a gas fired appliance.

7. The installation of an approved vent cap or top which will
prevent precipitation from entering the vent may be installed. An approved
vent cap or top shall be so constructed that it will prevent birds from entering
the vent and so constructed that it cannot slip down and block the vent opening.
Such an approved vent cap or top should be positioned so that: (1) for roof slopes
less than 12/12 pitch (45`), a twelve inch clearance is maintained between the
roof or other obstructions and the lower portion of the vent cap or top and (2)
for roof slopes greater than a 12/12 pitch, a four foot horizontal clearance is
maintained between the roof or other obstruction and the lower portion of the vent
cap or top. A vent at its terminus shall have a free open area equal to the cross
sectional area of the vent pipe on which it is installed.
8. All appliances and boilers shall have a gas regulator on
them of 400, 000 BTU input or more.
9. The main shutoff valve shall be an iron body lubricated
gas valve that can be operated by hand with handle.
Section 9. There is added to Ordinance No. 868 and Pasco City
Code 5-15 a new section to read as follows:
Section 40. Regulations governing installation of appliances in excess of
400, 000 BTU input per hour, In the installation of gas appliances which have
an excess of 400, 000 BTU input per hour, the following additional regulations
shall apply:
1. All such installations shall comply with NBFU-UL795,
Standard For Safety, Commercial And Industrial Gas Heating Equipment, dated
November, 1952, and Standard For Installation Of Gas Appliances And Gas Piping,
Domestic Gas Conversion Burners And Equipment In Excess Of 400, 000 BTU Per
Hour Input, a publication of the Inland Empire Natural Gas Association, Inc. ,
dated June, 1961.

Section 10. There is added to Ordinance No. 868 in Pasco City
Code 5-15 a new section to read as follows:
Section 41. Approval required of Gas Inspector for installation plans on
appliances in excess of 400, 000 BTU input per hour. It shall be unlawful for
any person to construct, install,' extend, alter or repair any gas fitting system
or appliance having an inputing rating in excess of 400, 000 BTU input per hour on any
customer's premises within the City of Pasco without first filing with the gas
inspector a plan of the proposed installation extension, alteration or repair
which plan must be approved by the gas inspector before commencement of the
work.
