AN ORDINANCE RELATING TO LICENSES FOR, AND REGULATING
CERTAIN OCCUPATIONS, TRADES, AND BUSINESS ACTIVITIES
CARRIED ON IN THE CITY OF PASCO, AND REQUIRING THE
SAME TO BE LICENSED AND PROVIDING A PENALTY FOR THE
VIOLATION THEREOF; AND REPEALING ORDINANCES NUMBER
424, 425, 476 AND PARTS OF ORDINANCES IN CONFLICT
THEREWITH
BE IT ORDAIDED BY THE CITY COUNCIL OF THE CITY OF/ PASCO AS FOLLOWS:
SECTION 1:
Hereinafter it shall be unlawful for any person or persons, company,
corporation or association to do, transact, exercise, engage in, or carry
on, either directly or indirectly, within the limits of the City of Pasco
any trade, occupation, business or activity for which a license is here-
inafter required, or a license fee provided, without first procuring
such license and paying such fee.
SECTION 2:
Each applicant for a city license shall file an application with
the City Clerk, together with the amount to be paid for such license,
and the City Clezk shall issue a receipt for the same. The City Clerk
shall, at the next regular meeting of the City Council present the
application to the said City Council, and if the application be approved
by the City Councilk, the City Clerk shall issue the applicant a licenser
If the application be not approved, the City Clerk shall return the
amount of money received at the time the application was filed. All
applications for licenses, as herein provided for, shall be in writing
and signed by the applicant and shall give his residence and business
address and such other information as may be required.
SECTION 3:
No license shall entitle the holder thereof to carry on business
except in the place named therein unless the place so named shall have
been first permanently closed. No license shall be transferable or
assignable except by express vote of the City Council.

SMION 4.:
Every person, company, corporation or association engaged in any
business or trade, or occupation for which a license is required, shall
keep such license posted in a conspicuous place about such place of
business, and shall produce such license at any time on demand of the
City Clerk or any Police Officer. All licenses shall be conditioned
upon the licensee conforming to all the laws of the United States, of
the State of Washington, and ordinances of the City of Pasco, pertaining
to such business or occupation& All licenses shall be for the period
of one year, unless otherwise provided herein; said license to begin
January 1st of each uear and terminate December 31st, following. No
rebate shall be paid or allowed if the licensee shall fail to operate
the business for the full period of the license; provided, that where
more than one of any of the businesses or occupations for whibh a
license is required, is carried on by the same person or party, in
the same location, then such person or party shall pay the highest
license fee in this ordinance required for any of such businesses or
occupations and no license fee shall be required for the other businesses
or occupations there carried on by him.
SECTION 5: REVOCATION OF LICENSE:
The City Council of the City of Pasco may at any time revoke or
forefeit any license issued to any applicant under this ordinance
providing that such revocation or forefeiture shall be for cause
deemed by the City Council as detrimental to the best interests of
the safety and welfare of the City and the inhabitants of the City of
Pasco and providing further that before any such license shall be can-
celled or revoked the holder of such license shall b e given two week's
notice of a hearing to be held by the City Council at which time the
applicant must show cause why such license should not be revoked„ The
notice to be given the applicant must state the grounds and the reasons
for the forefeiture and the revocation and also the date set for the

