AN ORDINANCE TO AT!IEND SECTION 4 OF ORDINANCE NO. 6900 BEING AN
ORDINANCE AMENDING ORDINANCE NO. 625 AND BEING AN ORDINANCE AMENDING
AND CHANGING CHARGES FOR WATER SERVICE WITHIN THE CITY OF PASCO,
WASHINGTON; ESTABLISHING PENALTIES FOR THE NON-PAYMENT OF WATER
CHARGES; AND PROVIDING FOR THE POSTING OF DEPOSITS WITH THE WATER
MANAGER AS SECURITY FOR PAYMENT OF WATER CHARGES.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. Section 41 Ordinance No. 690, approved January 173
1951, is amended to read as follows:
Section 4. From and after the effective date of this ordinance,
the Water Superintendent shall set up billing periods whereby approx-
imately one-fourth of the water bills will be mailed out to water users
each week. All water bills will be due twenty (20) days after the
billing date, which date will appear on the water bill. On the twenty-
first (21st) day after the billing date, a penalty will be assessed
in the amount of $2.00, and a Notice of Delinquency will be sent to
the delinquent water user, If the bill is not paid on or before the
thirtieth (30th) day after the billing date, the water shall be
turned off by the Water Superintendent without further notice and
remain turned off until such bill together with any and all penalties
assessed in accordance with this ordinance are paid. An additional
penalty of $5.00 shall be assessed -when the water is shut off the
third time within one calendar year to cover the cost of turn-off
and additional bookkeeping, and the total amount due at that time
shall be paid before the water is turned on again.
Any water user, property owner or occupant who has had water
turned off for non-payment of water charges, shall be required to
post a minimum deposit of $10.00, or such an amount as the. Water
Superintendent may require, not exceeding an amount equal to two
months' water bill. This deposit shall be made to the City
Treasurer. There shall also be required a $10.00 minimum deposit
to be paid at the time of connection to a water main, and all
applicants for water service within the City of Pasco from and after
the effective date of this ordinance shall pay or provide such a
deposit at the time of making application for weter service. All
deposits now being held by the City Treasurer shall remain credited
to the account of the water users in whose name the account now
stands.
Section 2. This ordinance will be in full force and effect
five (5) days after its passage and publication.
