PRIVILEGES, DEFINING OFFENSES AND PROVIDING PENALTIES THEREFOR., THE CITY 'COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: . Section 1. Section 1 of Ordinance No. 1043 and Pasco City.Code. 3-16.08 are hereby amended to read as follows: :"Section 1. Occupations subject to taX••yrate. There is hereby levied and shall be collected annita.l license fees -or .occupation taxes against the persons on account of the business.activities,and in the amounts to be determined by the application of the rates* againstgro,ss income, as follows: •(a)' Upon every person engaged i,n or carrying ,on the business of selling or furnishing electric power,' a fee or tax equal to four per cent of the total. gross- income from such business in the city during his fiscal year next preceding the tax year- for which the license is required;. provided, however, that the minimum.fee or tax shall not be less than three hundred, and sixty dollars per= tax year. (b) Upon. every person engaged in or, carrying on a telephone business, a fee or tax.equal to four percent of the total gross income -from. - such business in the city during his .fiscal year'next.prete ding the tax year . for which the license is -required; provided; however,. that the minimum fee or tax shall not be less than three hundred and,.'sixty dollars per, tax year. ; (c) Upon every person, including the City of Pasco, .engaged in carrying on the business of selling or furnishirig..water and[or, sewerservices, a fee.or tax equal to four percent of the total gro,s.s income from such business y x year for which the m the cit during his�.fscal.year next preceding the .ta license is required; provided, however, that the minimum fee -pr, tax shall not be less than three hundred and sixty dollars per tax year; provided further, that the tax imposed upon the water and sewer ' systems .of the .City of Pasco shall;be applicable to the business both within and without 'the City. I am doing so because I object to this ordinance for the following reason: This proposed Ordinance 1072 making a 1% increase in the Occupation G�J"1 Tax would cost the power -using, tax -paying citizens of the City of `11 Pasco approximately $28,000.00 -- from which the City would receive approximately $5,000.00. 1 At the present time, the P.U.D. is paying to the City approximately $21,000.00; with the proposed increase this would be raised to ap- proximately $28,000.00 -- a difference of $7,000.00 (but of that the City is also applicable to the same tax on its power bills and this would cost us approximately $2,000.00) making a gain in the occupation tax from the P.U.D. to the City of approximately $5,000.00. Taking into consideration the fact that the P.U.D. has up to this time been absorbing the present 3% occupation tax, and when the increase is effective the P.U.D. will then bill the individual power - user the entire 4%, I feel that the $5,000.00 which the City would realize from this does not justify each and every citizen to be obligated the 4% -- or approximately $28,000.00.// TRVH:es cc: Richard G.