hearing thereon. License of any applicant can be revoked or forefeited
only after such notice and hearing providing further that any determination
of the City Council regarding the character of the acts of the applicant
as detrimental to the City of Pasco or to its inhabitants shall be deemed
conclusive.
SECTION6.
All business, occupations, professions and activities named herein
shall pay the license fee herein provided for and all licenses issued
hereunder shall be for the calendar year ending on the 31st day of Dec-
ember of that year for which. such license is issued. All licenses
herein provided for shall be payable in advance, the fee for which must
accompany the application for such license.
SECTION 7. AUCTION SALES:
All auction sales of merchandise, other than judicial sales held
in pursuance of an order of court, shall pay a license fee of $10O.UO
per day, and all auctioneers conducting or crying any auction sale, shall
pay a license fee of $25.00 per day.
SECTION 8. APARTMENT HOUSES:
Any apartment house in which rooms or suites are made available
for occupancy of the public, and which has four or more such units
available for such occupancy by the public, shall pay a license fee
of $1.00 per unit per year for each of such units as are held or
maintained for use by the public.
SECTION 9. ABSTRACT OFFICES::
All abstract offices or places of business engaged in the business
of making abstract of title, shall pay a license fee of $5.00 per year*
SECTION 10, BANKS:
All banks and finance agencies shall pay a license fee of X35.00
per year.
SECTION 11. BAKERIES:
All bakeries or places where bakery products are manufactured and
sold shall pay a license fee of $12.50 per year.
SECTION 12. BARBERS:
All barbershops shall pay a license fee of '$5.00 per year.
SECTION 13. BEER PARLORS:
All beer parlors or taverns or places engaged in the sale of beer
and wine or other intoxicating liquors or where dancing or music or
other forms of entertainment are carried on shall pay a license fee of
$25.00 per year,
SECTION 149 BEAUTY PARLORS:
All beauty parlors or places engaged in the business of hair dress-
ing and or manicuring shall pay an annual license fee of $5.00 per year.
SECTION 15. BILL POSTERS:
All peosons engaged in the business of posting bills for advertising
purposes or operating and controlling bill boards, shall pay a license
fee of $5.00 per year.
SECTION 16. BOWLING ALLEYS:
All bowling alleys conducted in the City of Pasco shall pay an
annual license fee of '$5.00 for the first alley and '2.50 per year for
each additional alley.
SECTION 17. BILLIARD AND POOL HALLS:
Each and every public billiard room or pool room, or place where
billiards or pool is openly and publicly played and the general public
admitted thereto, and compensation charged for the use of the tables or
equipment therein, shall pay a license fee of $5.00 per year for the

first such table used or opa rated therein anO. $2.50 per year for each
additional billiard or pool table.
SECTION 18. CARNIVALS:
All street carnivals or shows or performances ordinarily known
and classified as carnivals, whether showing upon the streets or upon
other property, shall pay a license fee of $35.00 per day.
SECTION 19• CLEANING AND DYEING ESTABLISHMENTS:.
All cleaning and dyeing establishments or places engaged in dry
cleaning, dyeing and repairing or alteration of clothing or any combin-
ation of such work, shall pay a license fee of :5.00 per year.
SECTION 20. CLOTHING STORES:
All clothing stores or places engaged principally in the sale of
either men's or women's ready to wear clothing and occupying a floor
space of 3000 square feet or less shall pay a license fee of $5.00
per year and '$2.50 for each additional 3000 square feet or fraction
thereof,
SECTION 21. CIRCUSES:
Every circus where the general admission including cost of the
reserved seats, if any such seats there are, if fifty cents or more,
shall pay a license fee of $50®00 for the first day's performance, and
-$25.00 for the second day's performance, and every such circus where
such admission including the cost of reserved seats, if any, is less
than fifty cents, shall pay a license fee of $25.00 for the first day's
and
performance and $12.50 for each subsequent day, and any dog or pony
or trained animal show!i where no acrobatic performances are given, shall
pay a license fee of 25.00 for the first day of such performance and
for each additional day, $15.00.
SECTION 22. CONFECTIONERY AND SOFT DRINK PLACES:
Any confectionery store or place engaged principally in the sale
of candy, confectionery and soft drinks shall pay a license .fee of
$5.00 per year.

SECTION 23.11 COLD STORAGE:
All cold storage plants or places where meats, vegetables or fruits
are kept and stored under cold storage conditions, shall pay a license
fee of $5.00 per year up to 3000 square feet of floor space and for
each additional -3000 square feet or fraction thereof shall pay $2.50.
SECTION 24. DANCES:
Any dance, or person giving or managing any dance, to which the
general public is invited or admitted, whether a charge is made or not,
shall pay a license fee of '$2.00 per hour per dance for Matron's fee.
SECTION 25., DANCE HALLS:
All dance halls or places rented or kept for rent for the purpose
of conducting dances therein, shall pay a license fee of $5.00 per dear.
SECTION 26. DENTISTS:
All dentists shall pay a license fee of $5.00 per year up to 3000
square feet and for each additional 3000 square feet or fraction thereof
shall pay 2.50p
SECTION 27•. DEPARTMENT STORES:
Any store engaged in the keeping for sale and selling dry goods,
mens and woman's wearing apparel or any combination thereof, and
occupying or using floor space of not more than 3000 square feet shall
pay a license fee of $5.00 per year, and any such institution occupying
more than 3000 square feetcf floor space shall pay an annual license
fee of $5.00 for the first 3000 square feet and $2.50 for each additional
3000 square feet or fraction thereof.
SECTION 28. DOCTORS:
All doctors, physicians and surgeons, including all persons licensed
by the State to carry on any of the hearing arts, shall pay a license fee
of x$5.00 per year for the first 3000 square feet of floor space and $2.50
for each additional 3000 square feet or fraction thereof.

