AN ORDINANCE CREATING AND PROVIDING FOR THE OPERATION
OF A PAYROLLS FUND.
THE CITY COUNCIL OF THE CITY OF PASCO DO
ORDAIN AS FOLLOWS:
Section 1. There is hereby created a fund, known and designated as
the Payrolls Fund, into which shall be paid and transferred from the various
departments and offices an. amount of money equal to the various salaries,
wages, and other compensations due City employees.
Section 2. Whenever she deems it necessary, -she City Clerk is hereby
authorized, empowered and directed to transfer from the funds of the various
departments and offices to the Payrolls Fund sufficient moneys to pay the
salaries, wages, and other compensations of the employees of the various
departments and offices of the City.
Section 3. The Payrolls Fund shall be used and payment therefrom shall
be made only for the purpose of paying and compensating employees of the
City for services rendered, and paying employee deductions to those persons,
agencies, organizations and funds entitled to such payments.
Section 4. The City Clerk is hereby authorized, empowered and directed
to issue warrants on and against said fund for payments authorized by Section 3.
Said. warrants shall be issued only after there has been filed with the City Clerk
approved by the City Council
proper payrolls, due bills-, or time certificates,Gstating the nature of the services
rendered, the amount due or owing and the personas entitled thereto. All warrants
issued on or against said fund shall be solely and only for the purposes herein
set forth and shall be payable only out of and from said fund. ' Each warrant
issued under the provisions of this Ordinance shall have printed upon its face
the words, "Payrolls Fund."
Section 5. The use of the Payrolls Fund shall not apply to payments from
trust funds or payments from Local Improvement District Funds or from other
funds when the law requires that a separate series of warrants be issued.
Section 6. Transfers from an insolvent fund to the Payrolls Fund shall
be by warrant.
Section 7. This Ordinance .shall be in full force and effect after its
passage and publication as required by law.
