ORDINANCE NO.
AN ORDINANCE REGULATING THE SALE OF PERSONAL PROPERTY OWNED
BY THE CITY OF PASCO; PROVIDING FOR THE PROCEDURE TO BE FOL-
LOWE4D IN DISP! SING OF PERSONAL PROPERTY OWNED BY THE CITY OF
P.,ASCO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section I: All supplies, materials, and equipment not
needed for public use or that may have become unsuitable for
public use may be sold. by the City with the consent of the City
C ounc i 1.
Section II: The Council shall fix a minimum price at
which such property may be sold. No sale shall be made unless
at least the minimum price fixed by the Council is bid, as
hereinafter provided.
Section III: The City Clerk shall advertise for compe-
tetive bids on any sale of personal property except:
(1) When selling to a governmental agency;
(2) When personal property to be disposed of is to be
traded in upon the Durckiase of a like article?
(3) When the value of the property to be sold is less
than Two Hundred Dollars ($200.00);
(4) When the Council setting forth the facts has declared
an emergency to exist.
Section IV: The City Clerk shall publish an advertisement
for bids once each week for two successive weeks in the official
city newspaper. All pending sales shall also be advertised by a
notice posted on a public bulletin board in a conspicuous place
at the City Hall. Both posting and the date of last publication
must be at least five (5) calendar days before the final date for
submitting the bids.

Section V: The advertisement for bids must particularly
describe the property proposed to be sold or shall .refer to
approved specifications on file in the office of the City Clerk,
designate the place and the time when the bids will be opened,
and shall set forth the minimum price established by the Council.

Section VI: The bids shall be opened in public at the
time and place stated in the newspaper publication. The City
Council may reject any or all bids, or the bid for any one or
more of the articles included in the advertisement for bids.

Section VII: Sales of personal property must be for cash
(1) When property is transferred to a governmental agency;
(2) When the city property is to be traded in on the
purchase of a like article, in which case the proposed cash
allowance for the trade-in must be part`of 'the proposition to be
submitted by the seller,in•the transaction.
Section VIII: Upon the sale of any property as provided
for in this ordinance the City Clerk shall, upon request, have
the necessary bill of sale issued and executed as required by law.

Section IX: This ordinance to take effect five (5) days
after its passage and publication.