SECTION 29•, DRAY & TRANSFER:
All persons engaged in the business of draying or transferring, or
the moving of goods and commodities for hire, shall pay a license fee of
$5.00 per year on the first truck or conveyance used in the operation of
such business, and `$1.00 for each and every additional truck or conveyance
used therein, per year,
SECTION 30. DRUG STORES:
All drug stores are to pay a license fee of $5.00 per year for the
first 3000 square feet of floor space and $2.50 for each additional
3000 square feet or fraction thereof.
SECTION 31. ELECTRIC SHOPS:.
Any place engaged in the sale of any kind of electric goods, fix-
tures or equipment or electrical_ supplies of any kind, shall pay a
license fee of $5.00 per year for the first 3000 square feet and $2.50
for each additional 3000 square feet or fraction thereof.
SECTION 32, FLORISTS:
Florist shops, nurseries and greenhouses, shall pay a license fee
of $5#00 per year for the first 3000 square feet and $2.50 for each
additional 3000 square feet or fraction thereof.
SECTION 33. FUEL YARDS:
All persons engaged in the sale of wood and coal or either for
fuel purposes, or a fuel oil, shall pay a license fee of $7.50 per year.
SECTION 34. FURNITURE STORES:
Any place engaged in the sale of household furniture and furnishings
shall pay a license fee of $5.00 per year for the first 3000 square
feet and $2.50 for each additional 3000 square feet or fraction thereof.

SECTION 35• GARAGES:
All places where motor vehicles are kept for sale or display,
stored or repaired, or where farm machinery is kept for sale, stores
or repaired. shall be known and classified as garages and shall pay a
license fee of $5.00 per year for the first 3000 square feet and $2.50
for each additional 3000 square feet dr fraction thereof.
SECTION 36• GIFT AND SPECIALTY SHOPS:
Any place of business such as is ordinarily known as a gift shop
or place where gift goods, specialties and accessories are sold, shall
pay a license fee of $-1'00 per year for the first 3000 square feet and
$2.50 for each additional 3000 square feet or fraction thereof.
SECTION 37•- GROWERS ASSOCIATIONS & GRAIN DEALERS:
Any person, firm or corporation engaged in the buying and selling
or the assembling for shipping purposes of grain or agricultural prod-
ucts, shall pay a license fee of $7.50 per year.
SECTION 38. GROCERY STORES:
All grocery stores occupying a floor space of 3000 square feet or
less shall pay a license fee of !05.00 per year and -$2.50 for each addit-
ional 3000 square feet or fraction thereof.
SECTION 39, HARDWARE STORES:
All hardware stores shall pay a license fee of $5.00 for the first
3000 square feet and $2.50 for each additional 3000 square feet or
fraction thereof.
SECTION 40. HOTELS, MOTELS, CABIN COURTS & APARTMENT MOTELS:
All hotels, motels, cabin courts or apartment motels or places where
rooms are kept for rent for the accommodation of the traveling public
whether rented by the day, week or month, and having forty or more units,
shall pay a. license fee of $1.00 per year for each such unit, and all
such hotels, motels, cabin courts and apartment motels, having less than
forty units for rent, shall pay a license fee of .60� per unit per year.
any place where such rooms are rented by the month or week only, and not
by the day or night, consisting of four or more sleeping rooms shall be
denominated as a rcoming house, and shall pay a license fee at the rate
of .30¢ per year, per room, provided that the minimum license fee of
such rooming house shall be $5.00 per year.
SECTION 41. INSURANCE AGENCIES:
Any person' firm or groups, whose principal line of business is the
sale on commission or otherwise of any form of insurances shall pay a
license fee of $5.00 per year for the first 3000 square feet of floor
space and $2.50 for each additional 3000 square feet of floor space or
fraction thereof.
SECTION 42. JEWELRY STORES:
All jewelry stores or places where jewelry, watches, time -pieces,
etc., are sold or repaired shall pay a license fee of $5.00 per year
for the first 3000 square feet of floor space and $2.50 per year for
each additional 3000 square feet or fraction thereof.
SECTION 43. JUNK DEALERS:
All persons engaged in the collecting, buying and selling of junk
shall pay a license fee of $15.00 per year.
SECTION 44. LAUNDRIES:
All laundries shall pay a license fee of $5.00 per year.
SECTION 45. LAWYERS:.
All persons engaged in the practice of law having their offices or
principal place of business in the City of Pasco shall pay a license fee
of 45.00 per year•
SECTION 46. LUMBER YARDS:
All lumber y ards or places where lumber or building materials are
sold or kept for sale shall pay a license fee of $12.50 per year,

