TO THE CONVE-'.iING OF PASSENGERS FOR HIRE_9 AND PROVIDING FOR THE
N TERING OF FARES AND PRESCRIBING UILIFORY1 FARES FOR TAXICABS OPERATE
ING IN THE CITY OF PASCO.
The City Council of the City of Pasco do ordain as follows:
Section One:
That Section Two (F) of Ordinance 647 is hereby amended to
read as follows:
(a) It shall be unlawful for any _erson, firm or corporation
to drive or operate or engage in the business of operating a vehicle
or vehicles used in transporting passengers for hire, unless each o f
said vehicles be equipped with a taximeter which has been duly
inspected, approved and sealed by the Chief of Police. Official
seals shall be provided by the city for that purpose.
(b) After an official seal has once been placed on a taximeter,
it shall be unlawful for any person to intentionally break such seal
or to disconnect said meter in any way without first obtaining
permission from the Chief of Police or, in his absence, an Assistant
Chief of Police, or some person designated to act in the absence
of the Chief of Police.
(c) It shall be unlawful for any person, firm or corporation
to drive or operate, or engage in the business of operating, a
vehcile or vehicles used in transporting passengers for hire, unless
a taximeter is used at all times on each of such vehicles in determin-
ing the fare or rate to be charged and collected; and it shall be
unlawful for any person_, firm or corporation operating or driving,
or engaged in the business of operating avehicle or vehicles used
in transporting passengers for hire to charge, demand, collect,
or receive any fare, rate or charge which is not directly based,
measured and computed u -,on the record in the reading face of the
taximeter used on such vehicle. It shall be unlawful for any person,
firm or corporationto use or employ any other or di.ff'erent method
of computing or measuring such distance of time charges than the
methods hereinabove si�ecifically provided.
(d) It shall be the ditty of the owner, lessee in possession,
or any other person having possession or control of any vehicle used
in trasnporting passengers for hire, to at all times keep such
taximeter accurate and to have the same ap,,roved by the Chief of
Police before beim, placed in service. When any such taximeter has
been approved by the Chief of Polu.ce, his seal or certificate shall
be plainly posted on said taximeter for the information of the public.
Said Chief of Police shall inspect all taximeters at least once
each year and shall have the right to�inspect thm at any and all
times.
(e) Every taximeter shall be installed at the right side of
the driver and at such height that the flag thereof ma be readily
seen by observers on the stre t, and the readin- face of such
taximeter shall at all times be well lighted and readily discernible
to the passenger riding in the vehicle. It shall be unlawful to
change the size of the wheels or tires of any vehicle or the gears
operating said vehicle, or the gears operating said taximeter, or
change the ta-ximeter from one vehicle to another unless said taximeter
is inspected and approved by the Chief of Police before using on such
new vehicle.
(f) It shall he unlawful for any driver of a vehicle, while
carrying passengers or under employment, to display the flag attached
to the taxim ter at such position as to denote that such vehicle is

not employed, or to throw the flag of the taximeter at a recording
position when such vehicle is not actually employed, or to fail to
throw the flag of'such taximeter at a non -recording position at the
termination of each and every service.
(g) It shall be the 'duty of the owner, lessee in possession,
or any other person having possession or control of any vehicle used
in' -transporting passengers for hire, to at all times maintain and
keep a light atop the roof of such cab that is so geared and
attached to the.falg lever of the taximeter in such vehicle that the
light atop the roof of such cab will be extinguished only at such
times as the cab is occupied or employed.
(h) It shall be unlawful for any owner, driver, operator or
person in charge of any vehicle for hire used in transporting passengers
to demand, collect or receive any greater or less rate of fare than
is specified in the following schedule:
For one or two passengers, for the first half mile or
fraction thereof. 6 0.30
Thereafter for each 1 mile or fraction thereof.10
Each additional passenger over two .10
Waiting time after the first three minutes shall
be computed and charged at the rate of $4.00 ,er hour.
Children under 5 years of age, when accompanied by
adult, no charge.
Section two:
This ordinance to be in full force and effect five days
after it s passage and publication.
