AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF A SEWAGE DIS-
POSAL PLANT. THE METHOD AND MEANS OF FINANCING ITS CONSTRUCTION.
PROVIDING FOR THE APPOINTMENT OF :ENGINEERS TO DRAW PLANS AND
SPECIFICATIONS OF SEWAGE PLANT AND CONNECTING LINES. THE
REVISING OF EXISTING WATER RATES TO RAISE WATER REVENUE APPROX-
IMAT=E $250000.00 TO PAY FOR INTEREST, BOND REDEMPTION AND
OPERATION OF WATER FILTRATION PLANT. PROVIDING FOR THE EX-
TENSION OF SEWER AND WATER LINES AND ESTABLISHING THE MANNER OF
PAYMENT OF SAME. THE PAYMENT OF SEWER AND WATER CONNECTIONS OR H
HOOK-UPS. REQUIRING THE HOOKING UP OR CONNECTING WITH SEWER
AND CREATING A LIEN ON PROPERTY WHERE CITY MAKES HOOK-UP.
CREATING A FUND FOR SEWER EXTENSIONS. THE REGULATING AND IN-
STALLATION AND USE OF SEPTIC TANKSs CESSPOOLS AND OUTSIDE TOILETS.
THE REPEAL OF SECTION ONE (1) OF ORDINANCE NO. 371 AND SECTION
TWO (2), RULE 23 PARAGRAPH "A" OF ORDINANCE NO. 572.
The City Council of the City of Pasco do ordain as follows:
SECTION ONE:
The City of Pasco shall enter into negotiation
for plans and specifications and all Engineering data necessary
to construct a Sewage Disposal and Treatment Plant and the
procuring of necessary ground for building site. The con-
struction of said plant to start not later than March 1st, 1950.
War or an act of God excepted.
SECTION TWO:
To raise an estimated $250,000.00 for sewage dis-
posal plant or approximately $25,000.00 annually for interest,
Bond retirement and operation and connecting trunk lines, the
following assessment schedule shall apply.
SECTION TWO -A
Each family unit shall pay a minimum sewer charge
of $1.00 per month for a water consumption of 500 cubic feet or
less, plus 3 cents per 100 cubic feet for consumption in excess
of 500 cubic feet. From meter reading in October to meter read-
ing in March, same shall be deemed as domestic use only, and the
average reading during this period shall be applied during
irrigation season. The 3 cents per 100 cubic feet does not
apply to water used for sprinkling or irrigation.
SECTION TWO -B:
For multiple family units including Federal Hous-
ing and (apartment houses) a minimum charge of -$1.00 shall apply
to each family unit with a corresponding allowance of 500 cubic
feet for each unit.

SECTION THREE:
For commercial establishments the same rates
shall apply except there shall be a board of equalization
created to have power to raise or lower rates where rates are
obviously inequitable and their decision shall be final. Their
jurisdiction is for commercial rates only. All money so collect-
ed shall be placed in a Sewage'Disposal Fund.
SECTION FOUR:
The charge so made shall appear on the water bill
monthly and the City Water Department shall be responsible for
the collection of same and this account shall be kept separately
from any other account.
SECTION FIVE:
To raise an estimated $250000.00 annually necessary
for Interest, Bond redemption and operation of Water Filtration
Plant the following water rate schedule shall apply:

Irrigation Rate Subject to the above meter minimums set forth
and applicable only to domestic consumers for 7 meter reading
months during the summer period.

SECTION SIX:

All Federal Housing family units shall pay a min-
imum of $2.00 per one family with allowance of 500 cubic feet
monthly. Pasco Housing Authority to act as City's collection
agent.
SECTION SEVEN:
From and after the passage of and publication of
this ordinance, before a sewer lateral shall be extended one
block or more, there shall be deposited with the City Treasurer