SECTION 47. MACHINE SHOPS:
Any shop or place of busineds for the repairing of machinery,
where power driven tools or appliances are used in the making of such
repairs shall be known as machine shops and shall pay a license fee of
{$5.00 per year for the first 3000 square feet and $2.50 for each addition-
al 3000 square feet or fraction thereof.
SECTION 48. MEAT MARKETS:
Meat markets or butcher shops or places where fresh meats are kept
and sold at retail shall pay a license fee of $5.00 per year for the
first 3000 square feet of floor space and $2.50 for each additional
3000 square feet or fraction thereof.
SECTION 49. MUSIC SHOPS:
All places of business engaged in the sale of rmzsical instruments,
radios, phonograph, etc., shall pay a license fee of $5.00 per year for
the first 3000 square feet of floor space and $2.50 for each additional
3000 square feet or fraction thereof.
SECTION 50. MUSIC BORES OR ELECTRICAL PHONOGRAPHS:
All music boxes or electrical phonographs kept in any public place
and operated by an insertion of a coin, shall pay an annual license fee
of $5.00 per year for each of such music boxes or electtical phonographs.
SECTION 51. NEWSPAPERS:
Any firm, corporation, or person engaged in the business of pub-
lishing any newspaper or periodical or in the conducting of any job
printing plant, shall pay a license fee of $5.00 per year for the first
3000 square feet of floor space and $2.50 for each additional 3000 square
feet or fraction thereof.

SECTION 52. NON-PROFIT ORGANIZATIONS:
All organizations classed as non-profit prganizations by the II. S.
Internal Revenue Bureau and operating a business in the City of casco,
shall pay a business license of the corresponding private business.
SECTION 53• OIL PLANTS:
All oil plants or places where gasoline or lubricating oils are
kept for storage and from which deliveries are made for the sale of
such products in wholesale lots, shall pay a license fee of $15000
per year, each.
SECTION 54. PIN BALL MACHINES & SIMILAR DEVICES:
All bin ball machides and shuffle boards or similar devices shall
pay a recreation license of '25.00 per year provided that no such
license shall be deemed to authorize the operation of any machine or
device which cannot be legally operated under the laws of the State of
Washington. Any place of business h -Arcing a pin ball machine or shuffle-
board or similar amusement device shall pay a minimum license fee of
,.$25.00 per year.
SECTION 55. PHOTOGRAPHERS:
All photogrpphers or persons engaged in the making of photographs
or pictures by any photographic process shall pay a license fee of
$5.00 per year; providing that all photographers or persons engaged
in the making of photographs or pictures by a Jihotographic process
that do not have or maintain studio facilities for such work in the
City of Pasco shall come under the Solicitors Ordinance No. 741.
SECTION 56. PLTRIBING ESTABLISHMENTS & SEWER CONTRACTORS:
All plumbing establishments or places where plumbing goods are kept
or sold, shall pay a license fee of $5.00 for the first 3000 square feet
and $2.50 for each additional 3000 square feet or fraction thereof

