'Section 3., The purpose of'ths Ordinance is to provide thefull time employees of the-C;ity,of Pasco: with annual vacation's. Sectron'4. Each full time employee shall be granted 12 days vaca- tion, with fullpay for each employment year of service;Q -S.ec;tion' 6. Vacations which are earned'by full' time employees mu°st •be' taken within the'employment'year next sac,ceeding the employ-ment year in whish the service'was render'ed. Section 7. The minimum vacation allowance to. be taken by' a. full time employee shall be, no less' than six days at any one, time,' except that • a shorter time may 'taken if approved by --the department li'ead, for good and suff y City icient, rea°son,; and, with.;notfcation of such, approval- to the Mayor or Supervisor -Engineer ;by the department head. Section i8. f The heads of the', various,,.departxrients shall arrange vacation time for the full' iime employees„on such schedules as -will least inter.- ' fere with the fiinctions of th'e-departiment: Section 9. Vacation time• of •and not to exceed 16,, days may be carried over from. one employment year, to the following employment year, but at no time shall the accumulated vacation exceed la days. Section 10. Where extraordinary circumstances exist, and if recommended by the department head and approved by the Mayor, an employee , may be,granted pay in lieu of vacation.. Section 11. Any vacation time accumulated and credited to the employee's account after one year's service shall be paid to the employee upon termination of employment, provided that any employee tendering his resigns- tion shall have given the City two weeks' notice of such intent. For purposes of th-i s, section., a full time emp1oyee's account shall be credited with 6 days vacation time after each six months of service, following the completion of the first full year of employment, provided the employee has worked not less than 100 hours per month in five months of the previous six months' period. Section 12.. For each day of vaca.t.ion, the employee shall receive his daily wage rate, not including overtime pay. Section 13, For purpose`s of adm°inistering this Ordinance., the foll,ow'ing rules shall apply: a) Any employee beginning his or her employment with the City after April 1, 1963, shall use the date he or she commences work as the beginning date for purposes of determinin',g the:employmen,t year. b) Any employee who began his or her employment with the City prior to Ap.ril 1, 1963, shall use January 1, 1963, as his or her beginning date for purposes of d,e'ter-mi,ning the employment year. Section 14. Vacations taken in 1963, shall be subject to the following rules: a) Any employee who has worked for the City at any time during the period from January '1, 1963, to April 1, 1965, shall receive one day of vacation for each month of service.d.uring that period in addition to vacation time accumulated 'up to December 31, 1962, under Section 1. of Ordinance 535, and Pasco City Code 2-2. 04 as it now exists. b) Such employee may take these days in 1963, or carry them forward to 1964, at his or her election, provided the provisions of Sec- tion 9 are complied with, and provided further that such days may not be taken until the employee has completed six months of service with the City. c) Such employee will also be given credit for the full period from January 1, 1963, to April 1, 1963 for accumulating vacation time in 1963 under the provisions of this Ordinance. Section -15. Vacation time accumulatedin 1963, shall be.on the basis of this Ordinance. Section 16. Section 1, of Ordinance No. 535, and Pasco City Code 2,?2. 04 as it now exists are repealed as of January 1, 1964. Section 17. This ordinance is to be in full force and effect as of April 1, 1963. We would appreciate it if the ordinance was not brought to vote for final passage until February 19th. This would not change the effective date of the ordinance and would give us an opportunity to discuss and explain this proposed ordinance with the other employees of our respective departments.
