HomeMy WebLinkAbout0730 OrdinanceORDINANCE NO.17 AN ORDINANCE RELATING TO PENSIONS AND RETIREMENT FOR EMPLOYEES OF THE CITY OF PASCO, WASHINGTON; FOR.EXTENDING.THE BENEFITS OF..TITLE II OF THE FEDERAL SOCIAL SECURITY ACT TO THE EMPLOYEES OF.THE CITY_OF.PASCO; AND AUTHORIZING.A-CONTRACT WITH THE.WASHINGTON STATE,DEPARTMENT OF EMPLOYMENT.SECURITY, AND,PROVIDING.FUNDS.FOR SUCH COVERAGE. WHEREAS, the Social Security Act has been amended by the Congress of the United States so as to permit political sub- divisions of the several states to extend to their employees and officers the benefit of Old Age and Survivors Insuraiace, and The Legislature of the State of Washington has enacted a statute known as Chapter 184, Laws of 1951, which enables the political sub -divisions of the State of Washington to take all action necessary to effectuate the coverage of their employees and officers under said Old Age and Survivors Insurance system and It is the opinion of the City Council that the extension of this Social Security System will be of great benefit, not only to the employees of the municipality, but to the munici- pality itself by attracting to it and enabling,it to retain the best of personnel and thus increase the efficiency of its government; and it is deemed that the payment by the municipality of its portion of the cost of said system is a payment for a municipal purpose, NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Pasco, Washington as follows: Section I. That the municipality of Pasco, Washington become a participant in a Social Security System and that the benefits of old age and survivor's insurance be extended to its employees and officers. Section II. The Mayor and the City Clerk are authorized to execute and deliver to the Washington Department of Employment Security for its approval the plan or plans required under the provisions of Section V of said enabling act and of the Social Security Act to extend coverage to the employees and officers of this municipality and to do all other things necessary to that end. Section III. Further, the proper fiscal officers in the municipality be, and they are hereby, authorized to make all required payments into the contribution fund established by such enabling act and to establish such system of payroll deductions from the salaries of employees and officers as may be necessary to their coverage under said Old Age and Survivor's Insurance system and further, that the proper officials of the municipality do all things necessary to the continued implementation of such system. Section IV. Be it further ordained that this municipality become a participant in the Social Security System effective as of January 1, 1953• Section V. This Ordinance to be in full force and effect five (5) days after its passage and publication.
