AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NUMBER.683 AND PASCO CITY CODE 3-3.76, BEING
AN ORDINANCE RELATING TO THE CONVEYING OF PAS-
SENGERS FOR HIRE, AND PROVIDING FOR THE METER-
ING OF FARES AND PRESCRIBING UNIFORM FARES FOR
TAXICABS OPERATING IN THE CITY OF PASCO.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section One:
That Section One of Ordinance 683 is hereby amended to read as
follows:
(a) It shall be unlawful for any person, firm or cor-
poration to drive or operate or engage in the business of operat-
ing a vehicle or vehicles used in transporting passengers for
hire, unless each of said vehicles be equipped with a taxi -meter
which has been duly inspected, approved and sealed by the Chief
of Police. Official seals shall be provided by the City for that
purpose.
(b) After an official seal has once been placed on a
taxi -meter, it shall be unlawful for any person to intentionally
break such seal or to disconnect said meter in any way without
first obtaining permission from the Chief of Police, or, in his
absence, an Assistant Chief of Police, or some person designated
to act in the absence of the Chief of Police.
(c) It shall be unlawful for any person, firm or cor-
poration to drive or operate, or engage in the business of operat-
ing, a vehicle or vehicles used in transporting passengers for hire,
unless a taxi -meter is used at all times on each of such vehicles
in determining the fare or rate to be charged and collected; and
it shall be unlawful for any person, firm or corporation operating
or driving, or engaged in the business of operating a vehicle or
vehicles used in transporting passengers for hire to charge, de-
mand, collect, or receive any fire, rate or charge which is not
directly based,measured and computed upon the record in the read-
ing face of the taxi -meter used on such vehicle. It shall be un-
lawful for any person, firm or corporation to use or employ any
other or different method of computing or measuring such distance
or time charges than the methods hereinabove specifically provided.
(d) It shall be the duty of the owner, lessee in posses-
sion, or any other person having possession or control of any ve-
hicle used in transporting passengers for hire, to at all times
keep such taxi -meter accurate and to have the same approved by the
Chief of Police before being placed in service. When any such taxi-
meter has been approved by the Chief of Police, his seal or certifi-
cate shall be plainly posted on said taxi -meter for the informa-
tion of the public. Said Chief of Police shall inspect all taxi-
meters at least once each year and shall have the right to inspect
them at any and all times.

(e) Every taxi -meter shall be installed at the right
side of the driver and at such height that the flag thereof may
be readily seen by observers on the street, and the reading face
of such taxi -meter shall at all times be well lighted and readily
discernable to the passenger riding in the vehicle. It shall be
unlawful to change the size of the wheels or tires of.any vehicle
or the gears operating said taxi -meter, or change the taxi -meter
from one vehicle to another unless said taxi -meter is inspected
and approved by the Chief of Police before using on such new ve-
hicle.
(f) It shall be unlawful for any driver of a vehicle,
while carrying passenger or under employment, to display the flag
attached to the taximeter as such position as to denote that such
vehicle is not actually employed, or to fail to throw the flag of
such taxi -meter at a non -recording position at the termination of
each and every service.
(g) It shall be the duty of the owner, lessee in pos-
session, or any other person having possession of said control of
any vehicle used in transporting passengers for hire, to at all
times maintain and keep a light atop the roof of such cab that is so
geared and attached to the flag lever of the taxi -meter in such
vehicle that the light atop the roof of such cab will be extin-
guished only at such times as the cab is occupied or employed.
(h) It shall be unlawful for any owner, driver, operator
or person in charge of any vehicle for hire used in transportation
of passengers to demand, collect or receive any greater or less
rate of fare than is specified in the following schedule:
That the fares to be charged herein shall be based on
time and mileage:
For one passenger, for the first one-fourth mile
or fraction thereof, . . . . . . . . . . . . . . . 50¢
Thereafter for each one-fourth mile or fraction
thereof . . . . . . . . . . . . . . . . . . . . . . 10¢
Each additional passenger over one person. . . . . 100
Waiting time after the first three (3) minutes shall
be computed and charged at the rate of $6.00 per hour;
Childred under five (5) years of age when accompanied
by an adult, no charge.
Section Two:
This ordinance to be in full force and effect five days after its
passage and publication as required by law.
