ORDINANCE NO.. 685.
AN ORDINANCE AMENDING ORDINANCE NO. 427 AND FURTHER BEING AN ORDINANCE
RELATING TO SEWERS AND THE DRAINING OF kIVATE PREMISES, AND PROVIDING
THAT THE CITY WATER SUPERINTENDENT SHALL BE SEWER INSPECTOR, AND ALSO
MAKING CERTAIN PROVISIONS WITH REFERENCE TO SEWER CONTRACTORS AND LICENSE
FEES TO BE PAID BY SUCH CONTRACTORS, AND PERMITS TO BE SECURED BY PER-
SONS: DESIRING TO -MAKE CONNECTIONS WITH THE CITY SEWER SYSTEM AND REGU-
LATING SEPTIC TANKS AND ESTABLISHING STANDARDS OF CONSTRUCTION YOR SEWER
CONNECTIONS AND DISPOSAL OF SEWAGE WASTE THROUGH SEPTIC TANKS',,
THE CITY COUNCIL OF THE CITY OF PASCO DO OR DAIN AS FOLLOWS':
SECTION 1. All duties imposed upon the City Sewer Inspector under and
by reason of the provisions of Ordinance No. 176, or other ordinances
effecting sewers and their construction, shall hereafter be discharged'
by the City Water Superintendent. Hereafter Section 3 of Ordinance No.
427 shall 'read as follows:
(a) Hereafter no premises shall be connected with the city sewer system
until the owner of said property or the agent thereof shall have made
application to the City Water Superintendent for permission_to connect
with such sewer, and shall have obtained a permit therefor, for which
permit shall be paid the sum of $2.00. All drains leading from any
building or private premises to and connecting with, or to be connected
with the city sewer system shall be of cast iron or asbestos cement
pipe of house connection grade, or better; and all joints therein shall
be properly sealed with an approved type of joint connector which uses;
a rubber seal ring, and if cast iron pipe is used, all joints shall be
properly caulked and leaded, A11 such drains at the point of their
connection with the sewer -system, shall be made in the manner,now pro-
vided by Ordinance No. 176 and shall not be covered or enclosed until
inspected and approved by he City Sewer Inspector or his authorized
agent.
'(b) I.t is further required that wherever a residential or other build;'
ing within the City of Pasco disposes of sewage waste by use of a sep-
tic tank, that the connections between the house or other building and
the septic: tank shall be of cast iron or of asbestos cement pipe in a
gradeequal to or better than the house connection pipe or grade, and all
joints shall be sealed as above provided for sewer drains,.. Before being
covered up"y' such septic tank must be inspected by the City Building In-
spector who will provide and maintain complete records pertaining to.
such inspections.
SECTION 2, This Ordinance to be in full effect anf ce five (5)