the sum of $1,200.00 as payment on the same for each block of
lateral extension. The said sum may be paid by one or more
property owners on or along such lateral extension. In the event
that one or more property owners subscribe the entire amount
necessary, to construct such sewer line, and the amount so sub-
scribed /exceeds the front footage charge against the property
owned by such subscribers or subscriber, the amount of such
oversubscription shall be refunded as footage charges against
the other properties'mbm paid. If the same are paid within a
period of five years from date of extension, but no refund shall
be made on charges paid after a period of 5 years. The above
refund shall not apply in case of sale of property by owner, or
in case of individual or small group who install sub -standard
line at own expense; such extensions to be made only when in
the judgment of the City Council, the population and sanitary
conditions warrant such extensions.
SECTION SEVEN -A:
Before a water lateral shall be extended one block
or more, there -shall be deposited with the City Treasurer the
sum of $1,200.00 as payment on same for each block of lateral
extension. The same may be paid by one or more property owners
on or along such lateral extension. In the event that one or
more property owners subscribe the entire. amount necessary to
construct such water extension, and the amount so subscribed
exceeds the front footage charge against the property owned by
such subscriber or subscribers, the amount of such over -sub-
scription shall.be refunded as footage charges against the other
properties. If the same are paid within a period of five years
from date of extension, but no refund shall be made on charges
paid after a.period of 5 years. The above refund shall not
apply in case of sale of property by owner, or in case of in-
dividual or small group who install sub -standard line at their
own expense.

SECTION EIGHT:
From and after the effective date of this Ordinance
all money collected for sewer connections or hookups, on sewers
installed since the passing of Ordinance 531, March 72 19440
excepting so much thereof as may be necessary to use to meet the 37
requirements of Ordinance No. 531' shall be placed in a fund
for use in connection with future additional extensions, repairs
and maintenance of sewers.
SECTION NINE:
There shall be no septic tanks, cesspools or
outside toilets constructed or installed after the sewer line
passes the property, or within a radius of 100 feet thereof,
and in no event shall an outside toilet be used excepting for
temporary use while building on property is being constructed
and cesspools and septic tanks may be used only until the
sewer line is constructed or installed.
SECTION TEN:
From and after the passage and publication of this
ordinance the following rate of charges shall be made for
hooking up or connecting with sewer and water lines of City,
to -wit:
For each sewer connection a charge of $3.00 per front foot of
the property or $150.00 whichever is the greater; If payments
are made within 30 days after notice. The time of construction
of sewer or before, if payment is not made at the time of con-
struction of sewer or before, there shall be a charge of $4.00
per front foot of the property or $200.00 whichever is the
greater. For each water connection, or connection with the
water mains of the City there shall'be a charge of $1.50 per
front foot of property plus a charge of $50.00 for each 3/4"
water meter, which charge shall cover cost of meter and labor
of installing the connection.
SECTION ELEVEN:
All houses to be used as dwelling places or other
purposes requiring sewage facilities, where sewer is installed
along property or within 100 feet thereof shall hookup or connect
with sewer within one year from the date of passage and publication

of this ordinance and in case of their failure so to,do the
City of Pasco may make such hook up or connection through the
water and sewer department and charge the cost thereof to the
property for which the same is made and said cost shall become
a lien on the property and the City Treasurer shall file a
claim of lien therefore with the County Auditor of Franklin
County, State of Washington, which lien may be foreclosed in
the manner provided by law for the foreclosure of like liens.
SECTION TWELVE: ,
The City Water Department will extend trunk water
lines to new areas when the area to be served will return a
revenue of 25% per year of the cost of construction for said
trunk line. Where sub -standard size pipe is desired for small
group the entire cost of feeder line shall be paid for by in-
dividual or group being served. Sewer trunk lines will be con-
structed at expense of City when 906/0 of property own?rs in area
to be served are willing to payf'r front footage charge for
lateral past their property. The City Council may approve the
extension of Sewer or Water trunk line when they consider it
necessary and for the good of the City. City Council may
authorize extention of water line where only one side of block
will receive water, or when unusual conditions prevail. Under
such conditions the deposit of $1,200.00 does not apply.
SECTION THIRTEEN:
Section 3 of Ordinance No. 537 establishing sewer
connection charge at $50.00 is hereby repealed.
SECTION FOURTEEN:
Any contractor who wishes to install water lines
and laterals may do so under the supervision of the City Water
Department and plans and specifications approved by City Engineer.
All water laterals which feed a fire hydrant shall be not less than
6 -inch diameter.
SECTION FIFTEEN
Section 1 of ordinance 371 establishing water rates,
and Section 20 Rule 2, Paragraph A of Ordinance 572 establish-
ing rate for meter installation, and all other ordinances or
parts of ordinances in conflict herewith are hereby repealed.

SECTION SIXTEEN:
On any connection for sewer or water outside the
City limits of the City of Pasco, the hook-up charge and rate
shall be double, water charges based on domestic rate only:
SECTION SEVENTEEN:
This ordinance shall be in full force and effect
five (5) days after its passage and publication.