All persons doing sewer connecting or sewer contracting shall pay a
license fee of $15,00 per year. A contractual liability policy cover.itg;
limits for bodily injury of not less than -4lOs000e00 and property damages
of $1..000.00 shall be given,
SECTION 57. RESTAURANTS:
All restaurants or places where cooked food is sold and served by
the meal shall pay a license fee of $10`00 per year.
SECTION 58. REAL ESTATE OFFICES:
All real estate offices or places where real estate is sold, by or
through agents or on commission, shall pay al.license fee of $10.00 per
year.
SECTION 59. SECOND HAND STORES:
All second hand stores or places where used furniture, machinery,
tools or household equipment is bought and sold, shall pay a license
fee of $5.00 per year for the first 3000 square feet and $2.50 for
each additional 3000 square feet or fraction thereof.
SECTION 60,. SHOE SHINE PARLORS:
All shoe shine parlors or places engaged in the business of shining,
cleaning or dyeing of shoes, shall pay a license fee of $% 00 per year.
SECTION 61. SHOE REPAIR SHOPS:
Shoe repair shops or places engaged in the business of mending,
repairing, etc., of shoes, shall pay a license fee of $5.00 per year.
SECTION 62, SERVICE STATIONS:
All service stations or places where the sale of gasoline, lub-
ricating oil or motor accessories for motor vehicles shall pay an ann-�[al
license fee of 410.00 per year plus $1.00 per year for each. gasoline
pump maintained on the premises for the retail sale of gasoline that
exceeds the number of three. Establishments that would qualify under
this section and also qualify under Section .35 shall pay the license
fee provided for in this section.

SECTION 63a TRANSIENT MERCHANTS:
Sll persons who shall open up or conduct any store or place of
business in any bthilding, tent, or structure for the purpose ofdis-
posing of# at retail, any stock of goods with the intention of dis-
posing of the same at any bargain sales or cut rates# shall be deemed
a transient merchant and shall pay a license fee of $25.00 per day.
SECTION 64. THEATRES:
All theatres and moving picture shows shall pay a license fee of
$32.50 per year.,
SECTION 65.. TENT SHOWS:
Any shows or theatrical performances given in any tent or tem-
porary structure of any kind shall pay a license fee of $7.50 per day.
SECTION 66+. UNDERTAKERS:
All undertaking parlors and or mortuaries or funeral directors
shall pay a license fee of $25.00 per year►
SECTION 67.. WHOLESALING:
All persons engaged in the business of wholesaling or jobbing
of cigarett6s, cigars# tobaccos, candies, groceries or confectionery
goods or any combination thereof shall pay a license fee of '12.50
per year,
SECTION 68. WHOLESALER'S DELIVERY TRUCKS:
Any person, firm or corporation engaged in the sale of merchandise
at wholesale, where such sales are solicited and or deliveries made to
or from any person engaged in the retail business in Pasco, shall pay
a license fee, on such business or wholesaling and delivering from
trucks or vehicles within the City of Pasco of 412.50 per year.

SECTION 690 COMMISSION MERCHANTS:
Any person engaged in the sale of any kind of merchandise on
commission or percentage, and who maintains a place of business in
Pasco, whether or not the stock of merchandise is kept on handy and
whose business is not otherwise licensed or taxed in this ordinance,
shall pay a license fee of $5.00 per year.
SECTION 700
All license fees shall be paid promptly to the City Clerk in
advance upon the taking effect of this ordinance; provided, however,
that any person who has paid and has outstanding an unexpired license
issued under the terms of Ordinance No. 424 as amended by Ordinance
No. 476, and who takes out a license under the terms of this Ordinance
prior to the expiration of such old license, shall be entitled to
credit on his new license pro rata for the unexpired portion of the
license issued under Ordinance No. 424 as amended by Ordinance No. 476.
SECTION 71.
All ordinances and parts of ordinances in conflict herewith are
hereby repealed providing and excepting that Ordinance No. 741 pertain-
ing to peddlers and solicitors and Ordinance No. 566 as amended by
Ordinances Nos. 578, 615, 647 and 665 pertaining to the licensing and
operation of taxi cabs within the City of Pasco shall all remain
unaffected by the enactment of this ordinance.
SEC'" I ON 72,
It is the intention of this ordinance to require that each and
every business, profession and occupation carried on in the City of
Pasco shall be required, for revenue purposes, to pay a license fee
and any business or occupation carried on in the City not specifically
mentioned herein shall pay a license fee not withstanding the fact'that
it is not mentioned and such license fee shall be established at a
sum in the amount of $5.00 per year for any such business as not
classified hereunder and the City Clerk is authorized to exact and
collect a license fee from any such business in such amount.
Square footage is to be based bn total area of floor spaces
SECTION 73e PENALTY:
Any person who chall conduct or carry on any business or occupat-
ion for which a license is required hereunder without having first
obtained the same and paid the required fee therefor, shall be guilty
of a misdemeanor and upon conviction thereof shall be fined in any
sum not greater than $100,00.
SECTION 74a
This ordinance to take effect five (5) days after its passage
and publication.
