The'City Council of the City o Pasco do ordain asfollows: Section 1. Ordinance#511 is hereby repealed. Section Twi. Every person.who shall own or have in his possession, or who shall harbor or control, keep or maintain in the City of 'Pasco, any dog, male or remale, shall be required to pave a license therefore at the rate of $2.00 per year for each such dog, male or female.. It shall be theduty of every such person to'call at the office of the City Clerk between May 1 and June l of each ,year and pay the,;.said license fee for each dog owned, harbored, or controlled by them within the said city limits, and the Clerk shall issue a license for such dog or dogs which shall'adate from the first day of May and be in force until the first day of Ma�r'.foll,owing, and the dog described therein but none other, shall be entitled to remain in the city limits until such last named date without further license. No dog shall be taxable until it has reached the age of six months. Section 3. The City Clerk, in issuing - said -licenses, shall also issue to the'licensee, a metal tag suitable to be•attached:to'a collar which license shall bear the words."Ci-ty of Pas" ,6o'1 and'a•space bearing the number of such license, and such tag shalf'be securely fastened by said licensee to the neck of the dog for which said license was paid., and said. tag must be securely kept on the neck of said dog at all times -during the continuance of said license. Section 4. All dogs found °roaming• a�,,'large, within the *City of Pasco and not having on their necks said tags are hereby•docla7red to be a public nuisance, and it,shall be the duty of the Dob Warden to res-i.rain and impound such dogs, and when impounded, they shall ;be kept for 4S hours, at the end of which time it is discretionary with:,.the-�og Warden as to whether such animals or any of them shall be sold to defray expenses of keeping'them or whether they shall be killed, and if the Dog Warden shall not, sell said animals as aforesaid he shall cause said dogs to be killed. Section 5. Any owner or harborer of any dog so impounded may regain the the -same within'48 hours from the time of commencement of impounding, by paying to the City Clerk the prescribed license fee together with a penalty of one dollar, and obtain from the City Clerk a license tag in the manner above prescribed, and also a receipt for said penalty of one dollar and upon presentation of such license tag and receipt to the Dog Warden, said animal shall be released at once. Section 6. There is hereby.established the office of Dog Warden of the City of Pasco who shall have power and responsibility to examine dogs roving wihin the City of Pasco, if roving at, large, and determine if the same are properly licensed; impound said dogs if there is no license tag upon the,necks of said dog; and who shall have general supervision over and -management of a place where said dogs may be impounded. Said place of'impoundment may be maintained at a place discretionary with such Dog Warden and he may make, publish, and declare, reasonable regulations and rules for the mainte:-•.ance, conduct, and operation of such place of impoundment'. Section 7. Should any person interfere with the Dog Marden while such Warden is in the proper exercise of autrority herein granted to him so as to prevent, or attempt to prevent, the Dog 4arden from perform4ng his duty hereunder, and dishcarging his responsibility as such Warden, then such . person shall be guilty of a violation of this ordinance and liable for a fine not to exceed 50 and for imprisonment not to exceed five days. Section &. From and after the date,of publication and passage of this ordinance every person shall be allowed 30 days to provide himself with a license for dogs owned, controlled, or harbored by him within the City of Pasco; otherwise this ordinance to be in full force and effect five days after its passage and publication.
