AN ORDINANCE GOVERNING THE PERiAISSION OF CARNIVALS TO SHOW IN THE CITY
OF PASCO PROVIDING 1;'QR LICENSING AND TAXING OF THE SAYE. xND REGULATING
THE OPERATION OF CARNIVALS, REPEALING ORDINANCE NO. 517, AND ALL OTHER
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND FIXING A
PENALTY FOR THE VIOLATION HEREOF.
The City Council of the City of Pasco do ordain as follows:
Section 1._
It shall be unlawful for anycarnival,.street show, or show
commonly classed.as a carnival or street show to show or give any
performances in the City of Pasco,.without first having obtained a
license from the City Clerk to do so.
Section 2.
Before any carnival, street show, or show commonly classed
as a street show or carnival shall set up or give any performances in
the City of Pasco they shall obtain a license therefor from the City
Clerk.
Section 3.
Before the City Clekk shall issue any license for any
carnival, street, show, or, show commonly classed as a street show or.
carnival, the clerk shall obtain the approval of the City Council and
collect a liGense.fee,of 435.00 for each and every -day the show
proposes to perform within the -City, excepting that when a celebration
proclaimed by the Mayor to be a public celebration, is put on by the.
civic organigations of the city and- a carnival :or -_street show purahases
or gets a concession from sand organizations for performances during
said celebration, no license fee.or admission charge or tax for the
city shall be collected. If any shows or performances other than
those authorized by said civic organizati ns are given or performed
the regular license fee and admis ion tax shall be paid to the City.
Section 4.
Every carnival, street.show or show cor&ionly classed.as a.
carnival shall pay a license fee of X35.00 per day for each and every
day the same shall perform within the city and in adaition thereto
shall pay the regular admission tax on all admission tickets or
except as set Qut in Section 3.
admissions for which a charge is made./ the 435.00 license fee to be
paid in advance for each day the said show or carnival proposes to
show iAi thin the city, and the admission tax to be paid each day.

Section 5.
All admission tickets to sideshows or otherwise must be on.
consecutively .numbered tickets with corresponding numbered stubs attached
for each place of admission and a true account made each day for.
admission tax thereon and the stubs of tickets sold shall be submitted
to the city. officials for inspection.
Section 6.
Before any license for any carnival., street show, or show
commonly classed as a carnival shall obtain a license therefor an
application for license shall be submitted to the City Council and the
council shall have the right to approve. or reject any application for
such license and if such application is .rejected no license shall be
issued.
Section 7.
Any carnival, street,show, or show commonly classed as a
carnival, before obtaining a license must show that it is sponsored
by, and will during its stay in:Pasco be sponsored by some local
organization to be approved by -the City.'Gouncil..
Section 8.
A1q concessions not directly connected with any carnival,`
street shoo or show co.mmbnly.classed as a carnival shall be permitted
to set up or pperate without -first obtaining permission of the•city
council and paying a license t ax and the*rdi.ty Council may refuse to
permit any such concessions to operate.
Section 9.
Before any license shall be granted security in the sum of
five hundred dollars either in cash or good and sueficient bond shall
be posted as a guarantee that said carnival or street show will.leave
the premises on which the show is given in as good condition as to
clenliness and aanitaton as it was at the time of setting up said
carnival or street'show.
Section 10.
Any violation of this orainance shall be deemeda misdemeanor
and any person violating any of the terms of this ordinance shall be
subject to a fine of not to exceed qp100.00 or 'bp punished.by commitment

to the city jail for a period of not to exceed 30 days or by both such
fine and imprisonment.

Section 11.
Ordinance No. 517 and all other ordinances or parts of
ordinances.. in conflict herewith are hereby repealed.
Section 12,
.This ordinance shall be in full force and effect five days
after its passage and. publication.
